seven days.At the heart of this traffic-clogged area a course in civilian education is being carried out.The instructor is Constable E, Jameson, of the Westmount Police.Pedestrians in future will have to obey the red light.Constable Jameson has been stationed there\u2019 to help jav-walkers get into the habit of crossing at the right time.The recent changes in the tram traffic make the intersection an important transfer point.This means thousands of additional people will cross the streets at the height of the rush hours to catch their connections.Constable Jameson reports the pedestrian education is advancing.\u201cThere are still a few who don't get the idea of what we are trying to do,\u201d he said, but added most people are getting the hang of it.Generally speaking, he stated, desirable.\u201cAlthough I have been interested in Home and School Associations for years, I do not feel that I am in a position to judge the relative advantages and disadvantages of joining the Central Board.That is where your paper could be of great valuc to the citizens in giving the arguments pro and con in this matter.\u201cWhat I do know, however.is that the Westmount Federation of Teachers has passed a resolution against going under the Central Board; that the matriculation traffic is to be allowed to flow by «both sides of all safely zones in be painted directing the drivers with alterations and additions to the combined police and fire station on Stanton avenue.The City Council approved the letting\u2019 of the contract to Robert Miller Construction Company, and work will start in a few weeks.The architects are Shorey, Ritchie and Douglas.The work, which will take about six months, will include additions to both sections and improvements and modernization on both exterior and interior aspects of the building.The council also approved the repaving and widening of Sherbrooke street from Clarke avenue to Roslyn at a cost of $201,150, thus completing the widening School, told the Westmount Rotary Club Wednesday that the Westmount Schools have a solution for hackward children.He was speaking on a theme appropriated to National Educational Week, \u201cThe First of the Three R\u2019s\u201d.Poor reading, he stated, is responsible for 60 per cent of the failures in school, Mr, Penrose sald these failures happened because the children who are not good readers are unable to understand what is written in their text books, or even the instructions given in their monthly tests.\u201cAlthough some of these reading+- failures are traceable to low intelligence,\u201d he continued, \u201ca fairly large number are due to other factors.\u201d He cited a few of these factors as being ill health, poor vision or hearing, abnormal emotional reactions, poor environment and inappropriate teaching.The fact that in many cases children who have these disabilities still manage to become good readers, he said, points out an underlying factor.\u201cIn the great majority of the cases the start of the difficulties begins with repeated and long absences at the Grade One level.\u201d - Although the child, absent due to various.childhood diseases, misses out on the teaching of a great many new words, the West- mount Schools have a solution to the problem.The solution, Mr.Penrose revealed, is that the teaching day in Grade One lasts from 9-12 am.and the afternoon is left free to give special attention to those who have fallen behind in their work, especially reading.In dealing with the pupil who has missed his early training and finds himself in grade four with a grade one reading ability, Mr.Penrose told the Rotary members the Westmount Schools solve the problem by giving individual or group training under a special teacher.Mr.Penrose was
