of civic individuality confronting this city and its residents and the duty of each citizen in averting this peril and keeping Westmount a green area in greatly expanded and widely commercialized surroundings were stressed by Mayor Campbell in a speech to 500 members of the Municipal Association in Victoria Hall, last Thursday night.By means of meetings with expert economists the speaker said that the city's governing body kept well informed about economic trends in the Montreal area but also said that citizens had a part to play in not allowing the com munity to become trapped in the sea of commercialism through civic apathy or lack of forward thinking.Future of Montreal The future of Montreal as a great industrial centre is assured, he said, the present strong drift likely to continue indefinitely and Westmount will have to provide increasing traffic arteries, east and west, north and south, he contihued.Westmount's Future The Mayor said that we do not yet admit that we have not the Stamp Club Meets At the Thurs, May 7 meeting of the Westmount Junior Stamp Club, Mr.G.M.Desautels, Public Relations Officer of the Canada Post Office, spoke about different Post Office procedures. At the end of his talk he answered the many questions asked by the members. The speaker was introduced by the President, Michael Ashby and was thanked by Jeff Weissler.Secretary Barrie Wilson has announced that 67 members attended the meeting. This is a new record.Total attendance this season is 1518 while the average weekly atendance is 46.possibility by proper planning and channelling to preserve our city in somewhat the character or genius that it has always possessed.” The people of New York wanted Central Park enough to make the demands of commerce flow around it, he declared, and the same thing can happen in Westmount.“We should continue to be the type of residential city that you have always wanted and, furthermore, may it not develop in those qualities or characteristics that some of us hold to be more important than cômmercialization ?” he asked.Finances In referring to finance Mayor Campbell noted that in 1952 the city had a surplus of $781, which was effected “only by the closest attention to economics.” It is not easy for the city to make ends meet, he asserted, and future expenses will place a heavy burden on the city’s budget.“It cannot be too strongly emphasized that municipal governments are in need of more favorable division of tax revenues in relation to the Federal and Provincial governmen- ments,” he emphasized.Recreation In recreation activities, the Westmount Athletic Grounds posed a major problem for the association to consider, he said.At present the city expends $26,500 annually on them, ties up an investment of $250,000 and foregoes a possible tax return of perhaps $20,000.Tratfic Another problem which would need solving, he said, was what steps to take regarding the part of Western avenue in Westmount in the light of Montreal’s plans for linking Burnside, St.Luke and Western in a great east-west thoroughfare.Facilities to meet the demand for electric power must be increased, he noted, and a third substation will have to be construct- ed within five years.Explains ¥uaction Hugh G.Seybold, president of the association, explained its func« tion and noted that in some mat« ters it formed a liaison between citizens and the council. The association Has added over 300 members recently, and has among it representatives of nearly 1,500 of Westmount's 6,500 families.Following the formal meeting period, the various committees of the association were formed and refreshments were served at the close of the meeting.pa Queens Scout Donald C.Ferrier, 16, roots? There are two ways of planting. One is deep planting in the fall, but too often this planting produces no blooms. We much prefer the shallow planting as follows: Make a very large hole, put in a good layer of barn yard manure if at all possible. Then a layer of well-mixed garden soil, peat moss, sand and fertilizer. Then fill in with garden soil to about 3 inches from the surface, put ‘in your roots well spread out.Cover with 2 inches of soil and water well, when the water is absorbed press the soil down firmly, being careful not to bruise or break the eyes or sprouts whichever you choose to call them, then fill in the last layer.Water frequently for a while.Pinch off all the flower buds for the first season.Another gardener asks about planting roses?A complete book could be written on the planting and care of roses, there are so many different schools of thought on the art.The most simple is very often the best for the amateur.Choose a sunny location well drained, dig your holes about 18 inches deep and 12 inches across.Prepare a soil mixture of garden soil, sand and peat moss. Two parts soil to one each of sand and moss.Place in the bottom of the hole a deep layer of well-rotted manure, then place the soil mixture to the depth of about 12 inches, fill the hole with water and let stand for a few days or longe® This is to solid the bed and get rid of all the air pockets.Do not go bargain hunting for your roses.Buy from a reputable dealer. The starting bushes need not be expensive.Buy fresh stock and never let the roots dry out before planting. If you are ready to plant within a few hours after delivery leave your roses wrapped as they are and place in a container of water, but if you won't plant for a few days, then heel them in or in other words cover the unwrapped roots with a few spades- full moist earth in a shady spot in the garden. Now for the actual planting.Straighten out the folded roots, clip off the broken roots and dead wood.Place in the prepared hole, spread out the roots, and cover to about one half the way to the surface, then tramp the roots firmly as it is very important that the soil is solid and no air holes, which is so often the cause of failure.Fill in the hole with water, when this has been soaked in fill in the remaining layer of earth.I like to mound the earth up around the MECHANIZED WHEEL CHAIR: Patrolman Vince Celebration Of Empire Day As is usual each year Montreal Unit 14 of the Army, Navy and Air Force Veterans in Canada will celebrate Empire Day with various social and other activities including a parade and the laying of wreaths at the Monument of Queen Victoria, St.Helens Island Military Graves and the Field of Honor at Pointe Claire. This year it has been decided to highlight the Empire Day celebrations as a prelude to the forthcoming festivities that will commemorate and mark the great and historical occasion of the Coronation.Starting on Friday evening May 22 at 7.30 p.m., in the Sheraton- Mount Royal Hotel the Unit has reserved the entire ballroom to hold an Empire Day Banquet at which the guest speaker will be Lt.General Guy G.Simonds C.B., C.B.E., D.S.0., Chief of the General Staff.Other invited guests will include high military officials, Federal, Provincial and Civic dignitaries. On Saturday, the unit clubrooms at 1164 Beaver Hall Place will be open to out of town veterans and visiting delegates from other Army, Navy and Air Force Veterans units who will be attending the Sunday ceremonies.Saturday evening in the assembly hall of the clubrooms there will be a special gala Empire Night programme for members, their wives and friends. On Sunday May 24, the unit will hold it's Empire Day Parade and Commemoration Services.Visiting units of the Army, Navy and Air Force Veterans from Ottawa, Quebec City, Magog, Cowansville, Rimouski and Montreal East will attend in addition to members of the Amputations Association of Canada, Police War Veterans Association, Canadian Corps Association, South African War Veterans, Dominion Civil Service War Veterans and the Corps of Legion- airres. There will also be a smart armed escort party from H.M.- canes for the first few weeks, as it holds them securely while the roots are getting started, water frequently for this time. For the first season nip off the majority of the buds, and you will have a better bloom next year.If you are looking for quality rather than quantity, always remove a goodly number of the buds.Watch for pests. We have two main ones here in Quebec—“Black Spot”.It is just that, and appears on the leaves, the leaf soon falls, if not sprayed. The other pest is “Aphids”.These can also be quite readily controlled by the many fine mixtures on the market today.C.S.Donnacona to head the parade which will be lead by the C.N.R.Pipe Band. The parade will form up at 10.20 a.m.on Beaver Hall Place in front of the Clubrooms and will proceed down Beaver Hall Hill to Victoria Square where wreaths will be placed on the Monument to Queen Victoria thence by bus to St.Helens Island to place wreaths at the Military Graves plot.Buses will transport the men back to Sherbrooke and Shuter streets from where the parade will march off at approximately 12.30 lead by a mounted detachment from the Corps of Legionair- res.The parade will move west on Sherbrooke street past the Rid- dick Memorial Gates at McGill University where the salute will be taken by Major General J.P.E.Bernatchez C.B.E., D.S.0,, C.D., General Officer Commanding ‘Quebec of groping for words because you are able to describe your impressions much more cleariy.Brides in particular are often guilty of delaying thank-you notes. This meay mean they will have to face the give individual instruction to children having difficulty in reading. Thus these pupils gradually fall behind in their work.Frequently they do not have access to a wide variety of reading materials on their reading level.Schools often lack library books, reference books, and equipment needed for successful reading instruction, These lacks often hamper the progress of children with better-than-aver- age ability as well, since they are not provided the enriched program they should enjoy.(To be continued) Cottage Cheese Salad Delicate and delightful! defence to go over near the corner. The convert from a difficult position was missed, Gradually the Scottish gained the upper hand and went close to scoring on three occasions before the 20 minute mark.Twice they seemed to be robbed of touchdowns by mystifying decisions by the referee, However, the Barbarians defence held firm and half-time came with them still holding a 3-0 edge.On the stroke of half-time the Barbarians lost centre Conor No- after being hurt in a tackle. This loss upset the Baba's backfield at the beginning of the second half and it was not long before the Scottish took advantage of this to go into the lead.SCOTS TAKE LEAD After a quick passing play from a scrum, stand-off Bob Watt kicked ahead.George Ewan following on the loose ball to run over for a TD under the posts.Ian Mair kicked an easy convert. The Barbarians settled down after this reverse and began to have their share of the game again, The black and white forwards, &l- though outweighed and forward, Jim Adam, following up, dribbled the ball over the line and dived on it for the game-tieing touchdown. From a none too easy position Jan Mair kicked a nice convert to give the Scots their two Toronto Tourney By JIM ADAM The Westmount Rugger Club seven-a-side team put up a grand performance before bowing out in the third round of the Toronto Spring Seven-a-side tourney played last Saturday in the Queen City.A head injury sustained by sap- tain Ian Mair in the second round match needed five stitches. This bad stroke of luck seemed to upset the rest of the team in the third round and they lost a close 8-3 game to the Brantford Harlequins, In round one tthe Westies beat Toronto Barbarians II 13-0 on touchdowns by Warren Carter and & Dave Hastings.Bob Watt kicked two converts, Defeat nine, bit the dust for the first time in the Bantam Intermural schedule, when the Yanks edged’ them out 10 to 8.With the schedule now completed, the decks are now cleared to settle the players in this tournament is a mystery, making it impossible to grade them.Rumours have it, that Karl Hurley, Sandy Morrison and Alfred Du- ranleau are above average but don't bet your shirt on it.Look for some changes on the present school policy of awarding trophies to the competitors, who are most proficient at athletics.A high degree of sportsmanship, will be demanded in the future from every candidate in line for a trophy.A few of this year’s trophy winners fell a little short of this essential commodity for a genuine school athlete, A little success in sports, acts like for the remainder of the season.Besides Jan Mair's painful head injury, Carter injured his leg and Bob Watt pulled a muscle. It is unlikely any of these players will play again this Spring. This weekend
