Col.S.C.Holland addressing the Westmount Rotary at the annual Past Presidents Luncheon held in the Victoria Hall Wednesday.Over 20 past Presidents attended and there were a large number of guests from neighbouring clubs.\u201cAt first,\u201d conlinued Col.Holland, \u201cthey met for company and also for their mutual benefit, but later they began to realize that they had started something that was much bigger than that, when the service nature of the club began to develop, Nowadays Rotarians join the movement for company and also to join together for the greater benefit of the community they belong to.The real work of Rotary is not done at the weekly luncheons, but in the time between the meetings.CROSS SECTION \u201cA good Rotary Club is a true cross section of the community.We strive to get a representative selection of all the various groups and that is why we have classification.The limited selective membership leads to an active club highly sensitive to the needs of the the key turns in the back door, and the family waits in the car to start their® two-week vacation, has something been forgotten?The SPCA reports that many local residents will \u201csimply shut their houses and turn their former pets out to starve, while they go off to enjoy their holidays\u201d.In order to prevent such cruelty to animals, the society suggests that pet owners provide proper in West- mount indicates that you have not been in very close touch with what has been presented to the authorities in our City Hall.Some of the sites suggested to them as more suitable than at the corner of Sherbrooke and Melville are: ' 1.On the playing strip south of Western and in front of the Junior High School, on part of the space now occupied by four baseball diamonds.Putting the rink there would mean the sacrifice of only one of the diamonds but this loss would be far more than compensated for by the advantages of the rink to the students of the Junior High School; 2.In Westmount Park, north of Western avenue, and so placed as to interfere ag little as possible with present facilities for play; 3.Some citizens feel gtrongly that the rink should be placed in the WAAA Grounds; 4, On the area beside the armories at the corner of Lans- downe and Ste, Catherine street.City Hall is fortunate in having so many options any one of which would be preferable to the corner of suggested in an adjoining letter to the editor, the May 29 news letter of the Westmount Municipal Association, In view of the differences of opinion expressed on the proposed site for an artificial ice rink in Westmount, it is felt that a short review of the recent history of this project, particularly as it relates to the Westmount Municipal Association, would be of interest to its members.The provision of an artificial ice rink had for some time been urged by the association and it was a matter of satisfaction to learn in the fall of 1955 that the City Ceuncil had this matter under active consideration.By keeping in touch with the City Hall, it was determined that the Council was giving the entire question very careful study before proceeding with plans, At the fall general meeting of the associatinn on Dec.11, 1956, it was announced that taxed to the limit and the result of this is that many who are or would become home owners rather than live in apartment barracks with their limitations must, on the score of economy, take smaller quarters.One cannot well bring up a family in a small apartment.Furthermore, the owners of these apartment dwellings are not sympathetic in renting their premises to families that have several children.They prefer childless couples.- The leaders of municipal administrations contend they should share in some degree, in the revenues collected by the superior government.They have already imposed taxes to the limit on persons and things.The municipalities are the creation of the provincial government.Their first appeal for aid must therefore be addressed to it.The provincial premiers say that they cannot, with their limited revenues (no matter how urgent the needs of the deserving municipality may be) do more than they have done, particularly since they make substantial grants to public service institutions and other agencies, A CONTROVERSY For several years quite a controversy has been raging between the provincial legislatures and the Ottawa government in the matter of a fairer apportionment of the revenues collected by the Federal government.The most outspoken of the provincial prime ministers \u201chas been the Hon.Maurice Duplessis.He has oh scores of occasions emphasized the injustice suffered by the province because of the huge amounts collected by the Federal government, as compared with the insignificant sums which the province gets.Since the provinces have to meet constantly growing expenditures they must also exhaust every possible sour- (Continued on Page 7) the City proposed the prominent space to the meetinz and the announcement on the rink.REACTION SURPRISE In view of the publicity given to this announcement, it is surprising that when the plans and proposed site were decided on and described\u2018 at the annual meeting of the association five months later on May 7 last, there have been suggestions from individuals and the press that hasty, unconsidered decisions have been made.When the City Council had come close to making a decision on a specific site for the rink, the plans were explained to representatives of your association and it was apparent.that very careful consideration had been given to the many factors affecting the issue, and taking all circumstances into account, the proposed site was logical Some of the more important factors were \u2014 (1) The rink should be in a location readily accessible to the greatest number of people: (2) The natural beauty of the park should be maintained with the least change possible; (3) Present recreational facilities, playing grounds, etc.should be preserved intact; (4) Traffic hazards should be kept to a minimum; (5) Construction costs should not be needlessly increased on account of location.For example, soil soundings showed that some locations would ine volve undue construction costs and might also involve substantial.risk of failure; (6) The project should be integrated with long range plans in respect to other public works, street widening, parks\u2019 rearrangements, etc.LITTLE OBSTRUCTION It was fully realized that by using the proposed site at Sherbrooke and Melville the pond and some trees would disappear but that the construction of the skating centre with all that it will offer would more than offset those losses.The architect's sketch indicates that the proposed structure presents a good appearance, being largely open and that many of the trees will be preserved.It is also to be noted, that the structure, being parallel to Melville avenue, will not obstruct the view from Sherbrooke street to any marked degree.While not all members of the association may be in agreement with the selection of the site for the rink, it is hoped that this letter will show that all concerned in this project have given it very thoughtful consideration, and it is hoped that there will not be any controversy to threaten-this long overdue project which will mean
