[" Massage parlors rub city wrong way 1 Westmount city fathers Monday night gave?assent to a lengthy bylaw aimed at bringing massage parlors here into line — or banishing them from the municipality.Bringing the city police and health departments into play, it is expected that this bylaw will regularize a situation that for some time has caused concern in the city.GOOD NEWS On Page 5 RE pe Assent of both the police and health departments is necessary now, before any license for a massage parlor may be issued — and before such assent is given the candidate for the license must have convinced the authorities that ‘section six’ has been complied with.Section six provides for proper lighting and ventilating of the premises; the building must have hardwood floors, be free of ver-| min; walls and ceilings must be of suitable material; furniture, ete, must be so arranged that cleaning may be done readily; floors must be thoroughiy cleaned every 24 hours; and other similar provisions.In addition a photograph of (Continued on page 17) Police, firemen sign new pacts Westmount City manager T.Hughes announced Wednesday that new collective labor agreements had been signed between the city and the police and firefighters associations.* As and from October 1st policemen in Westmount will work a 44 hour week instead of a 48 hour week as in the past.This will remain in effect until January 1st 1958 when the working week will be again reduced to 40 hours.In addition the City will in future pay part of the hospital insurance premiums.For married men this will amount to $4.90 per month and in the case of single men $1.50 per month.As a further concession Lhe City will review salaries for police officers in the following budget vear.The new contract will run for two years dating from June 1sL, In the agrement signed between the City and Local 981 of the International Association of Firefighters, the same hospital benefits are given to the firemen as for the pulice.Their present work week of 60 hours is reduced to 5€ hours.The City also undertakes to review their salaries during the recent budget year.It is understood that these concessions have been instigated by the difficulty of attracting young men of the right calibre into the police and fire services of the City.The City recently embarked on an intensive recruitment campaign to replace losses due to retirement and resignations.Y's Men's Club evenf planned The Westmount YMCA Y's Men's Club is planning a guest and new member night for Wednesday.October 2, announced Bill Ridley, club who voted in the City of Montreal municipal elections three years ago, the general public is still apathetic with regards to municipal affairs.This could be applied not only to the City of Montreal but also to the City of Westmount.It is not surprising to come across residents of our suburb who are almost totally ignorant of the affairs of our local government, Except for those persons whose work is closely connected with the Westmount City Hall, there are practically none at all who eould, if called upon, give the names of the adermen who make up the Westmount City Council.In fact one would not be too presumptuous in going as far as saying that there are a considerable number of persons who could not spell the mayor's name correctly.So what some people will say: Is this really important?The answer as far as this columnist is concerned is, “Yes, definitely.” Westmount is a well-run municipality.There is little doubt about this.But, no matter how well any organization functions, there is always room for improvement.This improvement comes only as a result of interest and the more far reaching the interest the more rapid the resulting improvement.TYPES she must be the traffic cop and crossing guardian.Like the safety engineer in a large plant, she can look around for dangers, while hubby can do the fixing — as always, but this time for a good reason.That loose carpet on the stairs, nail it down; blaring all over the area, a series of small speakers of limited volume will be placed around the rink.Each speaker will be heard in only a limited space and the whole system is designed in such a way that noise of music and voices will be inaudible outside the building.® AIRLINES ® STEAMSHIPS ® BUS TICKETS (rr Ceneral representatives for (Near Claremont) WESTMOUNT INTERNATIONAL TRAVEL SERVICE Roger L.Huysmans, Manager ® TOURS @ RESORTS @ CAR RENTALS available for trips throughout the continent.States of 'Journal des Yoyages'.4927A Sherbrooke St.West ® RAILROADS ® HOTELS ovincial and Greyhound} Canada and the United HU.8-3941 ANN WESTMOUNT SCHOOL CENSUS The annual school Census is required 2 by law.UAL Le If you live in Westmount and have not completed the Census form sent to you recently, and returned it in the self-addressed envelope, you should do so at once.If for any reason you need another Census form, ‘please ger-ens-umeu2=12=0—0000209® CS lecosssveuvuweu{su=esveuezeuvszuss——u.“Of the balance, 6.2": is held in the U.S.(including 4.2% by American Telephone and Tele graph Company);
