animals\u2019 in the Laurentian mountain area are known to be rabid.\u201cMany local people take their dogs to the Laurentians and other rural areas both winter and summer.\u201d said Dr.Mackay.\u201cand I helieve that as a precaution it would be well for them to have their dogs inoculated.\u201d A number of veterinarians in this area consider the situation so serious, he added.that they recently went to New York to consult with state public health officials there and to be briefed on the latest findings and newest developments in rabies control.This group included such well-known veterinarians as J.G.Jasmin and J.M.Baker.Dr.Mackay stressed that there is no need for panic, but he believes that it would be foolish for residents not to realize that the threat of Opposite his name was the following information: assets directed (in millions) $3,705; number of boards, 15; main interest, Phillips, Bloom- - field, Vineberg and Goodman.This telling and titillating line hardly does justice to one of Canada's leading corporation lawyers and one of Montreal\u2019s distinguished citizens.Like many others on that illuminating list who have reached Canada\u2019s economic summit, Mr.Phillips is little known to the public.Lazarus Phillips, QC, OBE, senior partner in his law firm, is a man of many artistic pursuits, a patron of the arts who owns a fine collection of French Impressionist paintings, a bibliophile who has one of the finest private libraries in the country.Dignified quiet-spoken, modest man of distinguished appearance, dignified mien and YOU erect bearing, Mr.Phillips has a gentle sense of humor.His public life has been primarily that of a corporation lawyer.\u201cI am one of those terrifying personalities called a \u2018big business\u2019 lawyer,\u201d he laughed.Mr.Phillips\u2019 second interest is in the communal lifes of Montreal, both Jewish and non-Jewish.\u201cNaturally I am interested in bringing about a closer.harmonious relation: \u2018ship between all segments of the community whether it be English, Jewish or French\u201d he said.\u201cI try to be a little help.\u201d Dominating his tastefully- appointed office at 464 St.John street is a striking portrait of Mr.Phillips dressed in his law robes.Painted by the late Richard Jack.the portrait was a gift from a group of clients on the occasion of his 50th birthday in 1947.Around the room are spotted pictures of friends and men who have influenced his career, framed documents which symbolize its peaks.There is the late bearded Samuel Jacobs, his senior law partner until} Mr.Jacobs\u2019 death in 1938 at the age of 67.Mr.Jacobs was our first member oi Parliament of the Jewish faith, the most popular man in the House of Commons during his uninterrupted sojourn there from 1917 until \\ his death and undoubtedly one ; Legal family FEYWO nephews\u2014 Philip Vine- berg, who has been connected wit} McGill as a lecturer and assistant professor, and David Goodman\u2014are also practising with Mr.Phillips.\"1 guess it\u2019s a legal-rninded family,\u201d he said.Returning to his pictures, there is a framed document proclaiming Lazarus Phillips a Queen's Counsel on January 23, 1931.There is a framed citation stating that the Order of the British Empire had been bestowed on Mr.Phillips F Blank & Stoller \u2018by the late George VI, July 1, 1946, for civil services during the war period.Another document dated February 6, 1939, reveals that Mr.Phillips was a member of Mayor Houde's executive committee during the 1939 Royal visit.Mr.Phillips was born in Montreal in 1896 of parents of modest means, His father and mother came from Lithuania near the East Prussian fron- .tier.First they lived in London, England, where his two eldest sisters were born.The Phillips moved to Canada to become one of Montreal's pioneer families.Mr.Phillips father, a clothing merchant, died in 1914.His mother lived to the ripe old age of 90 and died a few years ago.One of eight children, Mr.Phillins has three surviving sisters of five.He was the middle brother of three boys.The older one is dead;
