City manager Tom Hughes, announced a one per cent increase in the interest rate on overdue taxes, which was decided at council meeting, Monday.The Cities and Towns act was recently amended by the provincial government permitting municipalities to charge a rate not exceeding six per cent.The rate was previously set at a maximum five per cent.The City of Westmount will change the full rate, Hughes said.The increase will be effective May 1st, and the reason behind the increase, Mr.Hughes said, is Lo offset the new higher bank rate.\u201cIf our rate was lower than the bank's, then yesterday Funeral service for William J.Holliday, 4849 Draper Ave., were held yesterday in the chapel of D.A.Collins.Mr.Holliday, for more than 40 years prominently identified with the Young Men's Christian Association of Montreal and one of the founders of the Beaver Club in London, England, during the Second World War, died in hospital in this city Tuesday at the age of 74.Mr.Holliday joined the YMCA witlr the old Central division branch on Dominion Square in 1906 as boys\u2019 work secretary.He was one of the founders of Camp Kanawana and was active in the organization of Camp Otoreke.In 1912 he was appointed executive secretary of the North End (International) branch.During World War I he was stationed in various \u2018Y\u2019 centres in England, and in 1918 he accompanied Canadians on an expedition to Archangel in aid of the White Russians.Returning to Canada after the war he was appointed to the YMCA in Sydney, N.S., remaining there for two years before returning to the North Montreal branch.Named religious emphasis socretary in 1945, he held that post until his retirement in 1948.In 1940 as counselling secretary of the Beaver Club, he acted as a guide and friend to Canadian soldiers.Mr.Holliday is survived by a daughter, Phyllis (Mrs.J.Gordon Campbell); a sister, Mrs.Gordon Hannaford, two nieces, Edith and Doris Robertson, and three grandchildren.His wife, the Rotarians the purpose of the Headmasters Association of Montreal, of which he is a member.He said it is an organization of elementary school principals under the Protestant School Board, with 50 active members and an additional membership of retired school principals.\u201cIts purpose is to improve the education standard and to foster a spirit of co-operation amongst school staffs.In addition, it deals with problems of staffing, curriculum, building maintenance and administration.H-= said education is more than teaching the three R's.\u201cEduca- tion should teach propèr behavior and habits; it must teach a child to think for himself, and it must teach respect, consideration and discipline.\u201d He advised educators and parents to aim at strengthening of character and fostering a taste for the Christian virtues.Mr.Pitcairn told Rotarians \u201cWe too often hear a very timeworn cliché\u2014\u2018schools are inept\u2019.There is a slight crisis in education, but educators are doing their best to eleviate it, and our schools are far better now, and students have far greater opportunity than they ever had before,\u201d he stated.\u201cWe still teach the 3 R's, scientists\u201d, Mr.Pitcairn said.The peoples of the Western world are afraid that the Communist world is going to outst-ip them, he said.\u201cFrom my observations and study and according to qualified Canadian educators, the Russian education system is not a suitable model for our society.However, he noted, there are two lessons Canadian education authorities can take from the Russians \u2014 higher pay for teachers and less pupils per classroom.Mr.Saunq@ers contrasted the Canadian and Russian systems.\u201cIn Canada there is equal opportunity for all citizens to obtain an education and be developed to the maximum of their ability,\u201d he said.\u201cThis is not the case in Russia, where only.the mentally superior pupils are given a chance to get a full education.\u201d Canadian developed in recent months.e e e Never before in our political! history has thore been a fuHler realization by so many Canadians of the importance of their votes in deciding the choice of a new government.This was brought about by the closeness of last year's election, which emphasized particularly the need for concern by the electors of the issues before them at this time.e eo ©À } The electors in Westmount will, 1 think, question the sense of responsibility \u2014 or should I say the lack of responsibility \u2014 shown by the Diefenbaker government in calling a general election without having first submitted to Parliament measures to deal with unemployment and the whole state of our economy.They will ask themselves why the Conservative program of public works was not presented to Parliament itself.They will ask themselves why did the Conservatives not submit their program to Parliament.The answer to these questions is obvious.An examination of their so-called program of public works by Parliament would have revealed immediately that a large part of the proposed expenditures were included in the Liberal project presented to Parliament early in 1957; they would have seen that a large number of the projects are merely a continuation of projects already started by the previous Liberal government, and it would also have become clear that the total amount to be spent by the federal government and its agencies is of the same amount as the federal government and its agencies spend in an ordinary year when unemployment is no problem, Public examination in Parliament of the Conservative program would have revealed that it would not provide additional jobs, and that many of the projects could not get started for months.e e e The electors of Westmount will ask themselves how money can be spent in the first three months of 1958 in building the trans-Canada highway during the winter.Public reports show that, included in the program, are expenditures for the St.Lawrence seaway, for the pipeline across northern Ontario, for the development of national harbours \u2014 all projects already underway when the Conservatives took office.° ° ° The electors of Westmount, many ot whom remember the public works programs of the depression days, will compare Conservative proposals with the Liberal plan for immediate action.The Pearson plan, following along established Liberal policy, proposes to increase consumer spending by reducing taxes.It has been Liberal policy in good times to budget for surpluses and to reduce the national debt so as to fight inflation and a rising cost of living; in bad times to budget for deficits by reducing taxation and increasing government spending; both of which mean more jobs.This is just plain common except for one thing.That one thing is the condition of the streets in Westmount.Westmount has had just as much snow with which to cope as any other municipality in the same general area, and it has been forced to resort to piling the snow in Westmount Park again \u2014 a circumstance that will doubtless bring down the wrath of the populace on the aldermanic pates when melting time arrives.Yet Westmount\u2019s snow-clearing crews get busy with the fall of the first few flakes, and keep at it until the job is done.Westmount proves that streets can be kept clear \u2014 by the municipality that gets there \u201cfirstest with the mostest.\u201d By comparison many of the streets in Montreal are a disgrace.We say, \u201cWell done Westmount,\u201d and make a small reservation about piles of snow on Melville avenue between Sherbrooke street and Western avenue, but even taking that into consideration, citizens would far rather have snow-clean- ing of the Westmount quality.Election locally promises action HERE is evidence here that the Federal election, as far as St.Antoine-Westmount is concerned, will be interesting.Hon.George Marler, .speaking to the Young Liberals in Victoria Hall last week, endorsed Liberal Leader Pearson's tax cut plan.With the question of trade, Mr.Marler lumped world peace and unemployment as issues which he expected would play a part in the decision of the electors when they came to make a choice between the candidates and the parties they represented.PC Candidate Webster indicates that he will go along with the Diefenbaker plan for increased spending, and reiterates the party stand that the Liberal government, so long in power, must bear the blame for what lack of jobs there is in the country today.He also doesn\u2019t believe the Liberals have any monopoly on world peace.Firmly settled in the seat, which he has held both Federally and provincially, Mr.Marler at first glance appears to be difficult to dislodge, but Mr.Webster put up a brisk battle in June and narrowed the gap between the Liberals and Conservatives when the votes were counted, and is away to a flying start in the current campaign, getting his committee rooms opened first and firing a few shots at his opposition before: most ridings had named a full set of candidates.Westmount, until the advent of former Liberal Member (now Mr.Justice) Douglas C.Abbott, had been a safe Federal Conservative seat for years with the late R.S.White as its representative.Mr.Abbott's victory over Mr.White was one of youth over experience, while Mr.Marler won and held the seat largely on persistent Mr.Jacobs won in this instance, too.In those depression years he defended hundreds of people \u2014 murderers, juvenile delinquents, \u201cgood people who had been evicted from their homes for non-payment of rent.\u201d CASE IN POINT One case stands out in Mr.Jacobs\u2019 mind.An unemployed father of 10 children was arrested for obtaining money from the Relief Commission under false pretences.It seems that he was given $10 a month for rent and $15 a week for food and other essentials.He had neglected to inform the commission that his 11-year- old son was contributing the $3 per week he earned as a messenger boy to the family budget.The man's wife appealed to Mr.Jacobs.who pleaded his case and got him out of jai! and acquitted, In the 1940's Mr.Jacobs pursued his fight against social injustice on the committee of legal aid to war veterans.His outstanding case during that decade was his defence of Stella Bean who was charged with the murder on Centre street of her hard- drinking soldier-spouse during a scuffle over a knife.Stella was imprisoned for six months awaiting trial.She pleaded self defence and was honorably discharged.Mr.Jacobs - says that Stella has been trying to pay off her lawyers fees and costs of trial.Fond of biblical quotations which he sprinkles liberally through his conversations, Mr, Jacobs said: \u201cYou know the propheey \u2018Cast thy bread upon the waters and it shall return to thee.\u2019 Well, it\u2019s worked out in my case.Any number of the underprivileged people 1 helped out years ago are now affluent and repaid me, in some instances giving me legal work.\u201d Today many sailors troop to the office on Craig street Mr, Jacobs has shared with his 38- year-old son for the past 14 years since the latter's graduation
