[" ag 8 Ï : by | Rink is inspected as completion nears (see picture Page 5) Contractors, engineers and architects of the Artificial Ice Rink were hosted by city, officials and aldermen Monday at a reception on the site of the soon to be com- leted structure.Among the guests were .members of the executive of the Westmount Municipal Association.The last major task in the construction, the pouring of the rink slab, is scheduled to start Thursday and to continue, uninterrupted, for some 22 hours.Only mis- cell Completion date: early July.The rink will be ope aneous and minor interior details will then remain.n for use, free of charge, in October.The party was guided through the building by the men who had actually designed and built it.« Particularly impressive were the dressing room accommodations.There are six changing rooms accommodating a total of more than 300 persons.Two general rooms, one for boys and the other for girls, will accommodate 100 skaters each.Four hockey team rooms (two for senior p'avers, with room for 25 each and two for junior with room for 22 each) allow for teams to prepare for their games while another match is in progress.Each room is equipped with showers and lavatories.Ice Surface The ice surface is the largest in Canada, only a little short of 300 ft.in length and regular hockey size (85 ft.) in width.A large partition will be erected at the 200 foot mark to divide the space into a hockey rink and skating space, however it can be removed for any occasion whirh requires the full surface.Fourteen miles of pipe, with 4.000 welded joints, will be filled with an ammonia refrigerant.Two 75 ton compressors will make ice at 20 degrees Fahrenheit with an outside temperature of 60 degrees.The rink slab to be poured next week will require 5,000 lbs.of concrete with crushed tran rok finish over five foot crushed rock base designed to prevent frost uplift.® The club house is in red brick with Mo-Sai panels in color and the partitions of smooth face tile.Floors in the dressing rooms will be of unpainted concrete; in the wash rooms and showers, ceramic with glazed tile dadoes.Administration offices for the recreation department, included in the structure, are of much the same construction with the exception of their vinyl tile flooring.Though there is no seating accommodation, space is available to erect temporary stands.Drunk driver public danger says Judge “A motorist with his senses impaired by alcohol is as dangerous to the public as a man entering a property with a loaded revolver,” said Municipal Judge Bernard Rose Monday in suspending for six months the license of Earl MacKenzie, 47, of 14 6th avenue, Ville LaSalle.Mackenzie was apprehended on Selby street Friday by Constables W.Jones and K.Garrett of the Westmount police department.He was charged’ with operating a motor vehicle while his ability to drive was impaired by alcohol, in defiance of section 223 of the Canada Criminal Code, In addition to the six month suspension, he was fined $50.00 and costs or a- jail sentence of 14 days.Beginning Saturday, Westmount Public Library will be closed ai day Saturdays and Wednesday evenings.The library will be open Mondays, Tuesdays, Thursdays and Fridays from 10 a.m.to ?p.m.and Wednesdays from 10 a.m.to 6 p.m.Government mixes, nixes investment says H G.Norman Rotary members and members of the stock exchange are brothers under the skin.Henry G.Norman, President of the Montreal and Canadian Stock Exchanges told the Westmount Rotary Cluk Wednesday night.“The Exckhanges are essentially sarvice organizations”, he said, “in that they provide an auction tarket for the purchase and sale of securities.” But our day and age is not as interested in investment as former generations, he noted, laying nost of the blame for this on .he greater amount of government intervention in private enterprise.“Our government is mixed up in almost every form of enterprise, sither from a regulatory or finanrial! point of view.They are in the agricultural field — wheat, wutter, eggs.meat and fish; in the transportation field — railways, airlines; in the coramunication field — television, radio and now in the cultural field, in the housing field and in social security.” This activity “makes people increasingiv reliant upon and demanding from ment for everything they think they should have.TAXATION HIGH Mr.Norman also struck out against high taxation rates.Personal income taxes “increase progressively from 15% on $1000 to 78% on incomes over $400,- 000,” he said, asking “How does this encourage individualism, full effort, taking risks, and giving one's all to the business involved ?” He mentioned the fact that many canable people retire early in life or work only part time, because they do not feel the additional net increased income after taxation is worth the effort.; Summarizing his position, Mr.Norman saïd ‘It would appear that the trend towards more and more social security, with more taxes, can only lead to economic retrogression.” Closing hours for holiday Two public buildings will curtail their hours o_ business on Tuesday, St.Jean Baptiste City Hall will be closed for the entire day.The public Itbrary will close at noon.the Govern- VOL.XXIX, No.25 Come fo the fair and share the fun with Rofarians “Come to the Carnival,” is the cry of Westmount Rotarians this week as their annual fair swings in full stride.This year, for a change of scenery, operations have shifted to the Westmount Athletic Grounds.But only the site is different.Everything else remains as it was.Games of chance, games of skill, guessing games and raffles, — all are still a part of the grand fun-fest which has sur- | tests, they are invited to toss vived where many others have folded.By the close of the affair, at approximately 11:00 p.m.Saturday evening, it is expected that 14,000 persons will have passed through the portals and will have enjoyed the excitement and adventure always present at the affair, “ If their tastes run to sporting a dart or pitch a baseball, They may try for any number of prizes at a variety of wheels or | cards.If.Bingo attracts, here ic as large and as well attended a game as you will find anywhere.TT OCT MT FF FEE, ae VE WESTMOUNT, FRIDAY, JUNE 20, 19583 TWENTY PAGES Rotary Carnival Attractions: TOP, Rotarian H.Giles and F.Alexander officiate at the Bingo game.BOTTOM: Sandra Gall, 1696 Grosvenor, looks on as her friend Mary Jeanne Lochead, 4291 Sherbrooke, receives her prize from Rotarian W.T.H.Clark.And the prizes are equally as various.Winners can walk out with items as diversified as pandas and groceries, lamps and baskets, sheets and cupie dolls.Celebrities interest you ?Each night the weight guessing booth is manned by a member of Les Canadiens.You can buy a ticket on-a door prize or, if your taste runs to more elaborate rewards, vou can take your chance on a grey 1958 Pontiac.Should you come hungry, you can eat at the refreshment races Next week's weather stand.Thirsty?At the same place.something should be found to satisfy you.This year, the army offered their services and came up with two brilliant searchligiits which proclaim to the city, if not to the province, the whereabouts of the fair, And it's a family affair, too.Proceeds from the fair go toward furthering the service work of Westmount Rotary.Almost three quarters of the $200,000.00 used to build the Unity Boys Club was raised in this manner.By ERIC NEAL June 21-28 Ucnerally fdir, sunny and quite warm, then eclcuding for local thunderstorms and hail.Clearing rapidly to give blue skies and soft winds, with only occasional showers in the south and some mountain mists.Afternoons mainly sunny.Temperature range 45-85°F.Sunshine hours 70.Pleasant holiday weather, Tornado conditions in the States and in Ontario could bring violent storms to the Eastern Townships and the Montreal region at this time, and cold drizzle or flurries to the Gaspé and Saguenay districts, and heavy rainstorms in Ontario and Abitibi, with gales.Improving and generally pleasant for the end ot the week, with hot diys and dawn mists; Authorized as 2nd Class Mail.Post Office Dept.Ottawa, Rotary Carnival kas significance ONIGHT and tomorrow night residents are afforded the last opportunity to turn out for the Rotary Club’s annual Carnival.Every citizen with a sense of duty and a desire to aid in social welfare work of an excellent kind should make it a point to attend one of these nights, or both, Last year the West- mount Rotary Club raised $15,000 and passed it on to such worthy organizations as the Montreal Children's Hospital, the Girl Guides, Red Feather, St.Vincent de Paul Penitentiary, Westmount Friendship Club, Father Dowd Memorial Home, and the Salvation Army's Eventide Home.In addition they have now taken on the sponsorship of certain projects for United Boys’ Club, and it is hoped to add to the usual annual take at the Carnival, so as to meet all the calls made on the club.Westmount Rotary does a bang-up job, at the carnival, and throughout the year, in taking care of a great deal more than what can be properly judged to be its share of the social welfare work of the area.Let's all help to put the last two nights of the carnival over in an unprecedented manner.It DID happen and right here ITIZENS in the Thornhill and Churchill area were surprised lo learn recently, that the possible construction of an apartment building, on Stanton street opposite the fire station, was all proper and legal, thanks to public apathy.With the city’s fine fire equipment roaring out of the Stantion street station, the site may not be the finest for an apartment house, for several reasons — but that isn’t the point of this editorial.Neither is the fact that there will be no problem for the citizens of the area as far as parking is concerned on Stanton WE SAY { street, as it is a - no- parking area, and the city says it will remain so.The point is that the by-law was given the proper readings, a public meeting was announced and scheduled, and no one turned up to oppose the change in the by-law.As a matter of fact, a colored zoning map in the 1956 annual report, sent to all taxpayers, noted the change most legibly.Still no protests.Frightening thing is that this sort of apathy can allow anything to pass by council, and the taxpayers, it appears, wouldn't wake up to the fact for a couple of years.Some say — the aldermen lock after us well; others say — the municipal association takes care of these things.This may be true, but neither safety valve took care of the present situation.+ Eternal vigilance, remember, is the price of democratic freedom.School's out drive carefully OMORROW, most of the boys and girls, in the local area will attend school for the last time until fall.Daily, from now until September, there will be a great many more children playing on the street, cycling on the roads, dashing into the paths of autos in pursuit of a ball.Their safety calls for an increased vigilance on the part of auto drivers.Children are thoughtless, heedless — especially when at play.Motorists must do some of their safety thinking for them, if we are to get through the summer without any fatalities, and with a minimum of minor mishaps.Motorists — decide right now to make this a safer summer, by deciding to drive with extra caution.If you see a ball come bouncing onto the road, stop.A child is more than likely to dash out from between two parked cars.Think safety for the children of the area.Set an example in this regard.Talk about it to family, friends and acquaintances.Examiner profile: Program director sparks CBM | By CYNTHIA JONES UNDER the direction of young Kenneth Charles Withers for the past year, Montreal's CBM ratings have risen 25 to 30 per cent and are steadily climbing.This is largely due to the new program director’s policy of releasing the creative talents of the 10 producers, 18 announcers and some 175 artists under him from a stranglehold of “stuff- shirtedness” and red tape.“I like to feel that there is much more freedom in CBM's operation since I came to Lhe helm,” said the 32-year-old Withers, a personable and reasonable man of six foot three, weighing 220 pounds.“The announcers are now allowed to exert their own, individual personalities on th2 programs.” Admitting his youthfulness in such an executive position.Withers said during an interview in his CBC office last weekend: “Radio and TV are a young man's business because it requires a great deal of stamina, For thiee and one half years I worked seven days a week, all holidays and had a day and a half off.Did you know that a half-hour radio drama requires from 24 to 30 hours’ preparation?” Before Withers was elevated to program director, he served nine years as a producer.At one time he was producing nine live shows and 23 recorded programs a week.“That represents a Jot of work,” he said.SHOWS Among the shows Withers produced were Opportunity Knocks, the big Canadian talent show that went off the air last year after nine years’ KENNETH CHARLES WITHERS continuous effort;
