behaviour.Six thousand years ago an Egyptian recorded on the walls of a tomb that children should obey their parents.Socrates 2,400 years ago, declared children unmanageable.* * * DURING the past quarter century, juvenile delinquency has had a great deal of attention.Conflicting public opinion and emotionalism have kept public interest alive.Fact is, however, less than five per cent of the juvenile population is delinquent, according to statistics, Many books have been written on juvenile delinquency, listing myriad causes.* * * ONE thing is apparent \u2014 no child is born delinquent.He becomes delinquent because adverse influences affect his thinking.With this in mind, take a look at the role played by the juvenile in the crime picture.Robberies \u2014 10 per cent by juveniles.Burglaries \u2014 35 per cent by juveniles.Auto thefts \u2014 50 per cent committed by juveniles.* * * HERE then, do the influences come in that turn a child into a robber ?Do the parents play a part in the metamorphosis ?These are two important questions Many parents neglect their children because they are too engrossed in their own problems \u2014 be they financial, health, emotional, society.+ * * OME children, of course, are different from others.There are children with a flair for crime, just as there are children with a flair for playing piano.These children find no distaste in stealing from others, or in bullying anyone that gets in their way.The popular notion that the slow learner or retarded child tends automatically to delinquency just doesn\u2019t stand up.Delinquents are more likely to'be resourceful, adventurous, ifhpulsive, destructive and sadistic.-.A + 5° THE foregoing isn't all from the books on juvenile delinquency, far from it.Much of it comes from the minds of men who lead our police forces at the present time.One of them, not too far removed from the local area, recently had this to say about family life and its effect on the juvenile: \u201cToday the family eats on the run, or on trays under the hypnosis of the violence on television.This.plays a part in the restlessness that characterizes the delinquent.Without dignity, discipline is impossible.Children need discipline as guidance.Too often the family fails to provide it.\u201d + * * pouce officials also have a few things to say about the type of reading material leadership were stressed as the two \u2018hain contributions made by the Unity Boys\u2019 Club which serves 978 youngsters from Westmount and St.Henry in the 8th annual report presented at the general meeting Wednesday.In presenting their reports for the year, club president, J.G.Lawson and club director, Maurice Marisaine, commented on the current publicity and concern about delinquent youth and how the club was, in its own way, attempting to provide solutions to the problem locally.Said Mr, Lawson: \u201cTo a large extent, guidance in a boys\u2019 club is informal and occurs through the relationship between the boys and understanding, skilled club workers.In addition, the formation of groups of boys under trained leadership provides greater opportunity for guidance.\u2019 The purposes of a guidance plan are to discover the individual needs, problems and attitudes of boys; to give on-the-spot information and guidance; to utilize the club's resources to meet lhe needs and to find other resources in the community Lo meet those needs.Mr.Lawson commented that \u201ca sense of owwership, loyally and club spirit in the boys is a potent influence in the development of proper social attitudes.\u201d TOLERANCE \u201cAll the club's activities\u201d he said, \u201cand the guidance relationships contribute to the development of tolerance and understanding, respect for the rights of others and appreciation of the value of group endeavor.\u201d \u2018Every effort is made to con- trihute to the self-developm-nt of the boy and to create s.* » ient objectiveness for self-evalu- ation.\u201d .Mr.Lawson said the boy of today was growing up in an environment of confusion and cross - currents of influence.There was a disregard for (he rights of others and a te:dency to shrink from sponsibility.Under these circumstances, the club faced a tremendous challenge to help develop wholesome attitudes in boys and girls and make them into thinking adults, so essential to the growth of a democratic nation.The success of the club's emphasis on leadership and guidance was also stressed by Director Maurice Mariasine who quoted a note from Westmount Police to the effect thal apart from an occasional false alarn and minor incidentg of window- breaking, \u2018all was quiet on the Greene avenue front.\u2019 \u201cLeadership comes from many sources\u201d he said, \"and I Decarie boulevard, a co-edu- calional residential school specializing in the education of the deaf and hard of hearing continues its annual Jppeal which ends Monday.Here are some of the figures which give an idea of the sums necessary to maintain the present standard of training.It costs approximately $1,800 a year to tra\u2019'n a deaf child.Part of the school's funds come from a blanket grant of $10,000 by the provincial government.Additional support comes from students\u2019 fees.Residential pupils are charged up to $80 a month, although consideration is given to means.But the ' school's program would be pitifully curtailed if it were not for private donations.This year, $40,000 is required from individual supporters.M.S.Blanchard, the principal of the school, stated that although it is not a trade school, vocational training is given, but graduates usually take jobs where they can be trained on the job.The boys are good on assembly lines, in metal work and woodwork.Girls are two schools located near the present building on Cote St.Antoine road; Argyle school.was built in 1886 on the present site of the Westmount Fire Station on Stanton street, and Argyle academy, constructed in 1895 when the first building was sold to the City of Westmount.Many attempts were made to accommodate the growing number of students during the years that followed.Prior to 1915, the building known today as Westmount High School was called Westmount Academy and carried Grades I to XI inclusive.From 1915 to 1935 it was known as Argyle School, and carried Grades I to VII inclusive, It was rebuilt in 1935, and for the next five years wag called Argyle Intermediate School.During 1940 it became Westmount Senior High School, comprising Grades X, XI and XII.By 1950-51, Grade XII was mumber taking their matriculation exanws, only 5% failed, giving WHS the highest record of passing in the province.Of the 25 students in the province who had attained marks of over 90%, four were from representing Montreal proper, and an independent chairman the suburbs will look to one of their own number for Jeadership.This should not be a leadership to an entrenched position, bul rather a leadership in the presentation of an open mind on matters affecting two or more municipal- jties \u2014 first step to unravelling much of the red tape that is hampering progress in so many spots on the island.And in taking such a position of isolation, Westmount will not be completely altruistic.When a Westmounter is bogged by traffic at the Decarie Circle he is bogged in the same ex- .tent as a citizen of any other municipality.When he mects difficulties of the municipal type anywhere else on the island save his home town, he suffers as much delay, as much expense, as much irritation as parked within forty feet of an intersection.The fine is paid now, but a sense of the injustice still rankles.Many of our Jocal by-laws do not make sense to people in other municipalities.If there is to be no parking within forty feet of every intersection, parking on some of our small streets is virtually ruled out, and the parking problem becomes more of a headache than ever.Why forty feet intensely blue-eyed Mrs.Eileen Reid of Westmount.; Eleven years ago Mrs.Reid founded the Potters\u2019 Club and has been its guiding light ever since.\u201cThere were eight original members and now our membership totals over 60,\u201d said Mrs.Reid during an interview at the Potters\u2019 Club Exhibition and Studio at 346 Victoria avenue.Mrs.Reid recollected the names of the seven other originals \u2014 Mrs.Alice Sharpe, formerly of Victoria avenue, now in Calif rnia, the .late Miss Marcelle Pocher, Miss Grace Campbell, Mrs.R.L, Sewell, Miss Lois Naylor, Mrs.Rachel Smart and Miss
