and careful housekeeping in all departments.Of interest particularly is an increase in expenditure of $75,000 in the police department.Mr.Hughes, in his report, explained that reduced working hours and increased staff in both the police and fire departments of the city brought salaries and clothing costs for police and firemen to $270,368 and $269,367 respectively.Increased salaries in both departments, he said, bring the men up to the rates paid in Montreal.Wage boosts ran from $377 to $600 annually, During the year covered by the report the Westmount detective force was increased and the men placed on a fixed hours arrangement with provision for overtime pay.A number of detectives with long service were promoted to the rank of sergeant-detective.The tax rate of 19% mills produced a revenue for the twelvemonth period of $1,583,333 and transferred to interest and sink ing funds.Sinking funds are being maintained on a sound basis, secretary - treasurer reported; and the total of $1,205,478 makes provision for all dated but unsold debentures, As a matter of fuet the \u2018sinking fund surplus over actuarial requirements is shown nt $2388,« 1688.Departmental expenditures for the period are $2,322, 983 coiu- pared with $1,047 218 a year ago.Mr.Hughes stated in referring to the snow removal cost jump, that while $275,000 had been budgeted for the item, the actual cost had been over $400,000.Total snowfall was 135 inches while in '57 it was only 50 inches.The budget bylaw provided for an estimated revenue of $2,698,- 790.The actual revenue for general purposes, including sinking fund, amounted to $2,852,809, an increase of $151,079 over the original budget estimate.The principal items of increase were business and sales taxes, accumulated refund from the Quebec Hydro Electric Commission, interest on taxes and investments, supervision on capital expenditures, and federal grant in leu of taxes.The city\u2019s annual report shows a total revenue of $3,413,983, with total expenditure of $3,445,257, Revenue in 1957 amounted to $3,- 175.424 and expenditures were $3,005.699, leaving a surplus of $169,725, The Study Corporation motion to go before Council Monday At a meeting of the Westmount City Council Monday evening, the Council was advised by the Chairman of the General Committee of Council that \u201cafter careful study .of the representations made.for and against the occupation of no.1, Braeside Place by The Study Corporation, the General Committee would place a motion before Council at the next meeting, recommending that the special permit applied for be granted subject to conformance with by-laws 555 entitled \u2018by-law to establish building zones\u2019 and 577 \u2018concerning building and building con- struction\u2019.The next meeting is scheduled to take place at 8 p.m.Monday evening.It is open to citizens of Westmount.Last Monday's meeting, which comenced at 8 p.m., was adjourned at 8.25 p.m.for one and a half hours to allow the General Committee of the Council to discuss the question and decide on the motion which it will subsequently place before Council.During this period also, the General Manager's report for the month of March waa presented, and a date (Thursday, May 21) for presentation of annual hockey awards decided upon.Upon returning to the Council chamber at a few minutes past 10 p.m., the chairman of the Gen- Ys eraf Committee advised the Council of the Motion it would make in favor of The Study Corporation at the next meeting.Adjournment followed.LIGHTER SIDE Among the ilems of regular business that turned up before the temporary adjournment was one which had its lighter side.A motion was put forward and seconded to the effect that the firm of Riddell, Stead, Graham, and Hutchison be re-appointed auditors for the City at the same fee as in 1958 - $4,500.\u201cI'm glad to see there's something that hasn't gone up in price,\u201d remarked Mayor J.8, Cushing as the motlon was passed amid general laughter.Next week\u2019s weather April 25 to May 2 Warm days with some haze or mist in the south, and risk of occasional thunderstorms this week with sudden temperature changes, Bright with occasional snow flurries in the north and east; a son Murray, now studying at Cambridge: and a daughter, Jane.Ww.P.MACDOUGALL A private funeral was held Saturday for William Percival Mac- Dougall, 4300 Western avenue, past president and chairman of the board of Belding-Corticelli Ltd., who died Friday in his 79th year.The son of Duncan Livingstone MacDougall and Margaret B.Patterson, Mr.MacDougall was born and educated in Montreal.A member of the Belding-Corticelli firm for 59 years, he started out as a junior clerk in the Montreal head office, rising to the position of president, and chairman cf the board, 1940 to 1955.He was successively manager of the Toronto office, general sales manager, assistant manager, and general manager of the company.He was appointed vice- president and managing director in 1939, continuing as a director after his retirement as chief officer of the firm in 1955.A former president of the Silk Association of Canada, he was a member of the Royal Montreal Golf Club, the Kanawaki Golf Club, the St.James's Club; occurred at the intersection of Lansdowne and Westmount avenues at 7.18 p.m.Injured was Miss Carolyn Klaehn, 22, 4930 Walkley avenue, driver of one of the cars, and her passenger.Mrs.Crawford Lauer, 526 Lansdowne avenue, who received a head cut and & fractured foot bone.Miss Klaehn fractured several ribs and sustained fac® lacerations.She told police that she was proceeding south on Lansdowne avenue, and after having stopped for the sign at Westmount avenue, was struck as she crossed the intersection.\u201cI did not see the auto,\u201d she stated.The driver of the other car, Allan including a Bible printed in Israel, were among the souvenirs presented to His Excellency, Governor General Vincent Massey during his visit Tuesday to the reconstruction of the Temple Emanu-El sanctuary.Members of the Temple Emanu-El congregation and representatives of various Temple groups gathered at the synagogue to greet the Governor General, who arrived at 12 p.m, sharp in an unmarked grey limousine.Among the young people presented to His Excellency were Robert Prinsky, 707 Grosvenor avenue, David Sankoff, 464 Duf- ferin road, and Carol Freeman, 4922 Lacombe avenue, all representing the school of postgraduate religious studies; Steve Roth, 5 Bellevue .avenue, president of the Youth Group; Joan Albright, 4893 Dornal avenue, president of the Junior Congregation; and Fred Simon, 4895 Mira road, vice-president of the Temple High School.WARTIME HERO An unexpected presentation was made after the Governor General and his party had viewed the actual construction study, which were viewed with interest - by His Excellency; and a \u201cgeder\u201d table, set up for the Passover feast Wednesday in one of the Temple classrooms, PASSOVER RITES Rabbi Stern explained the various customs connected with the seder table, including the hiding -of the afikomen, a special piece of pasgover matzoh, for the children of the family to find, \u201cThis helps keep them awake through the long ceremony,\u201d said Rabbi Stern, \u201cag the child who finds the afikomen is given a prize.\u201d A hagodah (a book containing the Passover story), and a sample of matzoh (unleaven bread) was then presented \u2018to the Governor-General and his official hostess, Mrs, Lionel Massey.Shortly afterward Rabbi Stern gave His Excellency a Hebrew bible printed in the State of Israel.-
