Another part, section 10, is to be replaced with a lengthy paragraph on the requirements for wiring in newly constructed houses and other buildings. The wiring responsibility belongs to the consumer, the new section states, and he must insulate and protect it, and provide for its future maintenance.City responsibility extends only to connecting the consumer's wiring with the electrical supply source, provided the consumer's wiring meets the approval of City inspectors. The City inspectors may have power cut off from dwellings vhich do not meet specifications.Mayor Cushing said the changes were just part of a series to bring old by-laws up-to-date.A Glean Heating System makes a Big Difference, too Actually Means BETTER HEATING at LESS COST Just as your car engine needs a Spring tune-up for more efficient, economical Summer operation, so does your furnace and oil burner need a clean-up for peak performance next Winter.Advance orders for a Summer clean-up are being accepted now at special money-saving rates.Order a Summer Clean-Up Now ond Save LIMITED 5250 WESTERN AVE.HU.1-0371 EERE THE VW SEE LE Examiner Serving the Cily of Wesimeunt since 1538 5135 Western Avenue, Montreal 28, Que.Heed Office: 7005 Kildare Road, Montreal 29 Montreal, Friday, April 29, 1960 Circulation Dept.— Display Advertising HU.2-120) Classified Advertising (To 8.30 p.m.Tues.& Wed.Only) HU.1-045) Editorial Department — Accounting Deportment HU.1-277 John W.Sancton President and Publisher Low Miller, Managing Editor Hugh E.McCormick Chairmea Hugh R.Mount, Advertising Manager Miss Evelyn McKinnon, Circulation Monager The Fxaminer aims le be an independent, clean newspaper for the home, devoted te public service.Mail subscriptions: $2.50 per year; $1.25 half yeur.Five cents a copy.Member of the Canadian Weekly Newspapers Association.Authorized as 2nd Class Mail, Post Office Dept.Ottawa.WE SAY Roland Bartlett story one of success, plus FTER 16 years as principal of Westmount High School, Roland Bartlett is retiring at the end of the school term to devote his full time to private business.Mr.Bartlet{, with typical moedsty, does not say much about his private business, although it is an Horatio Alger story of the first degree. Many .years ago when Mr.Bartlett was teaching in some northerly mining communities, he became interested in the colorful characters who would bet their ‘bottom dollar” that the undeveloped country held untold riches. As time wore on, and his interest increased, Mr.Bartlett did a little prospecting on his own.And there the story really starts, but it would take volumes to tell. His expeditions were initially successful and he staked a claim.Success followed success until now he can show a long list of achievements in the mining and prospecting field, just as he can in the educational field. And yet Mr.Bartlett is still modest about his accomplishments. He says he has always treated prospecting the same way other people treat golf or fishing — strictly as a hobby.Mr.Bartlett has stated he will devote much of his time.now that he is retiring, to more expeditions in the field of prospecting and mining, and we feel confident his list of successes will grow proportionately to the time he spends on it.While we wish Mr.Bartlett the best of luck in his “new” endeavors, we also wish his successor, Norman Wilson Wood, the best of luck in his new position as principal. In keeping with Westmount High tradition, he brings to the school a long and varied career in the educational field.mu.- : pe QE THEY YOU SAY Why should Council gather in secrecy?Sir:—T would like to congratulate our high school band which played so well in St.James’ United Church on Sunday evening a few weeks ago. Also 1 congratulate the City on the excellent Spring Flower Show, but most of all 1 congratulate the citizens of Westmount for winning the great victory of the service station battle against great odds, which illustrated once again the complete bank- ruptey of the managerial concept of government whose operatives are cloaked in secrecy, usually according to the will of those who live above Cote St.Antoine road as illustrated by the obsolete wading pool and the selling-off of Selby and York Parks, We reserve the mountain top for the birds and flowers and welcome those who live outside our boundaries to see our expensive flower show, but justify the selling-off of York by saying that N.D.G.children use it.They immediately move up the street into the already overcrowded Summerville Park and make a little hell of it.Surely N.D.G.children are as much value as birds and lilies.May the Great Judge never say of us, “Depart from me ye cursed, 1 never knew you".Sure we need flowers, birds, fish, lily and duck and aesthetic pools, but we also need modern, creative, imaginative play centres NOW! and the swings should be up NOW! And we need drinking fountains, more park space where it is needed, modern wading pools, and a year round swimming pool attached to our high schools, NOW.And we need our new high school plant available for City use on all off-school hours just as soon as it is built. How wonderful it would be.Why should we turn down our retired teacher's idea so abruptly? We need slum clearance, and modern low-rental apartments for elderly people to cut down their overhead, and make their dreams come true.and we could do it with a 90% loan from the Federal Government. We nced a long-range overall water plan that all sections and groups of our city would be encourage fo help plan, not just a city manager and a privileged few.Increased real estate values alone would pay for all of these many times over.Sure (he citizens are apathetic, and for a good reason. We can beat the drum all we want (Continued on page 17) The execution of the laws is more important than the making of them.— Thomas Jefferson Wood named principal of Senior High School The Supervisor of Course of Study for the Protestant School Board of Greater Montreal, Norman Winslow Wood, has been appointed principal of the Westmount Senior High School to take the place of Roland Bartlett, who has announced his retirement at the end of the current school year.Mr.Bartlett joined the school as principal in 1944.In his letter of resignation, submitted to the Board early in March, he said he was retiring to devote more time to private business.Mr.Wood was born In Chat- ham, N.B., in 1915, receiving his early education at the Aberdeen School in Moncton. He achieved his B.Sc.at the University of New Brunswick and his M.A.at Columbia University. He brings a long list of teaching experience to the High School, where he taught from 1946 to 1948, He also taught at the Junior High School from 1943 to 1946.He has also been on the staff at Quebec City, Noranda, Sawyerville, Baron Byng High School and Montreal Redfern and St.Catherine to permit Reader's Dige:® to erect a two-storey office building on the site.Construction of the building has already started, and complete sketches and plans were released early last week by Reader's Digest.Alderman Ouimet, who introduced the motion, said the redivi- sion had been approved by the General Committee at its meeting of April 4.In a more up-to-date motion, Alderman Ouimet also proposed the redivision of lots on Grosvenor avenue, owned by J.M.Wredden, who plans to erect a detached dwelling on the site. The plans had been submitted, he said, to the Architectural Commission and found acceptable.NEW GM Alderman Common introduced a motion, which had not originally appeared on the agenda, asking for official approval of the appointment of Norman new committees The Wesimount Municipal Association has distributed the report of the nominating committee listing the proposed officers for the new executive, to take office alter Council notes gas station closing hours Mayor J.C.Cushing made it quite clear at Monday night’s Council meeting, that an item read by Alderman C.H.Drury confirming the action aken by Acting General Manager Norman Dawe in regulating the gasoline station closing hours was not a motion, or a bylaw, but simply a matter of record.“Oil company representatives and gasoline station operators in Westmount have reached agreement on gasoline station business hours,” the item reads.“Both parties agreed that stations would be open for business after 7 a.m.and would not close later than 9 p.m.on Mondays lo Saturdays inclusive.” No mention was made of Sunday hours. The operators have not been opening on Sunday since the agreement came into effect two weeks ago.Alderman Drury said the notice was simply a reversion to the hours of operation in use before one slation started remaining open until 11 p.m.nightly and on Sunday from noon until 7 p.m., thereby forcing the other operators to stay open in order to meet the competition, ses their annual general meeting on May 10 at Victoria Hall. The committee is made up of: Retiring president J.G.Harper; two immediate past presidents, Inspector Andy Lowson of the West- mount Police Department can testify to that fact.Several weeks ago The Examiner published a warning to residents to keep their bicycles locked up when not in use.and advised them if they had already lost a bike to check with the police.| As a result of the article, several people examined the stock of bicycles at the Stanton street police station, and found their machines were actually there. In two cases the bikes had been stolen last Fall.and the owners had figured they would never be recovered.Since they were not registered, the police could not tell who owned them when they were picked up.Inspector Lowson repeats his warning to keep bikes locked, and urges those who are unfortunate enough to have one stolen to check with police without
