Vol.LXVII Making all of Westmount your home oA Westmount, Quebec, Thürsday, August , 1995 Police will stay under MUC plan: mayor Station 23 would cover Westmount, part of N.D.G.under latest proposal 0 2 CAROLINE KUTSCHKE The Examiner Westmount will hold on to its police station under a plan recently announced by Montreal Urban Community police chief Jacques Duchesneau, according to the chairman of the Conference of Suburban Mayors, Westmount mayor Peter Trent.Under the new plan, Station 23 No charges for sign switcher, police say Homeowner hired private detective Police say they won't be laying vandalism charges against a male prankster, age 48, who repeatedly removed a “house for sale” sign from one property and put it on another.According to police, a private detective hired by the exasperated homeowner videotaped a male jogger removing the sign and placing it on another Summit Circle property on four separate days at around 4:45 a.m.each morning. The detective called police the fourth day, Aug.26.The man, a Prince Albert Avenue resident, admitted that he had been moving the sign as a joke and didn’t even know who lived there. The Summit Circle homeowner is considering a civil action, police say.INDEX Back to school.13 t Between the lines.7 Classified.16 Community calendar .2 Editorial.6 Examining the files.7 Firelog .9 Health and Fitness .18 Know your still operate 24 hours a day, it would also probably no longer have a jail, Trent said.“It’s obvious that we’ll keep our station,” said Trent, who spearheaded a drive three years ago to keep a police station in Westmount in the face of a proposed change to more centralized “superstations” across the island. That proposal also called for mini-stations, containing just two to three officers per municipality.“That’s gone,” Trent said.“And we can be proud that Westmount turned this thing around.” The mayors saw the new plan’s specifics, including the number of people to be assigned to each station, for the first time in a meeting with Duchesneau last week.Details are still being worked out and some changes will be made, the mayor said. But he added that the plan is in “the right direction.” For the most part the mayors like the proposal, Trent said. The emphasis in Westmount, as (See POLICE, page 2) Budding actors Examiner If you enjoyed Repercussion Theatre’s evenings of Shakespeare in the Park this summer, you might have got a kick out of some Shakespeare spoofing that went on at the park last week. After a summer of fine-tuning, the Double Mask Theatre Workshop, which held court at Centre Greene this summer, put the results of its work on stage at Westmount Park. The performances combined improvisation and plays, including a spoof of Shakespeare's As You Like It.“We've been working a lot on improvisation,” said artistic director and producer Joseph Browns, who works together with acting teacher Jesse Todd.“It’s very hard work and very difficult to do it well. It’s an art in itself.” For help, especially with the Shakespeare, the Double Mask company (formerly Stages) worked in association with — who else — Repercussion Theatre and members of that troupe, including Cas Anvar, Sean Devine and Stephanie Baptist helped as visiting teachers to fine-tune the actors. The Examiner 210 Victoria Ave., H3Z 2M4 (corner St.Catherine) Direct Access: 484-7523 General: 484-5610 Fax: 484-6028 We're open Mon.-Fri.9 a.m.to p.m.Photo by CLIFF SKARSTEDT rezoning - process.Notices were hand-delivered last week.- Nearby residents complained they had not received sufficient notice of zoning amendments tabled this summer. The city has since restarted: the process. The ‘move will allow the residents another chance to:sign a public register at city hall against the change. The controversial site is one of several locations being considered for a new protective services building to house police, fire and public security forces, and the municipal court. The proposed zoning amend- “ment§ ‘would allow for municipal use of the property.Key dates are as follows: On Sept.5, a public consultation meeting takes place at 7 p.m.at city hall, 4333 Sherbrooke St.West.On Sept.14, the city clerk will publish a public notice (in THE EXAMINER) notifying residents living near the station that they have five days to petition the city to be included in the register.Sept.19 is the date by which petitions must be submitted. On Sept.28 the city will publish another notice that the pub- “lic register is coming up.Oct.§ is the date of the public register., Anyone with questions should call the city clerks office at 989-5318.The plan is for the new building to replace the existing facility on Stanton Street, which for the fire department are cramped and in a state of decay. If a new site cannot be worked out, the city would rebuild on on Nov.11, Mayor Peter Trent said this week. The opening date is about two weeks later than originally planned, according to the mayor, but was put off after a ruling from Quebec election officials.According to Trent, chief electoral officer Pierre F.Côté told the city that “anything that could favour — directly or indirectly — a candidate, meant holding an official opening could easily be considered as an electoral expense.” Municipal elections in Doom ai because of the Monday ios at I Works sondes, code sidewalk repairs and.landscaping for chases Election November. The construction schedule is still on time, Trent said, but the postponement will cost the city money since it will have to extend its lease for a temporary library location by one month. The extra cost, about $12,000, should be offset by a better price for landscaping, according to the mayor, since contractors will have more time to complete their work.It will also allow more time to set up the computer system, the mayor added. The open house will be Saturday, Nov.11.The library will be open for business on Monday, Nov.13.By CAROLINE KUTSCHKE The Examiner Queen Elizabeth Hospital administrators are keeping mum on the legal front in the midst of a burgeoning battle to keep the institution alive.“There is no legal case at the moment,” said board representative Owen Ness this week.Ness added that the hospital is rather hoping legal action would the last resort — taken only if Health Minister Jean Rochon decides to agree with the Montreal Regional Health Board recommendation to close the hospital. The hospital — and anyone else — has until Sept.19 to try to convince the minister to keep the Queen E open.Lawyer looking at Bill 83 A firm has been asked to look into the hospital's legal position vs.Bill 83, legislation allowing the minister to close the hospital and seize its assets, Ness said.Finding the right lawyer has been tough, he said.In the meantime, the board is working hard on drafting an “observation” (a kind of argue- ment for the hospital), Ness said. While there's no indication the minister must pay attention to the observation, according to Ness the e 24 Hour Service e Airport Reservations e Luxury Cars at Regular Rates (By Request) Office located in Westmount Efficient & Personalized Service Everything hard to convince employees and the public to get involved in saving the hospital.A march is planned for Wednesday, Sept.13, at 5:30 p.m.between Girouard Park and the hospital’s main entrance. It will be organized by doctors and by the N.D.G.Community Council, a group the hospital is hoping will provide community leadership.“It’s extremely important that the community have a chance to lcad the fight to save the Queen E,” Ness said.“We've got to get it going in the right direction.” The hospital will also inaugurate its CT scan on Sept.12 and will invite Minister Westmount held a march last Thursday to show they're not giving up the fight to keep their hospital alive. The march, involving about 30 people, blocked oft some traffic in front of the Tupper Street hospital.Organizers say they'll hold a march every week until Sept.19, the date Health Minister Jean Rochon is to give the final word on the hospital’s future. The hospital is also preparing an Aug.31, 1995 We Say Might be hard to focus on city election estmounters will spend their fair \\ A / share of time in the voters’ booth this fall if all goes according to plan. There will be a municipal election on Nov.5.There will be a provincial referendum either just before that, or just after. And there may well be another referendum, or “poll,” on Dec.10 for residents living in areas of Westmount that the city wants to rezone for construction of a new police, fire and public security building. While all of these balloting dates are important for the people involved, it is clear that the big, existential vote (to be, or not to be, a province) may well cast a shadow over the other municipal issues in the months ahead. In a situation like this, it will be important for local residents to put some extra energy into the focussing on the local election to make sure their concerns are heard.Certainly it will be hard for a local voter to get worked up over a would-be city councillor’s call for the “expanded use of com- posters” if it looks like our home province is going to be put through the mulcher in a provincial referendum the next week.In fact, if the referendum starts going the ‘You Say separatists’ way come late October (let’s hope not) we will all have a hard time focusing on the municipal vote here in Westmount. Not exactly like rearranging the deck chairs on a sinking Titanic, but pretty close.Perhaps picking your Titanic shuffleboard team, while an iceberg is only 100 feet off the bow, there for all the passengers to see.In situations like that, people tend to focus their thoughts on the captain and the pilot, up in the wheelhouse. They tend to wonder whether their assistance might be needed up on deck.Or they just scream. The point is, who they are playing shuffleboard with pretty much fades into the background.Which really shouldn't be the case here.If all goes as it should, the sun will rise after the provincial referendum most likely on a Quebec that is part of Canada. And those old questions of whether the snow is being cleared properly or the streets are being cleaned will seem as important as ever. That's why residents interested in running for city council, or getting involved in the local campaigns, should not be discouraged by what looms overhead.Local concerns are still important.— Montreal English Chapter Our finest achievement have some good news for you, dear Jens and gentle readers. You and | will have at least a two-month respite from these columns. It seems that, as we enter a municipal election period, any such scribblings could be considered by Quebec as giving unfair advantage.I actually would put them more in the category of self-inflicted libel, but there you are.If I were not running again, I could write away with impunity. So this is my roundabout way of admitting | might just seek another four years of mayoral fun and games. And that news is as stale as flat gin- ger-ale.The same reason lies behind our decision to delay the library opening until after the election.Believe it or not, the costs of any such self-congratulatory event with its attendant tub-thumping, back-patting, and flesh-pressing could be considered to “favour, directly or indirectly, the election of a candidate” and thereby be an unauthorized election expense. The library project has to be this Councils finest achievement.Three years ago, | said “it’s time to reset and polish this jewel in Westmount’s crown.” But you can’t polish a jewel without friction, and the history of the library project is fraught with conflict. To mark the library opening, we will be printing a handout that will describe how the project came about and got done.So I spent last weekend putting together and summarizing my seven thick binders on the subject. What struck me was how often | had to employ closure in the face of conflicting advice and opinions. There were three Our Mayor Peter F.Trent says.aspects of the library project that were usually at odds: matters architectural, functional, and financial.Architects said to build two separate pavilions, library planners said to build one big box with movable walls and one entrance, and taxpayers told us to spend anywhere from nothing right up to $12 million. It was our job to balance these three forces without coming up with a building that was an awkward compromise. The there’s the question of taste.Do 1 rely solely on the architects?Council's?My own?How can 1 presume to decide aesthetic issues on behalf of 20,000 people?A few architects may feel we have compromised the integrity of the architectural concept, a few librarians may feel we have sacrificed operational efficiency on the altar of architectural elegance, and a few taxpayers may feel we can do without the leather chairs, bronze chandeliers, and slate roof. But most of you will find the balance just right.Cynics might also say it’s nice | have got so much satisfaction out of spending other people’s money. But to use tax money wisely, you have to treat it as your own.Public money is squandered when no one is accountable, when buildings go up without passion, without confidence.I am unabashedly proud of our new library and what Council, staff, and some dedicated citizens did to achieve it.The final verdict rests with you.Ta-ta for now.Enumeration e now know that the referendum will take place this autumn. The Premier, Jacques Parizeau, announced that it will be between Oct.30 and mid-November.Keeping in mind the legal obligation to hold an election on a Monday, the most plausible hypothesis is the Oct.30 date, since Nov.6 is the day after certain municipal elections, for example, in Westmount. Therefore, there are few chances of that date being picked.Nov.13 may seem like an obvious choice, however, according to our electoral laws, advanced polling days (for those unable to vote on the actual election day) must be held seven or eight days before the election date. For a Nov.13 referendum date, this would mean that advance polls would be held on the same day, once again, as the municipal elections, a highly unattractive scenario. All this to let you know that a referendum will be held either as early as Oct.30 (the eve of Halloween) or not before Nov.20.Personally, I would choose the eve of Halloween. We can never be sure of anything and we best be ready ahead of time than later .We were ready in spring, therefore, for autumn, we are more than ready. For the No camp troops, being ready has meant finding and training the 25,000 enumerators throughout the province of Quebec. In our riding, Westmount-Saint- Louis, we were one of the first ridings to complete our list of enumerators and the first riding in Quebec to begin and finish our training sessions for our enumerators.Yes, we are ready and we had better be Our MNA Jacques Chagnon says.ready because in a referendum: EVERY VOTE COUNTS.This means that in a riding like ours, where we all share the conviction that a strong Quebec belongs within a united Canada, we must get out and vote in great numbers to guarantee that our view will be heard. When we say every vote counts, we mean that the night of the referendum, once all the ballots in every riding have been counted, a final tally will be done for the whole province of Quebec. In other words, if we get a big majority for the No in our riding it may be counterbalanced by possible strong Yes majorities in other ridings. This is why every vote counts in our riding as in any other riding. However, to have the right to vote, YOUR NAME MUST BE ON THE ELECTORAL LIST.It is a basic prerequisite. The enumeration of voters, which will result in an electoral list to be used also in the municipal elections of Westmount, will take place between Sept.5 and 10.It is therefore of the utmost importance that you answer your door when the enumerators pass by your home and make sure that every person residing in your home, who has the right to vote, will be enumerated. It is imperative because every vote counts!! Veau, I Know 1rs THE FIRST DAY Taking a summer off as video censor y kids spend their summers M: from Montreal. After they leave, 1 learn to live with the quiet, the relatively clutter-free environment, and something that feels like freedom — but isn’t.Each August, 1 adjust to their return, accept a new level of sound from the stereo, avoid the socks that breed in the living room, remember how the television works. When we go to the video store to rent a film, 1 have to remember to look at the sticker on the box. This, I tell myself.is responsible parenting. My son rolls his eyes as I tell him something marked 13+ is too old for him.“Mom,” he says in that voice. If I've seen reviews of the film and they are resoundingly and convincingly bad.I'll stick to my guns.Otherwise, I'm usually a push-over.| tend to draw the line at the 16+ ones — even for myself.| haven't quite figured out how the movie raters go about their job.Every time I think I've got it worked out, a movie appears that blows my theory.Maybe a censor is replaced and the new person brings with him or her a subtly different view of sex, violence and obscenity. For the longest time, it seemed that violence was okay.It was sex and dirty talk that were verboten.Nakedness, lasciviousness, kissing, bedroom scenes and talking about them were enough to push a film up into the 16+ level.Blowing up crowded supermarkets, detonating large vessels filled to the gunwales with humanity, or blasting people into hamburger were all acceptable so long as none of those involved were having sex or saying bad words. There are, however, periods during which sex gets the green light and violence is reserved for the over-16s.Sometimes there’s an alarming variability within classifications. The alert parent can only try to be aware of such things. There are questions a parent should learn to ask before making a video selection.Do | want my kids to watch murder, maiming and mayhem: or lust, sex and full-frontal nudity? How hard will it be to convince my children that | really don’t want them to say that word if they've just heard it 12 times in a movie?24 times?once a minute? To make the selection that much harder, videos are booby-trapped.My kids enjoy the main attraction well enough.but they'd be upset if they missed the previews — as | would have been.in the good old days, if we'd arrived at the cinema too late for the cartoons.Previews are there to entice us, to make us want to see the film. They show us the juicy bits.If the film is about a dog saving an entire town from a flash flood, you've got to expect the preview to show some dog and some water. If the film is a wild sex romp, the preview will undoubtedly have a few titillating moments intended to tan- ( Beside the Point KATHLEEN HUGESSEN talize the susceptible. If the film is one of graphic horror and viciousness, guess what the preview will show.Which is all well and good so long as previews retain a certain class-con- sciousness.Problems arise when a preview forgets itself or finds itself in the wrong denomination.A 13+ film | find acceptable may be accompanied by a 13+ preview | blush (or shudder) to encounter.Imagine settling down with your child — at home or in the cinema — to watch something gentle and innocuous, only to discover you must first weather clips you wouldn*t show to a hardened member of the vice squad. You quickly learn that kids just hate it when you stick your hands over their eyes, your fingers in their ears.It all comes back to me with my kids. When my children leave for the summer, there's that thing that feeis like freedom but isn’t.When they come back, I realize that feeling was just being able to stop scanning for hazards such as inappropriate previews on videos or at the movies. And 1 realize it was a silly thing to confuse with freedom.- Letters welcome and every ire welcom ry effort wi de to print Fs em, space permitting. The more concise the letter, thie bet- the writer's address and daytime phone number for identification purposes.Letters should be sent to: The Editor, 210 Victoria Ave., Westmount, Que., H3Z 2M4, or faxed to 484-6028.CN ented dee rap ATCassbbbbanrales 4145 wb 0083 Gu bees 4° au.ove ; ago, when Milly Lande’s father Abraham Bronfman came to Montreal from western Canada, wanting to attend religious services as a practicing Jew, he went to a synagogue on McGill College Avenue. When he entered the sanctuary, recounts his daughter, he was noticed by Moses Heillig, who upon spotting the stranger relinquished his seat to him.“That was the beginning of a long and steadfast friendship that has continued to the next generation. It was the beginning of a happy and meaningful association with the Shaar Hashomayim for our entire family,” Lande said, as the synagogue gears up for a year of activities celebrating its 150th anniversary in 1996.“How wise a pe The Shaar Hashomayim synagogue prior to 1967.my father was!” It's a sentiment felt by
