By Michael Bourguignon The Examiner The chairman of the Board of Directors of the Queen Elizabeth Hospital confirmed Monday the board’s intention to drop the appeal of the March court decision upholding the hospital’ closure. But he’s hot happy about it.In a written statement, board chairman Jean Lapostolle emphasized the appeal was withdrawn at the request of the Régie Régionale, as a condition of the agreement allowing a community health centre to open on the site after the Queen E.closes Sept.1.“The hospital board deeply regrets the intransigence of the Régie Régionale in imposing their arbitrary decision to close the hospital,” Lapostolle said.He said the board also regrets that the Régie ignored an alternative proposal to substantially reduce the number of acute care beds, a measure Lapostolle said would have achieved the savings the hospital closure is expected to generate. In an interview, Lapostolle added that the hospitals lawyers had always maintained that a successful appeal would have been a long shot.Withdrawing it in favour of opening a community health centre, he said, is a necessary compromise.@eaih certificate sign of frustration, went by the articles in THE [zm or the questions of City Council attendees, or my mail, you'd think the only animal species found in Westmount was the dog. It’s not true.Aside from cats and such domestic animals, we have a huge resident population of raccoons, skunks, squirrels, pigeons, | crows, and seagulls—and other animals who are here because we're here. They've become a real problem. Not that I suffer from anthropocen- trism—the view that we humans are the only important species on Earth. On the contrary. Our species is so successful, we have contemptuously regarded all other fellow travellers on this planet as being put there for our personal utility (the Bible tells us so!).I sympathize with Pierre Foglia, who, writing in La Presse, says that for his wife, cats come first, then dogs, horses, and birds.Far behind, after spiders, scorpions, and black flies, come human beings. So it is out of respect for animals that I tell you we have to do something about the Our Mayor Peter F.Trent says.unnatural overpopulation of raccoons and pigeons in Westmount. While the pathological worldwide overpopulation of our own species—homo fecundus—had led to the eradication of some animal species, it’s had the opposite effect in urban environments. Most feral, yet urban animals owe their very existence to our cast-off food- stuffs—not to mention those misguided humans who actually feed them.Only one- third of these animals would have any chance of surviving in the wild.So trapping that raccoon under your porch and letting it out in the country is not a long-term nor humane solution.First off, if it’s a lactating female, her brood will die.Secondly, and most importantly, it will simply be replaced by another raccoon eager to take over its territory. The only—repeat—only way to get rid of unwanted urban wildlife is to cut off their source of.food.Put your garbage in an her- metically-sealed solid box, for example.Don’t feed squirrels or pigeons.Nick Auf Der Maur recently made fun of Westmount’s bylaw that says “every person who feeds any pigeon, seagull, squirrel, other wild animal or vermin shall incur a penalty.” He just doesn’t get it.Pigeon droppings eat away at our architecture, attracting fleas, ticks, and mites, and may even harbour fungi and bacteria. It’s also disgusting. Now, I was guilty of feeding pigeons in the Piazza di San Marco in Venice, and in Trafalgar Square.I'm told that in Trafalgar Square, you now have to buy pigeon food, food that’s laced with birth-control pills.1 guess they have not thought about simply moving Nelson’s Column! Closer to home, one of our neighbours has single-handedly caused a pigeon infestation on our street. She ignored our plea to stop feeding them.In Montreal, it’s even worse.Homeless people feed pigeons, who are their only friends. They've given each pigeon a name. But you can have too much of a good thing.Even wild things.Citizenship and immigration Permanent Committee on Citizenship and Immigration regarding our recent achievements, as well as our main projects for the next 12 months. At the same time, | also took the opportunity to present a Departmental Outlook, in front of the House of Commons, detailing the spending and the priorities of this ministry, for which I am responsible for. This document not only outlines the priorities, but also the achievements of Citizenship and Immigration Canada. In terms of achievements, I wish to note that we attained the levels of immigration set out for 1995.According to the plan, between 190,000 to 215,000 immigrants were to be admitted to Canada. In fact, 209,090 were admitted. We were expecting to bring to equilibrium the number of immigration cases accepted for economic Irian presented a report to the reasons, in relation to those accepted for family reasons. We were hoping to achieve this goal by the year 2000.However, | am pleased to announce that we have achieved our target ahead of schedule. In essence, this signifies that not only have our objectives been achieved, but we have been able to increase the number of immigrants who not only have a good knowledge of the language, but also have the experience and the business sense to help stimulate and increase job growth, positively influencing the growth of our country’s economy.Underlying one of our priorities is the revision of the citizenship law regarding the restructuring of the immigration of entrepreneurs, as well as the evaluation of two of our programs: Deferred Removal Orders Class and the Post-Determination Refugee Claimants Class. Our MP Lucienne Robillard says.Judging by the number of inquiries my office on Notre Dame Street receives, | realize that many of you are interested in the issues surrounding immigration and citizenship, especially considering the fact that the overall budget for my ministry will reach $615 million between 1996-1997.Therefore, those of you who wish to obtain a free copy of this report can do so by calling my riding office at (514) 283-2013.On the eve of the St.Jean Baptiste and Canada Day celebrations, I'd like to take this opportunity to wish you joyful celebrations, hoping the sun will take part.Volunteers key to success of essay-writing contest they have to offer the communities to which they belong. To the editor: As you reported in THE EXAMINER of June 6, the McEntyre Creative What would be a real surprise to him are the number of citizens Writing Competition was a great success this year.Almost 600 students living or studying in our city took the time to write about the concept of ‘community’ and what it means to them.Certainly, the late Peter McEntyre, the founder of the competition, would have been extremely pleased, as he believed in young people and what Celebrating century with friends To the editor: My neighbour for the last 37 years on Winchester Avenue, Mrs.Petronella van Tongeren, will be 100 years old on Saturday, June 22.Unfortunately, she is presently hospitalized at the one and only Queen Elizabeth Hospital, but many of her neighbours and friends will be sending their best wishes on this occasion.Mrs.van Tongeren has a daughter, Mary, married to Gerald Cahill, a longtime volunteer at the Queen Elizabeth Hospital and well-known around our neighbourhood for his friendly smile. It will be a special day on Winchester Avenue!
