[" NS TNS PARŸIE Lh ow £2) SANIT Tate NCATE CAR Ae Re BL WMA asks for socks to aid Dans La Rue BY WAYNE LARSEN Directors of the Westmount Municipal Association are currently busy preparing for the organizations annual general meeting, which will take place next Tuesday evening at Victoria Hall. One of the mecting's highlights will be the formal presentation of the WMA’®% second annual Volunteer Citizen of the Year Award, which was won this year by pianist and lifelong Westmounter Vera Jamieson for her decades of devoted service to the community. The meeting will get under way at 7:30 p.m.with a brief business meeting and reports from the WMA cxccutive. This will be followed at 8 p.m.by the presentation of Jamiesons award, and guest speaker Father Emmett Johns, founder and president of Dans La Rue.Known affectionately to Montreal's homeless youth as ‘Pops’, Johns has become an institution over the past decade, feeding street kids five nights per week from a converted van.Last year the van received an estimated 50,000 visits, serving 100,000 hot dogs and distributing warm clothing and personal hygiene products to its young dependents.Currently marking its tenth anniversary, Dans La Ruc has now grown to include an emergency shelter and a day centre.“We're hoping to get as many people as possible out to this meeting,” WMA president Doug McDougall said on Tuesday, shortly before going out to post notices around Westmount to publicize the event.“I think it's important to support such a worthy cause as Dans La Rue.” In order to support Father Johns’s efforts, the WMA has asked that thosc attending next Tuesday's event donate a pair of warm socks to Dans La Rue.Westmount, Que., Canada, Thkgsda = he Westmount py _ = aT people talk about leadership, they most likely visualize men—and now is the time for women to change that perception. That was the message former Prime Minister Kim Campbell had for students of The Study last Thursday afternoon.“Leaders look like women, they sound like women, they act hike women-—-they are women,” Campbell told an audience of about 200 girls.“You should never accept those barriers.Women should insist on being there to be in the position to change people's perception.” Using her own political career as an example, Campbell explained how female leaders suffer from the publics biases.“When a man speaks strongly, he's a great leader: but when a woman does, shes arrogant and unfenumne,” Campbell said.“When a woman succeeds, it's pure luck, 1f she fails, she’s incompetent but whenever a man fails, 10s just bad luck.” She also pomted out that women not only have to worry about competition from men, but also from other women. As long as they feel ther position 1s not assured, women will sec other women as competition, Currently chairman of the Council of Women World Leaders, Campbell said there are no studies ire to lead, former PM Campbell tells Study girls Kim Campbell at The Study.on whether women are generally better leaders than men because there aren't enough female leaders to study.“There are only 25 hving women leaders (presidents and prime ministers) around the world ts more than what people think, but not enough.” She added that m order to increase this number, people have to start mvesting in young girls, who will be future leaders. She encouraged the students to turn the tables and take the initiative.“Find à way that makes you want to Jump out of bed and do it,” she said.“Achieve excellence in your own life become a star” Of course it will be a bumpy ride, she sind, but that’s normal.“If you're gong to hive a full hie, you're going to have successes and faitures unless you never take risks.” Westmount looks forward to an old-fashioned Family Day By WAYNE LARSEN _ 1 In keeping with the City of Westmount’s 125th anniversary, this year’s Family Day will have a definite Victorian flavour.“We're encouraging cveryonc to dress up in old-fashioned costumes,” Sports and Recreation director Robert Aiken said of the 24th annual event, scheduled for Saturday, May 29 in Westmount Park. The big day will kick off at 9:30 a.m.with the traditional parade from Winchester Avenue to Westmount Park—but this year the parade will consist of antique cars, most of which come from the collections of Westmount residents.Participants will be dressed in Victorian costumes, which will be judged at 10 a.m.on the west ficld stage. Most of the favourite features from previous years have returned, such as the Field Engincers’ acrial runway over the horseshoc pond, carnival booths, pony rides, petting zoo, inflatable games, novelty games and, of course, the ever-popular tug- of-war event.Aiken added that there will be morc emphasis on games that were popular during the Victorian cra. Some new features added this year arc the City of Westmount's auction of unclaimed items, scheduled for 1 p.m.on the junior tennis courts, as well as the opening of the newly-ren- ovated Victoria Hall, which will receive visitors from 10 am.to 4 p.m.“Another new thing we've added this ycar is the RMR (Royal Montreal Regiment) review parade in the main field in the afternoon,” said Atken.“That will add some colour and music to the day.” Other musical attractions include à Dixicland band, the Kirkland Concert Band and the Westmount Children’s Chor, According to a hist provided by the Sports and Recreation department, local organizations scheduled to have information booths set up in the park include the Westmount Teen Centre, the Westmount Municipal Association, the Visual Arts Centre, Thursday, May 20, 1999 Ice storm post mortem reveals interesting facts During the ice storm—already 18 months ago——Qucbecers were glued to their televisions or battery-operated radios, listening to the news every half-hour.The highhght, or daily media blaze of glory if you will, came cvery cvening when Hydro-Québec president André Caillé and Premier Lucien Bouchard gave their interpretations of the day's cvents. They gave the impression that they had this extraordinary situation under control, to the point where Bouchard had never been so popular in the polls. His advisors dreamed of calling an election as quickly as possible to try to take advantage of this wave of popularity. But let's remember the explanations they gave us about the causes of this catastrophe that, in the end, will cost Hydro-Québec close to $1 billion in repairs to its network alone.First, remember that it was explained that Hydro’s transmission lines were built to withstand the weight of a radius of 44 mm of ice; of course 80 mm fell and this was what caused hundreds of pylons to fall. This seemed logical. Then they told us that this was a catastrophe that only happened once every 10,000 years, which obviously tsn’t casy to verify. This statement did seem a little exaggerated, and in fact wasn’t repeated too often. However, everyone noticed the obvious incompetency of civil security and put their trust mn local authorities, who struggled along, trying their best to help their fellow citizens. The freezing rain fell from January 5 to 9; on the 28th the government, mn a mad rush, adopted decrees which allowed Hydro-Québec to reinforce the power-transmission networks of the Island of Montreal and the Montérégie.Under the pretext that (Sce COMMISSION'S page 7) We should also care for casualties To the editor: Yes, we should take in 5,000 Kosovo refugees, but we should take in at least that many injurcd by NATO bombs in Belgrade and other towns in Scrbia—including the survivors of the bombing on the Chinese cmbassy in Belgrade by NATO.If the injured cannot fly to Canada, then we should supply the hospitals with medication and send doctors and nurses to Scrbia to treat the injured.Gerald Glass Metcalfe Avenue Jamieson is deserving award recipient To the cditor: it was with great pleasure that 1 read of the Volunteer Citizen of the Year Award to be bestowed on Vera Jamieson on May 25.She is a lovely lady whose pretty face and winning smile have brought joy to many over the ycars when coupled with her considerable musical skills. She is lovingly remembered by many, many students from various Westmount schools and now uses her talent to enhance the programs at St.Margaret's and at Fulford Residence.1 would like to bring to your attention, and that of your readers, that Fulford is not a nursing home, but a residence on Guy Street for 38 clder women. We arc a private, not-for-profit organization, receiving no funding from any level of government, but depend largely on the goodwill of people like Miss Jamieson, who contribute so willingly to the well being of our ladics. The Westmount Examiner THAT WAS QUITE A COMMENCEMENT ADDRESS ABOUT BENG ON OUR OWN AND DoS oe OWN THING., As a councillor for the past seven years, perhaps one of the most gratifying things has been hearing the compliments directed at all levels of the City’s employees: “Public Security was there in less than five minutes.Isn’tit nice to have a human being answer the phone when you make an inquiry. Those Light and Power people did an amazing job during the ice storm. There was this dangerous crack in the sidewalk, | called the City and the next day it was fixed.” and so on.This 1s not back patting and there 1s always the odd hiccup, however | truly believe that one of Westmount's distinctive characteristic is that its employees regard the City as a service organization and cxtend their scrvices to residents in a sincerc and helpful manner.Conversely, almost everyone at the City will tell you that the residents are generally courteous and rational, even when faced with what may be an irritating situation. This is a two-way street and clearly the keystone to any successful service organization. Why is it then that you will be hard-pressed to find the same level and kind of service in other cities, larger or smaller?Westmount doesn’t send its staff to charm school and you don’t move to Westmount! Having lived in citics where you get shunted from onc voice mail to another, taxed into oblivion for services that you find only exist on the invoice, and where you get yelled at by cops or figure out it's faster to run to the hardware store to buy a dozen extinguishers than wait for the fire brigade, | am not convinced that the inhabitants of Planet Westmount arc a different breed. We are all human, but what makes our community work better is perhaps greatly assisted by the facilities at our disposal and the environment within which we live and work. While the City’s role is predominantly that of a service organization to its residents, the delivery of all municipal services remains highly dependent on the facilities available.Factually, the City is an organization dependent on an asset base that is disproportionately high when compared to almost any other service organization.Westmount's 1999 budget amounts to slightly over $52 mil- Efficient city services still our trademark expend that amount in services during the year. What, however.1s the value of the assets required to back up this level of services? It is hard to provide an accurate value, but let us just think for a minute: public buildings such as the Library, Victoria Hall, the arena-pool complex, the fire station, police and Public Sccurity buildings, City Hall and all the tidbits from the lookout to the WAG comfort station. We have scratched the surface, add Light and Power with all its switching and transmission gear, Public Works and the City Yards. How about rolling stock, just think of those firetrucks at a half a million a piece, and the rest of these maroon vehicles that buzz around all year.Let's not forget the parks and playgrounds, tennis courts, rinks etc.And now the corker—roads and sewers (leave aside the waterworks that belong to Montreal).Total asset value once you have thrown in the value of land, computers, systems and the last typewriter, probably well in excess of $500 million. Thus, for every dollar of service provided, there is ten dollars worth of underlying assets. This also establishes the fact that a municipality is an extremely asset-intensive service organization.(See CONSTANT page 7) + advestisement in.any subsequent issus.or.tbe refund any ares, pied ethe adverisement, (See MORE page 7) have to pass a courtesy test to lion, which means that it will Membre LOCAL SALES CONSULTANTS PRODUCTION DISTRIBUTION En = Hebdos Transcontinental i The Westmount m DISTRIBLTED ON Th RSDAYS « Sandra Cobrin ext.24 Innograf Monkland Ad-Bag Montreal sare sa Montréal-Ouest Xa m I n e r H3Y H3Z Harvey Aisenthal ext.25 5890 Monkland Ave., suite 12 Division of Transcontinental memes Avocats Ï 5890 Monkiand verrons 12 Janice Proctor ext.26 Montreal (Qc.) 7 Constant upgrading 1s always necessary (Continued from page 6) In that respect, again, Westmount is not unique, all municipalities have heavy asset bases, some less than Westmount, but undoubtedly some greater. So the answer to the quality of our community's fibre may lic in yet another variable: the quality of the asset.Case in point: 1 can hardly imagine how a librarian could take pride and good cheer in her/his Job if operating from poorly-lit premises with obsolete or non-existent media/ communications devices and with no facili- tics for children. The facility, or the asset, and its quality, are the very threads that, woven with the City employces’ goodwill, create this exceptional fibre that is our community. As commissioner for Public Works and for Light and Power, | have always been acutely aware of the need to upgrade, update and improve constantly the City's assets which, as time goes by, depreciate and obsolesce.A little over six years ago, Council and the admimstration embarked upon a systematic program of asset management and upgrad- mg.We also found that much of this essen- tal task had been too often swept under the budget rug of previous years.During my tenure | have been fortunate to be able to contribute to and witness a reversal of this trend.Westmount has a “new” state-of-the- art library, à rejuvenated Victoria Hall, better premises for Public Security, not to speak of the rebuilt arena, roads, parks, ete, Clearly, there are more facilities to be improved or installed and there always will be, but the Citys resolve as there and the facihties improvement plans are being implemented or formulated cach year, every year. Are we stoving for Utopia”?No, but we are conscious of what makes our city work so well and we will continue to Invest our resources In those things that make our community function in harmony.None of our residents deserve less.WANT TO LET PEOPLE KNOW ABOUT AN UPCOMING EVENT?+ USE THE EXAMINER BULLETIN BOARD!
