younger, wealthier and better educated. The findings were based on a Pollara poll conducted for Southam News.In fact, just over a quarter (26 per cent) of low-income Canadians—families carning less than $25,000 a year—have access to the Web at home or at work.In contrast, 85 per cent of high-income carners—those with incomes of over $75,000—are connected. What can we glean from these poll results?Well, for starters, it scems evident there should be some kind of government tax-break or technology allowance for low-income people and families. How can anyone be expected to improve their lot in hie if they do not have access to the fastest-growing place in the world, the Internet?A recent article in The Gazette cited the dire shortage of information technology (IT) workers—right now, in Canada, there are 20,000 vacancies that can’t be filled.Add to that the fact that American com- panics like Microsoft arc constantly poaching our best and brightest from places like the University of Waterloo (renowned for its computer programs) and the divide of what is needed and what is available in IT Jobs will continue to grow.If we could bring more people up to speed like those who can’t afford computers or the Net—perhaps it would be one small step in levelling out the field of technology haves and have-nots.— Leonard J Gervais To the editor: Recently at Centre Greene, Inspector Daniel de Vries, James Novak and Michel Tassé from the City of Westmount's Protective Services, rendered a community service that we feel merits recognition as well as our sincere gratitude. As many people from the community already know, Centre Greene's gymnasium ceiling is very high. This height makes it very difficult to replace the ceilings hight bulbs when they burn out.Recently, when three of the cetling’s light bulbs did burn out, the staff was at a loss.Although it may not seem like a big problem to many, to us this posed a huge dilemma.Centre Greene does not own a stepladder long enough to reach the 20-foot ceiling, nor docs it currently employ anybody brave enough to go up there anyway. When Inspector de Vries's attention was drawn to our problem, he calmly volunteered to take care of the problem for us.Once arrangements with Westmount Park School had been made to borrow their enormous stepladder, Inspector de Vries and his col- lcagues collected the ladder with heir truck, installed the ladder in Centre Greene's gym and changed .he bulbs without the slightest fuss. The entire operation took less than half an hour, saving Centre Greene's staff from many hours of anguish. On behalf of Centre Greene's staff, board members and many users, | would like to thank Inspector de Vries and his col- icagues for their very generous donation of time and cnergy. We really appreciate this wonderful example of community involvement.Anna Johansson, Coordinator, Centre Greene An invitation to join To the editor: This personal wishes of good health, happiness and success in the New Year. And it has started well: as we moved into the Ycar 2000, Canada entered into the new millennium without encountering any major disruptions related to Y2K bug. Thanks to the diligent and hard work of a great number of people.Canada was well prepared and no significant problems were reported. As President of the Treasury Board of Canada and minister responsible for the Infrastructure, the prime minister had asked me to coordmate the government of Canada's readmess for Y 2K.During the rollover period, four key numisters -—Lloyd Axworthy of Foreign Affairs, John Manley of Industry, Art Eggleton of National Defence and myself—were on hand with the prime minister in Ottawa, from December 29 through January 5.to ensure that decisions at the highest level of government could be made swiftly, if so required. While the Government of Canada was confident it had prepared its systems for the Year 2000 and did not anticipate any major disruptions, it was important to watch how things developed across the country and the world and to manage a federal response to events, if ever necessary.the up a effort.Government of Canada set Monitoring and Coordination Centre that operated on a 24-hour-a-day basis from December 29 to January 5.coordmate thus To Our investment has been well worth it.We successfully met the challenge: Y2K did not affect the health, safety, security and well beg of Canadians —and that alone would have made our investment more than worthwhile. But in addition, we also gave Canada a definite advantage. We increased the efficiency of our information technology Infrastructure. We established solid cooperation across and beyond traditional lines with provinces and territories and other partners, including the private sector.at home and abroad. We provided the country with an ‘insurance policy": all federal organizations now have up-to-date contingency plans. It was also an example of international cooperation at its best, since the Year 2000 challenge was a global one.We worked closely with foreign governments, especially our North American trading partners— the United States and Mexico. An example of this cooperation was a bilateral agreement to have two Canadian observers on-site an Washington D.C.and two American observers in Ottawa during the transition period, so as to ensure maximum exchange of information between our two countries. We also worked with the G8 and international organizations like the United Nations.I am pleased to underline the exceptional work of all those who responded to this challenge so effce- tively and devoted countless days and mights to get the job done. Thanks to all these people across our country, Canada was ready.Characteristically, during the entire process, Canadians showed an awareness, a sense of responsibility and a calm attitude that must be commended. The Canadian Government addressed the histor cal computer date problem, we upgraded our systems for the 21st century, and together we developed contingency plans that give Canadians an insurance policy they can rely on in the future.Together, we can look forward to the beginning of a new era of progress and prosperity.Happy New Year! All that has ever been asked 1s that one collects one’s own dog's poo.Thats it.No magic formula.Of course, folk bucking for sainthood are encouraged to pick up extra, Personally, I'd prefer to carn my points planting trees or raising hteracy levels, but necessity has me dealing more in poop than plants. The other subject of real concern is the very young in fenced dog runs.Pleasc think twice before trying this one.The very young on two legs are.by nature, energetic CE Queen's Executive d'A > and mobile, often very vocal (so arc many dogs in snow!).Many dogs do not have experience with such noisy mobility, and an arm-waving, hooting toddler or youngster approaching at speed from the rear or from Just beyond peripheral vision, can casily be construed as an attack. The dog could well respond with teeth, to dreadful effect. And it would be quite unjust to lay the whole blame at the dog's feet, Or perhaps a young dog.cager to play.will bounce or leap m an effort to plant Kisses. This version can result in a terrified toddler who may never again be comfortable around dogs. The fenced dog runs are playgrounds for our woofs and may not be the best place for a controlled meeting between two-legged and four-legged beasties.By all means, quiet contact with a leashed woof on the street, or leaning over the tence to check out the action at the runs are great starting points for the two groups to greet cach other. But please think twice before wheeling in the stroller or bringing in the very young.Gentle reader, stay warm, dry and healthy. And carry your filled baggies with pride!
