he is now in his fourth term.He has served as Alberta's minister of labor and minister of family and social services and was appointed provincial treasurer in the spring of 1997.During his tenure, according to an Alberta Progressive Conservative Association website, the government has \u201cproduced three consecutive budgets with fiscal surpluses; The Noise Reduction Advisory Committee has discovered, by the way, that from a noise reduction perspective, placing a realistic speed limit on the commuter trains would reduce both noise and vibration.The committee will be making recommendations in this regard within the next month.La Régie régionale de la santé et des services sociaux, which assesses general health problems (including noise) for the Montreal area, has data to show that exposure to constant noise pollution can be detrimental to the general health of young and old alike.Internal house noise is usually 40 decibels (a dripping tap) or 45 decibels (pillow talk).Currently, noise outside Westmount homes closest to the highway is 72 decibels\u2014measured by experts, twice! Liberal record by laying out our fourth consecutive increase in Canada Health and Social Transfer (CHST) cash transfers\u2014$2.5 billion over four years to help the provinces and territories address pressing health care and post-secondary education con- \u2018cerns.The transfers will also have the flexibility ibuilt in to allow them to draw upon it sooner\u2014 should they choose to do so.In the 1999 budget alone, we transferred an additional $11.5 billion over five years to the provinces and territories for health care\u2014 including a special trust fund that the provincial and territorial governments could draw upon as they see fit\u2014which some governments did not use last year.Combined with last year\u2019s increase, the Budget 2000 increase means that the cash component of the CHST will reach $15.5 billion in each of the next four years, a 25 per cent increase in just two years.And the total value of the CHST\u2014cash and tax points\u2014will reach an all-time high of $31 billion in 2000-01.For the province of Quebec, this means that for 2000-01 the sums transferred under the CHST and equalization payments will be more than $11.5 billion.With 28 per cent of these annually in the Canada Child Tax Benefit and has announced a further $2.5 billion annual increase by 2004.The federal government is steadfastly committed to upholding the five principles of the Canada
