Asking $389,000.Page 2 - THE WESTMOUNT EXAMINER - www.westmountexaminer.com - Thursday, July 11, 2002 LOCAL NEWS City funding lags for Hydro Westmount Martin C.Barry ould some Westmounters be C left in the cold and dark next winter?The decision is in the hands of Montreal city council.Borough director Bruce St.Louis informed borough council last week that funding for Westmount Hydro, which was provided until last year in the City of Westmount\u2019s annual budget, was being delayed by the City of Montreal, which now has responsibility Montreal city council won\u2019t consider the matter until the next time it sits in August.With half the year gone, $700,000 is still not available for projects normally started before now to improve Westmount Hydro\u2019s power grid in certain sections of the borough.Although quotations have been obtained for materials, there remains uncertainty as to how efficient the delivery of electricity will be next winter.St.Louis said that contracts can only be issued if funding is available.But if the wait is too long, it will eventually be too late to start the work this year.\u201cThe key to this, especially for the delivery of materials, is how quickly we can get materials delivered\u2014 because if there\u2019s a long delay on the cable we may not be able to run it in for this year,\u201d St.Louis said Westmount has been looking for some time at putting in a new circuit to serve the north-western sector of the borough.- \u201cWe went through last year without any major problems,\u201d he said.\u201cBut there\u2019s a load in that area that\u2019s increasing.We have to get a new circuit up there, and we were hoping to get it in for this winter.The wors case scenario is that we\u2019ll only get partially in.But even partial is better than nothing at all.\u201d With mild winters like the ones we\u2019ve had in recent years, St.Louis said there should be no problem keeping Westmount\u2019s power grid running efficiently.\u201cBut if we get a very long cold spell\u2014by cold I mean consistently below minus 18 degrees\u2014 there\u2019s the potential for some problems in that area,\u201d he said.He wouldn't predict whether the consequence would be power failures.\u201cYou don\u2019t know until it\u2019s actually going to happen,\u201d said St.Louis.\u201cBut we know that if there\u2019s one weakness in the system, it\u2019s in that area of the city.And whether we get it in this year or next year, that new circuit\u2019s got to go in.\u201d Westmount Y seeks shadows for Kamp Kinema some experience working with children with special needs, the Westmount YMCA is looking for you! was alerted to the problem by a York Avenue resident who claimed the plants had been there for as long as a month\u2014in the intense sun in the midst of the last week\u2019s heat wave.\u201cTwo main areas 6f Westmount Park are bare,\u201d she said, wondering why the planting was delayed until the second week of July.\u201cThey've been left for at least a month on end to wilt and rot in the heat.And especially the part of the park by the library\u2014usually it looks like a Monet garden.It\u2019s bare now.It looks as if they plant next week they'll have to rip it up in two months.\u201d Public Works Director Fred Caluori said the plants could not have been stored behind the Conservatory for as long as claimed.\u201c1 would doubt that those flowers there have been there for a month because the contractor didn\u2019t have delivery yet,\u201d he said, conceding that flowers other than the ones seen last week might have been in the same spot a month ago because there are not many places in Westmount where they can be stored.Caluori insisted that responsibility for the problem resides ultimately with the contractor hired by the borough.\u201cI think it\u2019s to be pointed out that (the flowers) do not belong to Westmount,\u201d he said, noting that the planting should be completed by the end of next week.\u201cThey belong to the contractor doing the planting.So if they are to wilt, the contractor is responsible for it.They're aware (of the situation) and it\u2019s their responsibility to water them.And if they don\u2019t water them, they\u2019ll have to replace them at the end.\u201d Claudette Savaria, the borough's chief horticulturalist, said the flowers were to be planted around the arena, the median on Park Place, on Greene Avenue and in Westmount Park.Savaria of Westmounters with claims she made in her July 1 column that of the 27 boroughs in the City of Montreal, only Westmount has been systematically denying non-residents access to the municipal pool and other recreation services, despite megacity regulations that outlaw such prohibitions.\u201c] see it as mean-spirited and selfish,\u201d said Montgomery, who lives a few streets west of Westmount in NDG.\u201cIf that\u2019s going to get them a reputation of being spoiled little brats, that\u2019s not my fault.\u201d Arguing that under the new law of the megacity the majority should rule, Montgomery drew an analogy between Westmount\u2019s position and the one moving here from Ontario, so \u201cI know of what I speak,\u201d she said, referring to Westmount residents.\u201cThey\u2019re a bunch of snobs.Don\u2019t get me wrong.I know tons of people in Westmount.My in- laws live there.I know there are lovely people who live there.But unfortunately there is a sense, because of things more welcoming.Because clearly we're now being perceived by the outside community as very narrow-minded, provincial and very elitist.We're basically considered to be behaving like small children that will not share our toys.\u201d City councillor Karin Marks, whom Montgomery singled out in her column, said that each community on Montreal Island has established its own set of rules in order to ensure that their residents get priority.\u201cFor some reason, people want to maintain the stereotype that they have of Westmount,\u201d she said.Marks said that Montgomery \u201cis not interested in writing anything positive about Westmount.We've tried to be cooperative and we've tried to be supportive, but that doesn\u2019t make good press.I think that people want to maintain the stereotype\u2014the totally inaccurate stereotype\u2014that they have of Westmounters.It\u2019s much easier to use us as a target.\u201d our greenhouse staff is very welcoming,\u201d she said.\u201cWe exhibition of vintage cars was a hit this week at the vernissage at the Java U.Pepler found the models to paint the colourful series when she visited Havana to research vintage cars in April.Her first solo show at Galerie Tremblay-Monet in November 2000, that also included some cars, nearly sold out.Pepler has been a freelance television storyboard illustrator for 12 years, and has taken a year off to pursue a full time painting career \u201cswitching from \u2018painting with markers\u2019 to \u2018painting with brushes\u2019.an casy transition.\u201d The exhibition continues at the Java U 4914 Sherbrooke Street West until July 30.Sharing communities The Westmount Parks and Recreation Department is in the process of planting a special flower bed as part of the Communities in Bloom project.Westmount is partnered with Dungannon, Northern Ireland this year and is recognizing that association by planting part of their crest.Four flowers represent four stalks of flax, the four at Place Kensington recently celebrated the end of their season with their annual vernissage.The afternoon, that included a wine and cheese reception, began with a welcome from Program Director Doreen Friedman who acknowledged both the work and dedication the artists had given to learning or developing their skills.It was noted that each artist has a natural inclination to expressing their inner
