about NDG, Lulham clarified points raised about a vehicle access road and a pedestrian overpass that would link the MUHC campus to Westmount.Lulham said that a roadway connecting to the Glen below Ste.Catherine Street was originally supposed to be an entrance to the proposed Shriners\u2019 Hospital if it moved to the MUHC campus.\u201cThat entrance is now going to be an emergency exit, because you can\u2019t just have one exit and entrance,\u201d said Lulham.\u201cBut the reality is there\u2019s going to be another entrance, and there may be a third one at the back which is for the employees.\u201d Jeremy Searle, a veteran Montreal city councillor from NDG and substitute member of the city\u2019s zoning commission, revealed that the process of rezoning streets surrounding the site has quietly begun at Montreal City Hall.The megacity\u2019s new zoning reg tions will not allow residents to vote in referendums on projects as large as the MUHC megahospital.However, the rules will permit referendums to be held on the rezoning of streets such as de Maisonneuve between Claremont and Decarie that would be affected by the project.\u201cThere\u2019s a current city desire\u2014 which we're going to stop because we have the referendum power over this \u2014to change the nature of de Maisonneuve on the south side, to push it up and institutionalize it and densify it so people can essentially profit with the coming hospital,\u201d he said.Searle, a Grey Avenue resident, added that plans are also afoot to rezone a large part of de Maisonneuve\u2019s north side.\u201cThere\u2019s a request to change the zoning from two stories to three stories, which would effectively mean the demolition of everything on de Maisonneuve on the north side.\u201d Council commends n estmount Public Security Officer Greg McBain was presented with a certificate of commendation by Westmount's borough council last Monday evening in recognition of his response to incidents which occurred over the past few months.On March 23, after answering a call about a dog barking in a Grosvenor Avenue back yard, McBain summoned police who discovered $50,000 worth of cannabis was being grown inside the house.A month later, McBain was instrumental in the arrest of four youths implicated in an armed robbery in Westmount Park.In July, McBain summoned police after youths damaged councillor is a full-time job.While most Westmounters hear about their borough councillors mainly when monthly borough council meetings are held, they're busy virtually all the time.As councillors Cynthia Lulham and John de Castell explained in a recent interview ith The Examiner, a lot takes place ehind the scenes.\u201cPersonally, I get calls every day,\u201d said Lulham, councillor for the WD.Lighthall electoral district, which embodies everything below Sherbrooke Street.Lulham chairs committees that deal with sports and recreation, as well as library services.The calls she receives include complaints and requests for information, not just from Westmounters, but also from people who live outside the borough.De Castell, who represents the Cote St.Antoine district, which includes the area above Sherbrooke Street, chairs commit: tees responsible for public works, Hydro Westmount, public security and the environment.He said that reading background material and preparing for the many committee meetings that borough councillors must attend occupy much of his time.\u201cThe pile of documentation that I put aside to read, I am lucky if I get through it,\u201d he said.Borough councillors are paid $26,500 Weintraub papers find ntering the light-filled study of William Weintraub's Westmount home, the sense of history is palpable.From the orderly piles of papers covering the desks, to the overflowing bookshelves and walls covered with old photographs, Weintraub\u2019s work- space seems to have absorbed many of the stories its occupant has told during a half-century of making films, writing novels, producing plays and documenting the early history of Montreal's literary scene.Some of that history can now be explored outside of Weintraub\u2019s office, as the author has just completed a major donation of his papers, letters, and manuscripts to McGill niversity.The documents, which Gun over 1,300 letters to and from Brian Moore, Mordecai Richler and Mavis Gallant, along with drafts of Weintraub\u2019s novels and scripts for his films, will now be available for perusal in the Rare Books and Special Collections division of the John de Castell per year.They also are entitled to a $12,800 administration and expense budget, and some additional funding from the centre city to conduct research.Both de Castell and Lulham held full- time jobs when they made the decision to run for Westmount council before the City was forcibly merged with Montreal.De Castell, an interior designer, was first elected in 1999.Lulham, who is co-owner of a Victoria Avenue shop, was elected four years earlier.With the reduction of council from eight councillors and a mayor to two councillors and a borough president, the amount of time now demanded of Westmount's elected officials means the borough councillors are devoting almost all their efforts to their civic duties.Lulham continues to divide her time between her business and the borough council, while de Castell said he's now working full-time for the borough.\u201cIt's more busy now,\u201d said Lulham.\u201cI represent more people now instead of just Ward 7.I now have four wards, so that does increase the number of citizen inquiries, complaints.\u201d The two agreed that their level of activity can vary, depending on what is taking place in the borough at the time.\u201cThere are some days when you'll get three, four, five, six calls.and you can Cynthia Lulham MacLennan Library.\u201cI\u2019m not really sure why anyone would want to look at this stuff.\u201d Weintraub says, displaying his characteristic wry modesty.\u201cI suppose it does offer some insights into the way things were done in a very different time, if anyone is interested in that kind of thing.Frankly, I'm not sure why they would be.\u201d Weintraub\u2019s first began revisiting his old papers while researching his 2001 memoir Getting Started.The book explores the heady days when, fuelled by a potent mix of ambition and alcohol, Weintraub, Richler, Moore and Gallant struggled to make a living as writers, and, despite the hard times, formed friendships that would endure for the rest of their lives.Weintraub says that going through the papers, and particularly his correspondence with Richler, Moore and Gallant, was a bittersweet experience.\u201cSome of the memories it evoked were pleasant, and some were embarrassing and depressing.With some projects I asked myself, \u2018why did I spend any amount of time on any one of them because they may require a lengthy explanation,\u201d said de Castell.Lulham spends every morning from 8 a.m.to noon reading borough documents, returning calls or attending meetings.Afternoons can also be taken up with meetings or community gatherings that public officials often must attend.Sometimes, such as when council sits, work days can go on as long as 15 hours, according to Lulham.From her perspective, majcr issues now facing Westmount are the future of the library, whose membership continues to swell with residents from other boroughs.\u201cThere are no decisions made with regard to how the centre city is going to deal with the lack of libraries in other areas,\u201d she said.A demand for better recreational facilities in other parts of the megacity may eventually have an influence on the services here.\u201cRecreation and library services should reflect the community and should be there to serve the different communities,\u201d said Lulham.\u201cPeople shouldn't have to travel great distances for these services.\u201d De Castell sees the borough\u2019s Capital Works Budget as the most pressing issue he must deal with.The borough no longer has control over the funds necessary for projects such as restoring the greenhouse or maintaining Westmount Hydro\u2014and convincing the centre city of the necessity has become an arduous task, he said.a new home at McGill spend so much time and energy on that thing?At the same time, many things I'd totally forgotten about came back, and that was the real value of it.\u201d Weintraub and his peripatetic colleagues exchanged letters from all over the world, and discussed matters from the literary to the trivial.One of the unique pleasures awaiting visitors to the archive is the chance to see letters, many from Richler, that were written on the backs of playbills, postcards, and airmail envelopes.Weintraub acknowledges that the physical qualities of the letters make a \u201creal connection between the reader and the writer.\u201d Asked whether he had any qualms about offering up his private correspondence for public scrutiny, Weintraub shakes his head.\u201cI did keep back a few things that I though might have been particularly embarrassing to one person or another.In general, though, I think that you get less secretive as you get older.I don\u2019t think I could have done this 30 years ago.\u201d In addition to the letters, the archive contains early drafts of Weintraub\u2019s novels, which offer insights into the author's process of writing, revision, and editing.Weintraub has also donated copies of the many documentary films he produced for the National Film Board, including scripts and research notes.\u201cDocumentary films were made in a very different way back then,\u201d Weintraub explains.\u201cIf anyone is interested in the history of film, the changes in methods and technologies, I think they might like to take a look at those things.\u201d For the McGill Library, and for the scholars who can now access them, Weintraub\u2019s documents represent a treasure-trove of literary history, personal recollection, and rich detail from a fascinating time in the city\u2019s cultural development.Weintraub insists, though, that posterity was the furthest thing from his mind when he wrote and saved his papers.\u201cI just thought that, in my old age, I'd sit down with all of this stuff and relive my wasted youth.That was University of Haifa in Israel had for his audience Monday evening at Temple Emanu-El-Beth Sholom.\u201cIt\u2019s not easy for him,\u201d Dr.Baram said.\u2018No matter what the outcome, I say there\u2019s at least a 51 per cent chance he will not be in power a year from now.\u201d Around 200 people came to hear Dr.Baram talk about Saddam, the pending crisis in Iraq, and possible now\u201d Considered an expert on Iraq and Saddam Hussein, Dr.Baram has over 100 articles and three books to his credit, and is a frequent source of consultation for CNN, BBC and both the Israeli and United States governments.This was his last stop on a whirlwind, 18-day tour of North America.During this time he gave more than 20 talks in cities such as New York, Philadelphia and Ottawa.He also spoke to the United States Congress.Dr.Baram'\u2019s lecture concentrated on two topics: Saddam Hussein and his vision of himself, and the Iraq vs.America/Israel dilemma, both of which are classes he teaches in Israel.He said it would be wrong to compare Saddam Hussein to Adolf Hitler and call him a hardcore anti-Semite.Dr.Baram believes Saddam's hatred for Israelis is mostly rhetoric to gain support both among his people and in Palestine, where he says Saddam is now as popular as Yasser Arafat.Rather, Dr.Baram said Saddam is more like Mussolini, indiscriminate in his hatred and willing to kill anyone who displeases him.He called Saddam a big gambler who lives off power and the adulations of the people.He likened Saddam to an emotionally unstable rags-to-riches despot whose primary concern is self-preserva- tion rather than extremist causes.However, Dr.Baram added that the Iraqi Dr.Amatzia Baram at Temple Emanu-El-Beth Sholom on Monday leader cannot give up whatever, if any, weapons of mass destruction he has.Not Just because of loss of respect from his army, but also because they are key to his vision to make himself a hero of the Muslim world.He was adamant that if Saddam was left to his own devices, he would make Iraq a nuclear threat within the next five years, which would drag the entire Middle East into an ugly nuclear crisis.The Americans don\u2019t have it much easier, Dr.Baram pointed out.He feels that if UN weapons inspectors are allowed unfettered access to Iraq, it will still be months, possibly even years, before they find anything.During this time the United States will be hard-pressed to justify its international call to arms.However, he added, if war were to break out, it would be over very quickly and it is unlikely that any other country would turn on the United States if they decided to go alone.Dr.Baram gave Saddam few possible outcomes in the event of an invasion.Either surrender and ask for political asylum or hide and disappear in the crowd.His worst fear was that Saddam would take everyone else down with him, launching one last missile strike on Israel, which would incur a retaliatory strike ord) Baghdad from Israel, and could make things spiral quickly out of control.Dr Baram said his most optimistic outcome for the current Iraqi crisis is the removal of Saddam and the gradual introduction of a representative and constitutional government that would respect UN resolutions.Although it is strong possibility; Dr: Baram said a more likely outcome is that another authoritarian regime would take over, even with Saddam gone.Dr.Baram returned to Israel the morning after his talk, where he is also involved with the creation of a new Centre for Persian Gulf Studies at the University of Haifa\u2014the second of WO IBUILEXIIUNOLISIM WAM - HINIINY XI INNOINLSIM IHL « ç abug - zoo 2002 All mega\u2019d out fter several years and countless articles, columns, speeches, debates, tired of the prefix mega.We have certainly had an overdose of this otherwise inoffensive word lately.This is particularly true in Montreal, where it has been tossed around with such tunity arises.But enough is enough.There is also some question as to whether the prefix itself is being misused.Mega was once reserved exclusively to denote one million, but now it is generally accepted to describe anything huge.The new amalgamated city of Montreal may now be home to well over one million citizens, but it is certainly not mega compared to many other cities.And where does the merging of five hospitals onto one polluted railway yard have any reference to a million?It certainly can\u2019t be in reference to the cost, because that would make it a giga-hospital.A supercolumn about the superhospital George Bowser Victoria Hall, where a very impressive wooden model of a \u2018superhospital\u2019 was unveiled.There were some speeches, some slides, followed by a lively question period.The speakers told us why the super- hospital was a super idea.One said that it did not mean just better health - Care, but a better Montreal.Another said that this was to be a hospital that put the patient first.Perhaps previous institutions put the doctor first.It certainly wasn\u2019t the food.A third talked about how the project would fit into the neighborhood.This is urban planning, and is often an oxymoron, like \u2018Microsoft Works.\u2019 Then it was time for questions.Somebody asked, what about cleanup?l recently attended a meeting at opinion pieces, television reports and radio talk shows, the inevitable has finally happened.Yes, I've become sick and Wayne Larsen - do we have to accept H non-representative political representatives?Two months ago, 96 Liberal MPs sent a letter to Prime Minister Jean Chrétien stating their \u201cunequivocal support\u201d for ratifying the Kyoto Treaty.Among them from neighboring ridings were Marlene Jennings, Irving Cotler and Liza Frulla as well as island representatives Clifford Lincoln, Bernard Patry and Yvon Charbonneau.Missing from the signatories was The Examiner's biweekly contributor, MP Lucienne Robillard.There has been no referendum here on the issue, but with Westmount\u2019s leadership on so many environment issues, it is highly likely that in her coyness she was not representative of her constituents\u2019 majority view, Once Jean Chrétien had committed his government on Kyoto, Mme Robillard was able to write effusively about her pride in Canada\u2019s key role in making the international rules to implement Kyoto.But how about Westmount?Does she know that we have the toughest idling engine bylaw in the country?It is part of our contribution to the global problem of polluting gases.Certainly she seemed unaware of Westmount\u2019s position on banning pesticides.In a recent article, which was fortunately buried at the back of The Examiner, Mme Robillard set out to praise her government\u2019s anemic pesticide control bill.She managed to write (or have it ghost written) without even mentioning one word about Westmount\u2019s leadership on the issue for the past 16 years!
