Classified ads of Transcontinental Weeklies TE, Page 2 - THE WESTMOUNT EXAMINER - Thursday, December 28, 2002 LOCAL NEWS TRENT PREDICTS ROUGH WATERS AHEAD Martin C.Barry ormer Westmount mayor Peter Trent says , Westmounters will have to decide whether they want to risk paying higher taxes to the megaci- ty in exchange for poorer services, or pay them to a de-merged Westmount in which quality services at least would be assured.Trent made the comments as he was discrediting a story published in a French-language Montreal tabloid last week, which claimed he now favoured decentralizing the megacity, instead of the former suburban municipalities demerging from it.\u201cOf course I was furious,\u201d he said about the article.\u201cI always have, I always will be\u201d in favour of demerger, he added.Trent remains as determined as ever to see Westmount de-merged from the island-wide City of Montreal which will be a year old in a few days.He is confident that the Quebec Liberal Party will follow through on its pledge to hold public consultations on the issue if they form the next provincial government after a general election in the coming year.\u201cWestmounters have to decide,\u201d said Trent.\u201cWhatever the situation, they're going to be paying more taxes.Would they prefer to pay more taxes and be independent, or pay more taxes and remain part of the big City of Montreal?That\u2019s the decision they're going to have to make.If Westmount does not demerge, we'll see our taxes approaching those of the City of Montreal within five years.\u201d Trent suggested that it might even end up costing Westmounters more to reclaim their independence, but this might be preferable to the alternative of remaining in the megacity where the quality of services would gradually decline.\u201cI think most Westmounters would prefer to be independent and pay high taxes, as opposed to paying high taxes and being essentially a tiny subdivision of the megacity of Montreal where services will definitely drop,\u201d he said.\u201cAnother way to put it is that if we were independent, we could deliver quality services even though taxes may increase.If we remain part of the new city, services will ultimately diminish, and yet we\u2019ll be stuck with paying the higher taxes.\u201d But Trent said that residents of Westmount shouldn\u2019t necessarily choose demerger just for fiscal reasons - \u201ceven though they\u2019ll get more bang for their buck if they were independent,\u201d he said.\u201cBut it\u2019s unlikely we're going to see great rollbacks in taxes.\u201d Trent said that he has been working discreetly on a pro-demerger campaign lately behind the scenes.\u201cI am active in it, ! which, of course, will translate into huge tax increases - or there are going to be some real labour strife in the spring.\u201d rT Marks wins support (Continued from page 1) cent rise in membership since it was opened to all Montrealers a year ago.\u201cGiven the current situation, with an increase in membership of 90 per cent, it makes absolutely no sense.\u201d In other developments at the downtown city hall, Marks was forced to step down as a member of the Commission de la Présidence, a commission which had been studying improvements to municipal procedures in which members of the public could participate.Marks, who had made a significant contribution in the past year to the commission\u2019s work based on traditions of municipal transparency in Westmount, had to relinquish the seat because of a rule stating that she could not sit on two commissions at the same time.Marks also sits on the arts, culture and heritage commission.She will continue to sit on the Commission de la Présidence as an unpaid, non-vot- ing member.\u201cI felt that the commission for arts, culture and heritage had a greater impact on Westmount and our residents than the Commission de la Présidence,\u201d she said, explaining the decision.Marks received praise from other council members, including veteran councillor Marvin Rotrand, and Claire St.Arnaud who referred to Marks as having been the \u201cheart\u201d of the commission's report.It was also confirmed last week that Westmount and the other boroughs which were municipalities prior to being merged last year will receive only 20 per cent of the proceeds of public buildings they owned, should they decide to sell them in the future.According to a.clause in the Cent City's 2003 budget, 80 per cent of proceeds will go to the central administration, executive committee president Frank Zampino said in response to a question from Marks.\u201cWhich is awful as far as I'm concerned,\u201d said Marks.\u201cAny building or land that belonged, or for that matter to any other community, should remain the property of the community, and should they sell it, they should receive, if not all of the revenue from it, certainly a substantial amount from it.\u201d The Borough of Westmount now stands to receive only a fifth of the proceeds should it choose to sell Fire Station No.2 on The Boulevard.Westmount has been trying to sell the vacant building for several years. =a Sv, © = Fw» - straight back to Ottawa as soon as an aging Martin botches up his first and only term as PM.Auditor-General Sheila Fraser certainly had an exhausting year.The poor woman had to call in the RCMP to look into the antics of senior civil servants who \u201cbroke just about every rule in the book\u201d when they handed out advertising contracts.That was before she was stunned by the billion- dollar gun-registry fiasco.Sheila Copps, on the other hand, had a quiet year and was reduced to threatening a swim team coach.Health care remained at the top of the agenda.We now have the Kirby Report and the Romanow Report.What we don\u2019t have are enough doctors and nurses.In Quebec, we are a mere 900 days away from sovereignty if Bernard Landry is to be believed.Considering that his party is coming in third out of three in the polls, | wouldn\u2019t worry too much about it.Landry\u2019s primary contribution to the betterment of Quebec society has been the pithy observation that Montreal is \u201ctoo English.\u201d This remark, of course, was intended strictly for local hardliner consumption.On Landry\u2019s frequent travels outside La Belle Province, he boasts about bilingualism and urges investors to take advantage of the fact that unilingual francophones are a captive workforce unlikely to move elsewhere.Of course, it\u2019s been a banner year for Mario Dumont who has gone from the relative obscurity of being a one- man band to the top of the polls.It remains to be seen if he will stick to the courage of his convictions.Oh, I almost forgot.Liberal leadership hopeful John Manley got into some hot water \u2014 well, tepid water in any case \u2014 when he told a reporter he believed Canada should get rid of the monarchy.Her Majesty was too busy worrying about what the butler saw to pay much attention.There was some good news.The sky hasn\u2019t yet fallen on the municipal merger and the government will only spend $1.6 million to study royal parades in 16th century year of its mandate, is desperate in its search for a way to rally former supporters, many of whom have now joined the ADQ.Premier Landry, speaking at the Montreal Chamber of Commerce, and then Minister Diane Lemieux, attempted to revive the old fears of assimilation.In fact, using only part of the 2001 Census data, they are trying to convince us that Montreal is becoming more anglicized.Bernard Landry: \u201cI wouldn\u2019t want Montreal to become anglicized again.\u201d Diane Lemieux: \u201cWe may need to adopt new legislation if Montreal becomes more English.\u201d And now the truth: the 2001 Census shows that there are now one per cent more francophones in Montreal than there were in 1996 and that the tendency for members of cultural communities to speak French is on the rise.What is upsetting the PQ is that ever since the forced mergers, a significant number of anglophone councillors representing Montreal\u2019s former suburbs speak English at \u2014 _ City Hall.English is being spoken here more that it has been in the past and this is frustrating the city\u2019s PQ zealots.However, what must also be made clear is that this is having a political effect elsewhere.While this PQ discourse is having no effect in Montreal, it is planting the seeds of fear in the minds of the rest of the province\u2019s francophones, who think that French is almost no longer spoken here in the city.The Premier has been visiting the various regions of the province, from Baie-Comeau to Murdochville, and from the Gaspé to Abitibi, distributing cheques ranging from $50 to $150 million.He couldn\u2019t have picked a better time of year.This is another clear signal that preparations are underway for \u2014 no, not for Christmas\u2014for an election.With the end of the government\u2019s mandate in sight, the level of frustration among MNA's and ministers is palpable.The tension between certain ministers is great and there are MNA\u2019s who refuse to respect their Whip\u2019s rules for attendance at the National Assembly.This brought about a major upset two weeks ago when the government lost a vote dealing with supplementary estimates.There were 45 Liberals, 33 PQ MNA\u2019s and 3 ADQ members in the National Assembly in attendance and the vote went in our favour!
