insufficient participation, the club was on the verge of extinction just two years ago.As a result.the club began drawing higher-than-usual and is now doing well as a member of the Quebec Rugby some general comments regarding the 2005 budget.2003 YEAR-END RESULTS BOROUGH OPERATIONS The 2003 operating budget envelopes (assigned to Westmount by Montreal City Council) and the final par-end submitted, which added a total of $336,900 in costs to the borough's final year-end \u201clocal results\u201d.These \u2018final adjustments\u2019 included, among other things, an adjustment of $416,100 of Montreal \u201cbudget balancing\u201d costs being assessed to Westmount.Obviously, Westmount's 2003 year-end surplus would have been increased by this amount had this adjustment not been imposed HYDRO WESTMOUNT 2003 marked the first year that separate accounting was done for Hydro Westmount operations (it formed part of the \u201cBorough Budget\u201d envelope in 2002 which skewed Westmount\u2019s budget as compared to those of other comparably-sized boroughs since they did not operate such a utility).Year-end results were as follows: 2003 BUDGET FINAL ENVELOPE RESULTS Expenditures $20,188,400 $20,954,466 Revenues $22,752,500 $23,052,898 Net Profit : $2,098,432 No adjustments were made by Montreal\u2019s Finance Dept.to the year-end Hydro Westmount data submitted by the borough.CAPITAL WORKS Westmount's original 2003 capital works budget envelope was $2,952,000, but this was increased to $4,290,000 (+$1,338,000) when Council succeeded in obtaining this additional one-time amount for the $1.75 million project for the refurbishing of the Conservatory.As of August 31st, 2004, a total of $4,119,257 (96%) of the adjusted budget envelope has been committed by Council, with the balance of projects not yet initiated to be submitted for approval before the end of the year.Hydro Westmount was given a 2003 capital works budget envelope of $1,300,000, of which $964,291 (74%) for utility network improvements has been approved by Council as of August 2004.The balance of the budget will be committed for additional local projects before year end.2003 ACCUMULATED SURPLUS As of December 31st, 2001, the total accumulated surplus of the former City of Westmount was $1,638,728.To help balance the total 2002 Montreal budget, a specified percentage of the accumulat- surpluses from a number of boroughs was \u201cloaned\u201d to the city.In Westmount's case, an amount of E 023,000 was transferred, to be repaid over 5 years in equal installments.The first two of such payments will be back in Westmount's surplus by year-end 2004.The borough realized operating surpluses in both 2002 ($802,500) and 2003 ($337,700), which increased the total accumulated surplus to $2,778,928 as of December 31st, 2003.PRELIMINARY PROJECTIONS FOR 2004 The budget envelopes approved for both 2004 Borough and Hydro Westmount operations are as follows: Expenditures Revenues Borough $19,960,200 $2,284,800 Hydro Westmount $21,726,400 $23,929,000 Having analyzed July year-to-date expenditure and revenue results, it would appear that the borough will experience a very modest operating surplus.However, this is based on the assumption that: 1.we will experience an \u201caverage\u201d level of snowfall in November and December; and 2.no significant \u201cyear-end adjustment\u201d costs will be assessed by the Montréal Finance Department.As for Hydro Westmount, the cooler-than-average temperatures this summer is expected to result in reduced sales of electricity in June, July and August, but this will be offset by a reduction in the amount (and cost) of power purchased from Hydro Quebec.We are therefore confident that the net profit for 2004 will still be in the range of $2.6 million.| 2005 OPERATING BUDGET ENVELOPES | BOROUGH OPERATIONS In June, Council was advised that the 2005 borough budget envelope would be $21,056,800, an increase of $1.096,600 (5.5%) over the 2004 budget ($19,960,200).This increase was calculated by the Montreal Finance Dept.as being sufficient to offset projected increases in labour costs, the effects of inflation and the cost of decentralizing certain services.Since July, Westmount\u2019s department directors and finance personnel have been working on preparing a detailed accounting of our budget needs for 2005 that will maintain current service levels while taking into account all known budget pressures that will be created by the signing of new collective agreements (and related fringe benefits), increases in services contracts and purchase of materials and the costs of decentralization.Once this work is completed (by September 17th), we will be able to validate if the proposed 2005 $1.1 million budget envelope adjustment will be sufficient (or not) to cover these new costs.Any projected shortfall will result in the Borough Council having to make a special request for an additional budget adjustment.As for local revenues, Westmount has been requested to increase revenues in 2005 to $2,330,500, a 2% increase over the 2004 budget of $2,284,800.Again, Westmount's Budget Team will assess the options that will generate the extra $45,700 for Council's consideration.HYDRO WESTMOUNT The 2005 budget envelopes proposed for Hydro Westmount are $21,276,400 for expenditures (which includes $17,231,900 for the purchase of power from Hydro Quebec) and $23,929,000 for the projected revenues from the sale of electricity.These budget envelopes are the same as those adopted in 2004.Hydro Westmount staff are currently preparing various scenarios for both increased expenditures and revenues in 2005.These scenarios are based on possible rate increases being considered by Hydro Quebec plus increased consumption of electricity by Westmount customers (which is referred to as \"load-growth factor\u201d).Once these numbers are finalized, they will be forwarded to the Montreal Finance Dept.with a formal request that Hydro Westmount\u2019s budget envelopes be adjusted accordingly.2005-2006-2007 CAPITAL WORKS BUDGET BOROUGH CAPITAL WORKS PROJECTS The envelope for the 2005-2006-2007 capital works budget has been set at $2,488,000 for each year, a reduction of $464,000 (15.7%) from 2004 ($2,952,000).This reduction reflects in part the impact of the decision to centralize all water main and sewer system improvement projects (which represented $485,000 in Westmount's 2004 capital works budget).This new policy will require Westmount's Director of Public Works to coordinate with the central service the priority to be given to water main and sewer replacement projects in Westmount to avoid delays in our proposed street reconstruction program over the next 3 years.While the Borough of Westmount is required by law to file a 3-year capital works budget, the reality is that 2005 will be the only year that the budget envelope will be established by Montreal City Council.From 2006 onwards, this responsibility will fall on the shoulders of the new City of Westmount Council, with the exception of those projects that will be under the jurisdiction of the Agglomeration Council (which includes water main and collector sewer replacement).This being said, administration has prepared a 2005-2006-2007 capital works programme as per the
