expected.However, faced with resistance from some Westmount residents whose homes would be near the tone-emit- ting APS units, city council has held off installing any so far.Hall claims an on-site test of APS equipment conducted in April for Westmount officials was carried out improperly because one of the controls was set too high.Hall, who was present at the test.said he could hear the tone stance.\u201cThe problem is that when you put it in one location, that\u2019s not where everybody happens to be,\u201d she said.Hall conducted an evaluation of the Lansdowne and Sherbrooke intersection after receiving a request three years ago.He concluded APS was needed on the southeast and northeast corners because the traffic lights at one point all turn red (à possible source of disorientation for the blind) and the T-shape flow of traffic\u2014a result of Lansdowne above Sherbrooke being à one- way\u2014forces all vehicles headed north to turn.While mamtaining that a lack of APS serv ice at Sherbrooke and Lansdowne would be unlikely to pose a hazard for the blind, Hall said the consequence otherwise is that they might choose not to cross.\u201cIt\u2019s unsafe, it's risky, or they'd have to ask for assistance to get across the street,\u201d he said.\u201cI think it\u2019s really a question of accessibility .It's an accessibility issue for visually impaired people
