any decision to construct a full-length sound barrier is at least two years away.The City expects to take that long in order to carefully evaluate the performance of an experimental sound barrier section currently in place in lower Westmount.According to Mayor Karin Marks, the results or conducted by sound technicians on the tctiveness of the glass and steel-frame wall erected last summer at the foot of Abbott Avenue confirmed that the wall appears to be doing the job for which it was created.However, as it 1s only an experimental prototype, the barrier has proven to have some limitations.\u201cSince it is not continuous - it's only one block - there's some sound that comes around the ends,\u2019 Marks told the Examiner.\u201cWe need to have a couple of years to look,\u201d she added, citing such issues as maintenance costs, how frequently it is vandalized with \u2018scraffiti\u2019 and \u2018graffiti, and how it stands up to our winters.\u201cIs it going to become cloudy after a short period of time?\u201d Marks asked.\u201cThey tell us ut will not.\u201d Besides the walls effectiveness, the cost of a permanent sound barrier 1s an Marks said issue with which the City will eventually have to deal.\"Council has to look at all of the spending priorities for the City and say, \"Okay, how do we plan these in order to maintain a tax rate that is a reasonable one that people can afford,\u201d she said.\u201cWe have a number of priorities we have to be looking at, and a number of costs.\u201d The 30-metre sound barrier, mounted on concrete pillars, was installed next to the CP Rail tracks and the Ville Marie Expressway at a cost of $350,000.Sound tests of its effectiveness started shortly after the walls completion.The field work was followed up with computer simulations using gathered data.Many more millions of dollars could eventually be spent completing a permanent sound barrier extending the length of the expressway and the rail line in Westmount.The City hopes to finance the project with the help of federal and provincial subsidies.City staff to take on water management Formal announcement expected this month >Don Wedge Westmount Council is about to announce that it will nov renew the contract for management of water pipe maintenance, and from next January will operate the function with municipal personnel.It will add manpower to the City payroll, reversing a two-decade-old policy of contracting out some Public Works tasks, notable examples being garbage collection and parks maintenance.Until 2006, the distribution of drinking water was undertaken by the City of Montreal, and the maintenance of the trunk mains still are - as well as the provision of the water itself.The announcement of Westmount taking back the management of domestic distribution from the private sector could come at a special council meeting next Thursday at noon or be held over until the regular monthly meeting on Monday, Aug.27.Utilities Commissioner Patrick Martin explained that the contract with Dessau- Soprin - crowd would never be exposed to live theatre in general or the immortal works of the Bard in particular.How many of our children first met Puck, Hamlet, Romeo and Juliet under the coloured lights in Westmount Park?They certainly did not see them on television! The current season marks an abrupt about- face; the venerable troupe has turned away from the Bard in a bold, drastic move that completely redefines the very idea of \u2018Shakespeare in the Park\u2019 Now they are presenting the work of Molière in a light, lively manner that does full justice to the French master.But if the works of Shakespeare \u2014 by far the most recognized name in English literature \u2014 are relatively unknown to modern audiences, what of Molière?His valuable body work is even less familiar to audiences than Shakespeare \u2014 especially English-speak- ing audiences.Although it must be pointed out that Molière has been performed in local parks by other excellent troupes in previous years, Repercussion\u2019s decision to mount \u2018Scapin the Schemer\u2019 in both French and English versions will no doubt introduce many more people to another giant of our culture.Bravo to Repercussion Theatre for continuing to bring us intelligent, well-produced live theatre.Here's to many more summers of lawn chairs and educational productions from this valuable pool of local £ talent.westmountexaminer.com WWW, Examiner to the editor City displays efficiency and courtesy To the editor: We have all of us, at one time or another, been subjected to dealing with City officials.I had a very enlightening experience 1 would like to share.1 now live in Westmount, and 1 recently approached the City with a proposal to modify some swimming pool regulations in order to better accommodate swimming time for parents with toddlers.Would you believe it, within 10 calendar days, the regulations had been modified accordingly, and to boot I was duly notified both by e-mail and phone message by the responsible director, Mr.Mike Deegan.It is such a pleasure to live in a city where requests are not just given lip service, but actually given serious consideration, and acted upon accordingly.I shudder at the thought of what 1 would have had to go through were I living in the City of Montreal and attempted a similar proposal there.1 would probably still be on the phone \u2014 on hold! Everything takes longer than anticipated, and that is doubly so with municipal affairs.As discussed last week, there is already a big To-Do list forming on Council's agenda when it resumes full operations at the end of the month.Perhaps there is a project lurking there that will leave a legacy for the Council or a councillor.One of the To-Do items - the renewal, or in this case, the non-renewal, of the Dessau- Soprin water maintenance contract - build on another site - has been resolved.It will become a municipal activity, but that is only the start.The consultants\u2019 report on water infrastructure is awaited and will lead to serious decisions, especially about replacing the ageing network and how the cost will be met.Another expensive item will be the proposed new Arena.The mayor is forming a phalanx of council committees to look after different aspects of the proposal.What is the arena for?Is the intention just to replace the present arena or duplicate it?Will it be used predominantly for ice activities, or will the building house other sports - indoor soccer for instance, with artificial turf?How will Victoria Hall be affected?Will it continue to house some physical recreation or will the entire programme of fitness classes rriove to the new facility?What lessons has Council learnt from the controversy over the artificial turf?Will they facilitate public input so that interested citizens like Jon Breslaw, Henry Olders or Gillian O'Driscoll can get information on which to build their ideas and proposals at an early stage?One of the mayor's committees will, 1 am told, involve asking for input and ideas from the community.There were many consultation meetings when the Library renovation was planned.Perhaps the time has come for the mayor to send a letter to all homes outlining the Council's approach to the arena and other major projects.The resolution of these issues is critical to the future Westmount.During the forced merger and its aftermath, both mayors, Trent and Marks, were not shy to write to all citizens explaining the situation and seeking support.So it should be with the arena project and the anticipated water works.What is your idea of a Westmount legacy?What constitutes a municipal legacy?Offhand, I'd say its something of value that is passed down to succeeding generations of citizens.Many positive things come to mind when looking back over the last few decades.In no particular order, here is my starter list from the last 30 years - our world-class exhibit.* Renovating the Bowling Green Pavilion.* Maintaining a public school (Roslyn) and a citizens\u2019 organisation (the Westmount Municipal Association) for 100 years and both still strong.Do you agree?Have you other suggestions?I'd be pleased to hear your ideas of what qualifies as a Westmount Legacy Gives and takes back .In still merged Montreal, the 19 borough directors were summoned to downtown to hear from the all-powerful Finance Department the amount each would be allocated next year by the Big City.They were informed that they would all share about $900 million, roughly $30 million more and a 3.4 per cent increase on 2007.But, like other Big Montreal gestures, there were conditions - they were all told to reduce their costs so that the Tremblay-Zampino administration can reduce its budget by $100 million Fy 2009, the year of the next election.For our neighbours in CDN-NDG burough, this involves dropping 42 people from its workforce of about 500.Part of the reason for their borough's big increase is because of the large number of housing units being built - about 2,500 this year.New homes mean new citizens, all of whom want services and that takes manpower, which the borough is supposed to reduce!
