damaged summit slope, says resident EWS Notes from City Hall Martin \u20ac Barry ohn Fretz of Lansdowne Avenue is concerned about extensive damage done over the past winter to the northern face of Westmount\u2019s summit woods by snow clearing operations.At the height of intensive snow-removal operations last winter, a council decree permitted blowing snow onto front lawns where possible.Even so, Fretz said snow removal crews blasted tons of snow 100 feet back into the north summit woods and down the descending slope.\u201cThe debris is a sight to see \u2014 broken saplings, snapped branches and no sign of any concern from Westmount,\u201d he told city council on May 26.\u201cThe point is very little snow was blown onto the capacious upper Westmount lawns.It was dumped here.Either this 1s a sanctuary or it 1s not \u2026 Westmount has introduced a number of laudatory green initiatives, but this picture shows a blatant disregard for the sumnut woods.\u201d Councillor George Bowser, reading from an official document he said defined the policy for protecting Westmount\u2019s woodlands, responded.\u201cThere is a policy, but what we're seeing here is a contlict, right, between this one act of nature, which was this huge amount of snow, and some way of dealing with it.And I think we have to visit this and decide what's permissible under any circumstances and what isn't.\u201d City hall security tightened New security measures have been put in place at Westmount city hall during city council meetings.According to Mayor Karin Marks, the doors to the councillors\u2019 and the mayor's offices will be remaining closed from now on during council meetings.If residents attending meetings need to use the wipom, they can obtain a key from the security person on duty for a facility located a floor below the council chamber.Marks did not elaborate on why the change was necessary.Monitoring MUHC progress Even though construction of the McGill University Health Centre won't be taking place on territory inside Westmount, officials with the City continue to closely monitor the project's progress.Mayor Marks 1s a member of a group known as the Glen Yards Comité de direction, which also includes representatives from the City of Montreal and the MUHC.According to Marks, the MUHC is in the process of issuing tenders for the mega-hospital's main entrance, which will be located on the Glen Yards\u2019 south side along St.Jacques Street.\u201cThere's a lot of work that will be done on the Decarie side,\u201d she said.\"Some of it has already been done and 1t will continue to be done, and that really is the first area to be worked on.\u201d During question period, Marks confirmed that the Quebec Transport Ministry, which is undertaking a massive reconstruction of the Turcot highway interchange below Westmount, has approached the City with regards to the possible expropriation of a small part of its Public Works yard.Noting that Public Works has very little space as it is at the Bethune Avenue yard, Marks said the department can't afford to lose any more of its territory.Ville Marie problems have local impact While the proposed MUHC hospital.straddling Westmount\u2019s western border, remains a focus of attention, developments to the east are also becoming a preoccupation.Mayor Marks recently took part in carns his daily bread by one of the most precarious and intellectually demanding means known to mankind.He makes people laugh.As one half of the well-known musical comedy duo Bowser and Blue \u2014 the more talented half, he would quickly interject \u2014 he is not only a versatile musician bul a witty satirist of the first order.Over the years, his professional duties have included removing most of his clothing onstage and uttering the notorious F word more than 100 times within the course of a single song.All in a day\u2019s work when you happen to be one half \u2014 yes, George, the more talented half \u2014 of what unabashedly bills itself as Canada's number-one musical comedy duo.But George Bowser is also a Westmount city councillor \u2014 a committed, responsible public figure who not only loves his community but carries out his civic responsibilities in a serious, dedicated manner, with all due reverence for the dignity of the office he occupies.But much like so many of the giants in his chosen field \u2014 John Cleese and Woody Allen immediately spring to mind \u2014 it is virtually impossible to be funny one moment and serious the next without creating some sense of ambiguity.This does not apply to Mr.Bowser, who so effortlessly separates the comic persona with the guitar and silly hat from the conservative elected official with the smart tie and City of Westmount pin displayed proudly on his lapel.As a result, one could say there are two Bowsers, and never the twain shall meet \u2014 except, of course, on those rare occasions when the twains happen to be on the same twack.One example of this occurred last year.While outlining the City\u2019s Communities in Bloom entry during a Rotary Club luncheon, he kept his audience in constant chuckles while delivering his municipal message in no uncertain terms.Most recently, he managed to slip in a well-placed one-liner in the course of an otherwise routine city council meeting \u2014 a generous gesture that was much appreciated by his colleagues and the assembled regulars.This ever-present potential for an unexpected chuckle takes us back to the days of former mayor Peter Trent, who seemed loathe to allow a council meeting pass without injecting at least one groan-worthy pun into the proceedings.He and Mr.Bowser have both demonstrated that humour definitely has its place \u2014 wherever and whenever appropriate, of course \u2014 in the often colourless routine of municipal affairs.Everyone enjoys a good laugh, especially when unexpected, and these impromptu quips are always most building.Last Saturday at 6:37 p.m., during 32-degree heat topped with 80 per cent humidity, the power went out at 3 Westmount Square, near Ste.Catherine Street and Wood Avenue.\u201cI'm sure with that type of building, the windows don\u2019t open much \u2014 if at all,\u201d said Westmount Public Security Captain Richard Bourdon.\u201cThere was an evacuation that was planned, but the problems were fixed in time.\u201d Public Security and the local fire department were called to the scene to aid the evacuation, had it been necessary.However, by 10:25 p.m., the defective cables inside the building that caused the power outage were fixed.Jessica Murphy No dogs un-leashed Westmount Public Security is starting their yearly campaign to remind residents that dogs must always be leashed in public areas.Not only that, but the leashes cannot be longer than six feet.\u201cIt\u2019s often the same thing each spring, especially with new pet owners.They don't know the rules,\u201d said Bourdon.Starting June 14, he said, \u201cour officers will educate people.For the first week, there will be prevention.After that they\u2019ll be handing out fines.\u201d The fines will cost pet owners $75.Park drinking gets expensive Over the past week, Public Security officers gave out nine separate fines for drinking alcoholic beverages in the parks \u2014 four in Summit Park, one in King a damaged front wheel.The car seemed to have hit the curb.\u201cAfter a brief discussion with the driver,\u201d said Bourdon, \u201cit seemed (to PSO Forbes) that he was in an advanced state of inebriation.\u201d The officers called Station 12 police, who came and arrested the driver.\u201cThanks to the vigilance of our patrolling officers, a potentially dangerous driver was removed from the streets,\u201d said Bourdon.Pedestrian hit on Victoria Avenue Public Security Officer Julie Noiret was well placed to help a pedestrian involved in a traffic accident.On May 23 at 5:30 p.m., she was in her Public Security vehicle when she heard brakes screeching and the sound of an impact.She turned to see a pedestrian lying on the ground.The victim had crossed against a \u2018don\u2019t
