When the story came out last week, the tenant living in the flat below admitted that he knew something was terribly wrong upstairs, but nobody seemed able to do anything about it.In all fairness, he probably did all he could under the circumstances \u2014 but when flies and cat urine start coming through Commentary larsenw@transcontumental ca WAYNE LARSEN n Saturday, July 19, a wedding took place on the sand in Solana Beach, San Diego County.It was a small affair, with only a few close friends and relatives present.To the casual observer, there was nothing to make it stand out from any of the other ocean-side marriage ceremonies that take place there on a regular basis.But everyone on the beach that day knew that this was an especially joyful occasion, because just eight months earlier the bride was involved in a horrific car accident \u2014 hit by a drunk driver \u2014 and for the longest time it was not sure if she would survive, let alone exchange vows with her fiancé, Doran Yount, in front of the Pacific Ocean.The bride was Maggie Scott, a Concordia journalism student, occasional Examiner contributor, and Victoria Avenue resident.You may remember her story.It appeared in this column back in December.As it turned out, that column was one of my your ceiling, the situation is obviously far too serious to think about following the proper official channels.It is an emergency that requires immediate police attention, not another bureaucratic letter from a City health inspector or the Régie du logement.There are a lot of sick people out there, and the so-called system tries to deal with them as best it can.It often succeeds, but in this case the system failed just about everyone involved \u2014 from the various neighbours to the building's owner \u2014 not to mention the dozens of innocent, defenceless cats, birds and squirrels who are, after all, the real victims in this repulsive and heartbreaking story.A lot of suffering would have been averted if prompt action were taken back when the first tell-tale signs became evident.It\u2019s bad enough that such a thing can happen in the first place;
