They say that religion and politics are two subjects to carcfully avoid in pleasant company, unless of course you don\u2019t want that company to remain pleasant for very long.In many countries throughout the world, that volatile mixture can and frequently does \u2014 lead to war.But over here we are fortunate; the prevailing sensibility dictates that the two should not become intertwined, except for very specific cases where it cannot be avoided.Last week the two came together in what many believe to be a most inappropriate way.The Harper government sent Rosh Hashanah greetings to everyone whom they believed to be of the Jewish faith.This is all very well and fine, of course, in fact it is common practice to send out such greetings on religious occasions.We all do it, in fact Christian and Jewish holidays offer not only spiritual but economic sustenance, forming the basis of store promotions, sales and other commercial ventures.Even local newspapers \u2014 the Examiner prominently among them \u2014 use such occasions to sell advertising, prompting that inevitable annual quip in the sales department: \u201cHow's that Rosh Hashanah special coming?\u201d \u201cShofar, sho good!\u201d But there are two fundamental faults with this recent government initiative.First, there is no reliable way of determining who is and who is not Jewish.Having a team of interns rifle through the electoral lists of every riding, noting the addresses of everyone with a \u201cJewish-sounding\u201d name, means that all the Cohens, Shapiros and Greenbergs will receive greetings in the mail, while anyone named Jones or Tremblay will not.This is wildly inaccurate; you need look no farther than the Examiner staff box at the bottom of this page to see no less than three examples of Jewish people whose names do not necessarily reflect their faith and who did not receive New Year greetings.On the other hand, my friend and former office mate, Dave Goldberg, considers himself so secular that he claims to put the \u201cyum\u201d in Yom Kippur and usually atones on that day by ordering à large pizza with extra bacon.The second fault with the sending of Rosh BORER IT FREE g aim AER il \"Officer, | can explain! An overview of Westmount\u2019s architectural planning system Over the course of the last few weeks, there has been some discussion about Westmount's building permit process \u2014 the guidelines, the Planning Advisory Committees (PAC) and Council's role.I'd like to take this opportunity to clarify how we came to the process we use and what it is we do to protect the heritage of Westmount, while at the same time allowing residents to alter their homes for their changing needs.Like all municipal by-laws and practices, this is always a matter of finding a balance between the individual's needs and rights, and those of the community at large.Westmount is a city noted for its beauty.In 1916, Westmount created, by charter, an Architectural and Planning Commission to undertake architectural review in order to \u201csupervise, regulate and control the height, shape and design of buildings to be erected, altered, converted or extended.\u201d The goal of the built environment and manage development and change.We were leaders in this process, and from the very start we stipulated that three members of our Architectural Planning Commission had to be professionals practicing in architecture or urban planning, and also had to be Westmount residents.This assured that they had both the skill to analyze requests and the sensitivity to the community to understand their needs.In addition to this group, there is one Councillor and our Director of Urban Planning who is also an architect.The Commission members used their professional expertise to determine the acceptability of projects.Over the years there were a series of guidelines and heritage protection measures, but all were found to be too general for residents to know before undertaking a project what it was that would be acceptable within the framework of the city\u2019s heritage protection.(I applied for a permit in 1989 and found it difficult to determine why my application was refused the first two times it was submitted.It was not clear to me as a resident what the Commission wanted.)
