street, St.Catherine street, and Dor- chester boulevard are among Montreal's most crowded arteries and cach has a direct effect on Westmount.Origin REHEARSAL Ne Next week a report on lanes, parking facilities, and zoning districts, in lower West- mount based on the report submitted by the town planning firm of Bland, Lemoyne and and destination studies of Montreal traffic show that a large part of the traffic in the metropolitan area passes around or through West- mount.Accommodating this traffic in Westmount are the main streets running east and west along the different levels of the city: the Boulevard, Westmount avenue Cedar avenue, Cote St.Antoine road, Sherbrooke street, Western avenue.St.Catherine street, Dorchester boulevard, and st.Antoine street.| | | | Less metropolitan traffic runs through Westmount in a north-south direction and: this mostly on Victoria avenue, But actually, any | through street in Westmount that links one majm artery to another takes metropolitan traffic.\u201d \u201cIt is along major roads that development of a large scale occurs.Commercialization of buildings and areas is a direct result of good accessibility and casy transportation facilities.Public institutions and large residential buildings generally follow the same trend.\u201d The old streetcar lines tan on some of these routes, as do the busses of today serving the needs of the boarder- ing areas.The patlern of ma-) jor roads within the study area is a good indication of the concentration of uses al-| ready existing and where fur- | ther development is bound to | occur.\u201d The report recommended that a system of one way traffic be adopted wherever possible throughout the southern area and that \u201cthe City of Montreal's proposal to couple St.Catherine street and St.Luke-Burnside into a one way system should be extended into Westmount as far as Clarke avenue.\u201d It also | stated that the principle of | the \u2018\u201csuper-block\u201d (a croup | of city blocks between major arteries which take only minor local traffic) should be adopted as a device for conserving and improving the character of the area within the block.The circulatory pattern thus set up would, the report stated, \u201cbe such so as to eliminate or minimize unnecessary through traffic.\u201d The chief reason for the establishment of a one way traffic system on the St Luke Burnside route is, the report noted, to provide more fluid access to the central metropolitan shopping areas and to increase the capacity of these streets for public transit vehicles.The difficulty, as far as West- mount is concerned, is that \u201ca system of this order would tend to divert traffic into the eastern portion of the city and would have to be co-ordinated with local requirements.\u201d Explaining the need fur a \u2018\u2019super-block\u201d system of roads, the repurt stated that although the bulk of traffic has destinations beyond Westmount on either side.there is still considerable traffic which originates and terminates in Westmount.Persons who work and shop in the area together with the residents of the City intensify the traffic on less important routes.\u201d The resultant pattern is typical of most urban districts.aside trom the heavily used roads there is a group of city blocks which tend to form \u2018an Island or reserve of less activity often with a pleasant local chatacter These super blocks have become desirable aveas to live sn because they remain quiel, safe, and pleasant in appearance.\u201d \u2018The circulitory pattern of
