the point of view of economics a municipality exists for the purpose of providing and administering certain {types of local services police and fire protection, water supply, streets and sewerage, eter which individuals cannot arrange for on their own.Therefore, the only reason for one municipality merging with another is to achieve certain economies of scale- through forming a large municipality to obtain better or more services at the same tax rates than before.And even her two municipalities may enjoy the economics of scale in the supply of certain services throuth pooling
