OTTAWA — April 22.1964, is a significant date for all liberal members of Parliament in that it marks the first anniversary of our party's takeover of government. The present government is a year old this week and this seems to me to be a good opportunity to take stock of our achievements and study our performance in the administration of the nation's business. This, of course.has to be related to our position as a minority government, However, despite the fact that we are submitted to a certain amount of ‘‘obstructionism’ in the House — as demonstrated recently by a 16-day debate on a matter that is usually dealt with in two or three | days — | feel that the govern- | meni has accumulated an impressive record of achievements in its first 12 months. In every major area — social security.foreign trade, unemployment and economic stabilitv — positive steps have been taken to further the interests of every Canadian.Unemployment In its first vear of office, the government managed to bring unemployment down to its lowest level since 1957 and at the same time it took several measures to provide new jobs to a rapidly-increasing number of workers, Some of these measures have not yet had time to produce full benefits but we have already ! reached the point where.more and more, problems of unemployment are becoming regional problems — not national ones.; In the field of social security.we have made considerable progress by increasing old-age security pensions by $10 a month: old age assistance pensions by $10 a month: blind and disabled pensions by | $10 a month. And as you know.we are now making every effort to enact our Canada Pension Plan.Balance of payments During our first year of office, we have increased exports by 6% and reduced the deficit in our balance of payments by $300.000,000.Moreover, the government managed to do this and still reduce the expected deficit in its budget for the current year.‘ At the same Lime, we have had to face another problem of deep.national significance: that of holding Canada together as a nation.Never in the history of Confederation has the problem been so acute but recent developments lead me to believe that most of the difficulties between the federal government and the provinces will be ironed out.I will readily admit — as the prime minister does — that we have made mistakes during that first vear.Nevertheless, 1 am conviced that we have succeeded in doing the very thing that Canada expected of us: put the country back on its feet and give it a new start toward prosperity and well-being.A lot remains to be done, but if the first year is any indication, 1 can safely predict that this will be one of the most productive parliaments in our history and that it will do a great deal to re-establish Canada in the position of prestige it once held.C.M.Drury, MP, Minister of Industry J.ROMISH Ladies’ & Men's CUSTOM TAILOR Specializing in clothes made to measure from best materials. Also all kinds of tailoring including remodelling of Suits, Coats, Furs and Dresses.1239 Greene Avenue Phone: 932-0696 Betty MacNeill Residential Agent in Westmount for ENNEST &SON INC.Real Estate Brokers 1331 Greene Ave.935 - 5401; Eves.: 489 - 0722 IMPROVE your PLUMBING DAY OR NIGHT PLUMBING SERVICE Expert service is our most important asset. When you need plumbing or heating service in a hurry, call us.WESTMOUNT PLUMBING & ROOFING LTD.C.Cadorette — N.Lamoureux 206 Olivier Ave., Westmount WE.5-1189 24 HOURS SERVICE pareils PE EE EE mme mr ——— TS rar femmes =.pe For All Your © PHOTO SUPPLIES ® PHOTOGRAPHY ® PICTURE FRAMING ® Regular and Custom Photofinishing © ACME PHOTO Reg'd.4866 Sherbrooke St.W.HU.1-1989 AT VICTORIA VOL.XXXVil, No.17 Mumps, measles ‘popular’ in 63 The number of communicable diseases among West- mounters reported to the Westmount Health Department last year was almost double that of 1962 but never reached “epidemic proportions.” according to a city report released this week. The Health Department investigated 456 reports of Over 15,000 communicable diseases in ° J 1963 as opposed to 236 in see city S measles and Flower Show 1962.These were mainly cases of i | mumps.it was noted.| Over 15,000 people from all The Anti - Tubercolusis Clinic, over the island have visited accommodated al Victoria Hall, lestmount s ; 32nd annual .ower Show in the conserva- Xa ayed over 2,000 persons.Im | tories of Westmount Park, head munization service to residents gardener Eric Aho reported this increased to 726 as compared week.He said that the dis- with 558 in 1962.| plays would remain up for al The School Healtl , least two more weeks, or until 3 he Schoo nea 1 service com- the blooms start to fade.prises the main work load of the Sunday remains the most po- Health Department. They gave | putar day for viewing the col- 995 medical examinations and cor- orful displays and the green- | , .rected 259 defects, a slight in- Free open from 10 a.m.crease over the previous year.! march on Quebec for free education, April 9, 1 would like to reply to statements made by Millicent Hickmore in her column “Tea Time Topics.’ She implies that students are mistaken to apply for free education while they are sick and unemployed. If she had read the demands of the students before making a statement she would have seen that they called for a redistribution of funds in favor of all of these things. It does not make make sense to talk of the bankruptcy of the government while millions are wasted on supposed ‘‘defence’ which is actually useless in the present situation.Mrs.Hickmore suggest that ‘‘not all youth are university material and this is probably the type that organizes demonstrations .”’ This seems an unusual statement since the demonstration was made by university students who have already achieved college entrance requirements. She also draws links between University of Montreal students who took part in the march and “several students in their teens’ who ‘‘have committed robberies and other crimes.” The demonstration on Quebec was backed by the student governments of the French Universities, surely the most responsible students in the colleges. The most naive statement in the article is the sentence “the youths who work during vacation time to help defray their expenses will be the successful men of tomorrow.” There are few university students who do not work in the summer. In spite of the acknowledged scarcity of good jobs for students it is possible for a boy to earn his college fees during the summer: it is a different matter to support oneself while going to university or to help meet family obligations and the needs of younger brothers and sisters. And it is impossible for a boy or girl to earn enough money in the summer to both pay fees and support oneself. It is odd that Mrs.Hickmore speaks only of the ‘‘successful MEN of tomorrow.” The only valid criterea for college entrance examinations is ability. We must have a government which will provide education, medical care and employment for all.If the present form of government cannot do this, we must have one that can; a socialist government.Eleanor Robinson, 3rd yr.honors student McGill University Publicity helps hospital work Sir: — I would like to express the gratitude of the members of the Executive Committee of Montreal West Operatic Society for your kindness and co-operation in the past regarding the publicity for our anmual performances of Gilbert and Sullivan operettas.Any increase in ticket sales arising from newspaper publicity can never be fully measured, but we sincerely believe that our ability to aid the marvelous work of the Cardiovascular Department of The Montreal Children's Hospital, through the proceeds of our productions, is largely dependent on our Society's publicity in which the newspaper med- fum plays so vital a part.J.8S.Woodard Ode to Westmount Park Cannon Great iron hulks of weather-beaten brown, You snooze upon the sagging and the rotting axles; Your many-spoked wheels clutch feebly at Rusted hubcaps and root within the ground. How many years has it now been Since they first dragged you to this restful field Beneath the rustling elm leaves, With flowers around you, sparrows on the limbs?Since first I marched across these twigs and lawn Advancing gloriously on the squirrels, Or steered my fleet upon the sail-boat pond, You squatted gruffly near the mound beyond. There was a time on distant, foreign hillside, When you reared your long, stout finger Menacingly towards the bursting flames Of dawn’s great cannon on the sky-line.And then your wicks were pricked with fire Which crawled within your armoured chest, Until you gasped in seething fury, Billowing forth volcanic boulders with a tremendous fire.Through long, hot hours you mangled foemen.Amid war-shrieks and pattering drum, They slumped to earth with blood and groans; While at sunset you rolled forth again. Now you preside in agéd splendor here, Two doting veterans, still beside the flag; All friends and enemies now hidden On the field or in the worm-chewed bier. You creak in wind and warp in rain; In warm days children’s armies play.Your arms seat girls and old men drowse, For battle’s storm has passed
