the age of eighteen.The idea is that this would reduce the working force and thereby lower the number of people who are unemployed.The reason this suggestion is received favorably is that it is nice to know that they have such silly people in high places in the United States.From time to time Canadian statesmen, so- called, propose something that is weird and nonsensical.Such people need company and to this distinguished company of Canadians Mr.Wirtz is now nominated.The idea of keeping young people in school against their will until they reach the age of eighteen would not do the children any good.There is a certain amount of schooling that every individual must take.He must.if he is of any intelligence at all, be able to read and write and do sums.Then there are other youngsters either unable or unwilling to go any further.These are better out trying to earn their living, or partially earn their living, than sitting in school waiting for that day when the calendar says they're sixteen and they can tell the teachers and hte principal that they're off on their own.If the leaving age is raised to eighteen, there will b ean expense to the taxpayer, which is bad enough, but the real problem is that there will be an increase in the number of young people requiring psychiatric treatment.A compulsory idleness is an evil under any circumstances.Sitting in school learning it or not.What are some of these changes?@ The continuing growth of Greater Montreal with its concurrent increase in traffic as a result, the widening of Dorchester and other arteries.@ The construction of Metro with its terminus at Atwater and St.Catherine\u2014 as a result the increase in land values adjacent to the terminus and the change of a somewhat depressed area to one suitable for major developments.; @ The continual aging and deterioration of some areas, resulting in a static or redue- ing taxable value as evidence of the aging in the city we have had to carry out major and the expanded services and facilities demanded by the public, resulting in an ever- increasing budget and consequent increases required in revenue.The City of Montreal has an an announced and mentioned.Having in mind that change, in many cases, causes misunderstanding, mistrust and in some cases, hostility one may ask where does the city council fit in this picture?Prior to this point lumps.The council is ready to ree ceive its accolades when they happen, and certainly is ready for its lumps.With reference to lumps a recent article by Norman Vincent Peale quoted Theodor Les- chetizky as saying \u201cWe learn much from the disagreeable things pcople say, for they make us think: whereas the good things only make us glad.\u201d Now to the Council's position in these changes \u2014 the Council must by its mandate consider what it considers the best interests of the city at large, while trying to minimize the difficultics and problems of those adversely affected by the changes.The council must have in mind not only the current situation but must try and look forward and anticipate the future.At the same time the Council must try and respect the wishes of the public.In many cases these requirements are conflicting and of- forts are made to try and resolve the conflicts.Let's look at a few examples \u2014 + Park looks bombed Westmount Park which currently looks as of it had been bombed.No major work has been done on it since it was originally built 66 years ago.At that time 1 might add the change from a natural park to the state it has been in for many years caused substantial controversy.As major work was required it was decided it should be done for a long period ahead.As there are no park experts on the Council, after some search the best consultants we could find were engaged.Their recommendations were reviewed, considercd acceptable to Council, and passed on to the public.As a result of general public reaction, the whole situation was again reviewed in detail, including meetings with your executive.As a result the plans for the first phase were revised slightly, including a 20% reduction in the width of the paths, and phase 1I and phase : HI which included many of the so-called formal features, have not been adopted by Council pending further study and submission to public opinion.I might also add that the question of park facilities adjacent to the two new proposed complexes \u2014 Atwater Park and Westmount Centre\u2014 has been raised.With defer ence to the developers of At- water Park area I use this term instead of West End Plaza to avoid confusion in names, The excess land adjacent to the new Dorchester street and our Private Bill to expropriate (mentioned in our latest news letter) will give the city the ability at the appropriate time to create additional park space but there is so much undecided at present., Obviously firm plans for | park space cannot be made, but it is certainly being kept | in mind and will be carefully considered.It must also be kept in mind that the demolition of 103 houses on Dorches- ter street partly offsets the additional population in the proposed apartment blocks.In addition the new expressway between the CPR tracks and SE TRA; St.Antoine street, recently announced, will undoubtedly result in the tearing down ot many houses and will consequently reduce the participation in Stayner Park.Assuming all these demolitions take place, the loss of inhabitants will amount to some 1500 while the two centres proposed would increase the number by some 2500, a net increase of about 1000 persons.All these facets are being considered and projected into the future, prior to any action.Plaza must be developed What about West End Plaza, the Atwater Park development?The area currently is a parking lot partly in Montreal shortly to be the West End Terminus of Metro.It must be developed.If the City of Westmount dues not see to it that their portion is appropriately and economically developed, the whole land * area would probably be sub- jeet to transfer to Montreal.In tact representations, so far unofficial, have already been made to Quebec for the transfer, but so far no action by | Quebec has been taken.The cost of this development in excess of $22,000,000.will | Complete text of Mayor's address produce a very sizeable revenue which will help development and cannot be hoped to fit a very large development as well as medium and small structures.Accordingly it is anticipated that in the case of a major development.a by-law change is essential and it is this fact that gives Council control of the genera) nature of the development.| While the Council is being criticized by some for presenting to the public their recommendation for the two high-rise projects, Westmount Centre and Atwater Park.it does not appear to be generally known that the height of buildings under the former by-law was reduced from 10 storeys to 6 storeys on Sherbrooke.the north side of Western.and Greene and Victoria avenue shopping areas.This means that the development taking place today between Wood and Mount Pleasant avenues would have been 10 storeys in height, whereas it is now restricted to 6 storeys.When the new Zoning By-Law was adopted in March 1963.the Council \u2018 provided that high-rise buildings would be restricted to; the southeast and southwest! citizens in Westmount it will reduce travelling time downtown, substantially.Parking for 1.000 cars is provided in the plans for Atwater Park and for another 1.000 in West- mount Centre whieh should look after those who wish to travel part way hy autome- bile.The ofter ot $75.000 finally vesutted trom a request by the City of Montreal to change our intermunicipal boundary in such a fashion that the whole of Atwater Park would be included inside the City of Montreal, The reasoning was given thi this could be a Westmount contribution to the costs of the subway.This suggestion was not accepted, needless to say.At later meetings with Mont- cecal it was pointed out that the Metro would be operating at a deficit and that Montreal citizens, including those in N.D.G.would be paying for the deficit while the citizens of Westmount would be using the facilities and making no contribution to it.This scemed basically unfair, so an estimate of the deficit was obtained trom Montreal, and Westmount has offered to share in the forecast deficit to the amount ol $75,000 a figure proportional to the respective valuation rolls of the two cities concerned.This ligure was of course subject to review after the first pay- meat.having in mndi the aet- ual deticit and the situation at that time.So much for the $75.000 which 1 consider concrete evidence of Westmount's willingness te \u2018bear her share.\u201d Stand pat Another theeatened change ts that of annexation.This must be considered in light of charges that the suburban municipalities only wish to preserve the status quo and stand pat.As vou know, the City of Westmount has aligned itself with the majority of suburban municipalities on the Island in the Intermunicipal Coordi- \"basic administrative, ccono- nating Council.This organization, as its name implies, is one which \u2014 while vigorously upholding the principle of local government strongly believes in a policy of intermunicipal cooperation.On April 28, following a meeting at the St.Laurent City Hall khich 1 attended, \u2014 the ICC issued a statement of principle which received wide coverage that night and the following day in all newspapers and on all radio and television stations.That declaration made it abundantly clear that the suburban muni- cipalitics, for from favoring a stand-pat, slatus-quo attitude, are desirous of cooperating with all concerned to achieve a solution to intermunicipal problems in the Montreal region.Precisely what is the position of the suburban muniei- palities.Well, let me quote one sentence from the ICC statement : \u201cThe Intermunicipal Coordinating Council will endeavor to demonstrate that it is possible to devise a workable system of intermunicipal coordination which serves the mic and social needs of the region as a whole while safeguarding the democratic rights of its component communities, I think you\u2019ll agree there's no stand-pattism about that position.Nor is there in the following remark, also contained in the statement.\u201cNo purpose will be served by the To WMA The suggestion that the suburban municipalities seek to maintain the status quo Is equally false.The statement of April 28 established quite the contrary.In clearcut terms, the suburbs have made it clear that they favor an intermunicipal system based on cooperation and coordination, although they do re- jeet capitulation and control.Allow me to spell out, in more specific terms, some of the thinking of suburban municipalities.We believe, first of all.that the maintenance of local government is essential, that it is the foundation- stone of democratic government in Canada and that serious thought should be given to its possible extension to gigantic urban areas such as the City of Montreal itself.Secondly, the suburbs believe that certain problems which affect two or more municipalities are problems of a district nature.They can and should be solved by organisms functioning at that level.The best examples I can cite are on the Lakeshore and on the South Shore where groups of municipalities act in unison \u2014 on a voluntary basis\u2014 to work out common problems, The third point is that problems whose
