Westmount citizens are imaginative folk in nearly every walk and station of life.There should be no paucity of good ideas.The municipal association now invites them.And we offer a cash spur.Feel goaded.Let's elect MPs by elimination EOPLE get the government they deserve?Probably.Canadians don\u2019t want a strong central government, deliberately elected last week a checked and near \u2018\u2018balanced\u201d House of Commons, decided neither the Grits nor Tories should have a clear majority?Nonsense.Simple fact is, an electorate has no collective conscience.It is com- priced of individual voters each with his or her own view.The ballot box provides only the result of the count of individual votes.Pundit and amateur politician alike cannot convince us that the citizens of Canada collectively willed themselves the character and makeup of this new Parliament.+ ¥ * The case for proportionate representation be- WE SAY comes ever stronger in Canada, with the ascendancy of third and fourth parties \u2014 more than just \u201csplinters.\u201d Our electoral system was designed to choose hetween two parties.It is sudden-death voting.We now need second chances for making second choices.+ ¥ + This Parliament, like the last, has a government which commanded more votes than any other party.But, equally important, more people voted against it than for it.Likewise with many MPs.He was elected because he polled more votes than any other candidate, yet more people in the constituency were against him than for him.This wasn't so in West- mount, but could have been.An old trick for getting a less popular man in is to encourage \u201cindependents\u201d to run, to reduce or split the votes available to the more popular one.¥ ¥ * Elections by elimination would change this.A primary vote count would show clearly the weak candidates.those without a hope.A second ballot or count would make the votes which had gone to the eliminated available for a truly popular choice, and for a clear majority for the winner.And such a system would provide the electorate with an inkling of what kind of House they were headed for.They would have a chance to improve it next time around \u2014 not in a few months or a few years, but then and there, You Say Call for ideas for \u201867 project Sir: The manner in which the City of Westmount could best participate in the ob servance of Canada\u2019s 1967 Centennial celebration was discussed at the last meeting of the Westmount Municipal Association's executive committee.A special committee has been appointed from this body to make a study of the possibilities and to submit a report thereon, I am certain that all citizens are of the feeling that the Centennial should be celebrated in an appropriate manner befitting the occasion.It is for this reason, therefore, that IT would welcome receipt of any suitable ideas in this regard and would ask that such sugegstions be sent to the Secretary of the West- mount Municipal Association at 37 Bruce avenue, West mount, Quebec.C.Aspler, President, Westmount Municipal Association.\u2018Golden chariot\u2019 is defended Sir: 1 feel a reply is warranted to some of the inaccuracies and predudices of Francis Allan in last Tuesday\u2019s Examiner.One of Mr.Allen\u2019s principal grievances seems to be the principle that Westmounters were insulted by the \u2018\u201cGolden Chariot,\u201d in which Mr.Alex Hutchison, defeated Progressive Conservative candidate.campaigned the Saturday before the election.For Mr.Hutchison, it was not a \u2018humiliating ordeal.\u201d After running all day, he remarked that he had enjoyed it.And, is it not good that children take an interest in politics?Their noise was only an indication of enthusiasm;
