northern counties, 45 - 80°.Doubtful city \\will change rooming by-law the City of Westmount will change its by-law concerning rooming houses due to the {ing the by-law and that things { lovked very promising for having Fthe by-law packed away for half la year, | When questioned about this, : City officials, smd that there as {very little chance of having the by-law changed or overlooked and where the Expo official got his information was a mystery to i them, i They explimed that you can not just forget «a law for six months and then enforce it again and expect people to obey it.\u201cWe tried that just after the war, with very bad results,\u201d said one official.AFTER EXPO \u201cWe had good reason to create that law and if we let it go for six months the : sidents of this city will, quite rightly, take it to mean that it is not a very important law and can, after Expo, be broken without any great fear of the authorities.\u201d One official of the city said, \u201cIf we did put it on ice for a while, and later brought someone (o court for an infraction of the law, we would have a hard time explaining why, if the law is worth enforcing, we wrote it off the books for six months.\u201d The plan is now before the city council for studying.But, as one top official said, \u201cThe chances ot changing or overlooking the law | is very slight.\u201d is 935-2456.All residents of the city will receive a card attached to their next light bill which will enable them to keep the new number close at hand in case it is ever needed.The city already has one emergency number, 931-1711, to which an extra three lines have been added, but the second was thought wise due to the fact that several people have found that they are unable to contact police because all the lines are busy.The city has had this second number for a good time but found that it was being used very little.Therefore it was decided to turn the number into an emergency line.City gets new emergency number The City of Westmount has a new emergency telephone number for the use of its residents.The number The city points out however, the new distress number should be used only in emergencies and should not be used for information if other city or police lines should happened to be busy.In case of omission, jcards with the number on them are available at city hall to anyone who does not receive one in their next light bill.Index Classifieds .10 Editorial .4 Sports .n Women's .8-9 The Westmount Examiner, Thursday, July 28, 1966 \u2014 2 14 Pa 4 \u2018La langue bien pendue by Stephen Schofield Dunsfold, Surrey, Eng.: Why is it that the beautiful French language, resounding with verve and zing, and most euphonic to music, seemed to dull in schoo}?At least it was to me.What has since made it interesting are the logical and charming expressions.To me the most charming is this: He gets what he wants, or he wrests eircumstances to suit his own ends.That is the meaning, the cold English expression, while the French say, \u201cIl fait la pluie et le beau temps.\u201d He makes rain or sunshine; yes, he makes it happen.That is the nicest expression 1 know, 1 know a Westmount girl, surprisingly encore \u2018sur les tablettes,\u201d who longs for a leisurely cruise to Bermuda.Alas, her dreams are shattered hy an alarm clock which rouses her in time for work each morning, She dreams about it anyway, building castles in the air.\u201cElle batit des chateaux en Espagne.\u201d Why Spain?I have not the foggiest notion.Ask Dan Johnson.Apparently he can answer anything.Most lawyers, politicians and salesmen possess what we call the gift of the gab; or we might say he or she talks like à river.Here the French surpass us with \u201cElle a la langue bien pendue,\u201d and you must know as many as 1 do, both men and women, whose tongues are very well hung.In English we might say that ostentation is obnoxious, which is brief and cold, while the French, using more words, express it much better.\u2018On n'aime pas les gens qui font parade de leur richesses.\u201d When a social butterfly and her Romeo spend a wild night in Montreal and come home with the milk in the morning, they are apt to acquire brownish pouches under the eyes; and after many such nights these pouches become permanent \u2018\u201c\u2018rowboats\u201d or \u2018tes yeux cernés.\u201d No English But for many French terms there is no precise English.\u201cLa politesse du coeur,\u201d for instance, we can perhaps translate as kindness of warmheartedness, but we cannot say it precisely.Similarly \u201cla joie de vivre,\u201d and \u2018c'est la vie\u201d are really inexpressible in English.And French terms are more logical.Why is a hobby \u2018\u2018un violon d'Ingres?\u201d Because Mr.Ingres, a great French historical painter, played the violin as a hobby; when he moors the boat to the wharf, then the boat is fast to the wharf; when he eats very little, he is on a fast.\u201cAnd if I go to Montreal and have a good time for a few days,\u201d he said, \u201cmy English friends tell me I'm a fast guy! I can speak English but I do not understand it.Non monsieur.\u201d Discretion And there is the matter of French that have practieally become part of the English language: puissant, tête-à-tête, bric-à-brac, and so on.How should these words be used?In this connection, H.W.Fowler, author of The King's English, writes as follows: \u201cDisplay of superior knowledge is as great a vulgarity as the display of superior wealth; greater, indeed, inasmuch as knowledge should tend more than wealth te- wards discretion and good manners.That is the guiding principle in using French words in English.To use them as if one is one of the select few toe whem French is second nature, is inconsiderate and rude.\u201d Mr.Fowler may be quite right, generally speaking; but he is not addressing the citizens of bilingual cities.To Montrealers he would doubtless allow more lattitude.Un Beau Hit! have good reasons to believe it is exaggerated.1 compiled a long list of French expressions used in Montreal, in Sherbrooke and in Quebec; and not long ago I sent this list to Hugh Mac- Lennan of Montreal, then in Grenoble, France, asking him to tell me frankly if they were used in France.He replied that they were all used in France.Westmounter in France I have a Westmount friend who sent his son \u2014 actually a Godson of mine \u2014 over here and to France to take a special course in French, which he completed.During his course in France, chatting with local Frenchmen almost every evening, the young Westmounter explained how the Quebec Government revolutionized its educational system, pioneered unprecedented advices in social welfare, lured big industries to the Province, engineered new tax deals and won control for the Province over the nationwide Canadian this aroused end- accepted Federal aid for the universities only te announce that they would use the money to build roads or anything they wished, and about the separatistes.From a young less interest among Frenchmen in France.(This was before Johnson edged out Lesa- ge).Well Hung Repeatedly plied with questions on this particular topic, the young Westmounter's tongue became very well hung.When the time came for his oral examination, he steered the conversation to Quebec and the separatistes, which also interested the examiner, who queried him about this throughout the examination.Hence it was that the young Westmounter, having expounded the subject almost every evening in the bistros, and baving been supplied, when required, with apt words for expressing various details \u2014 he was able to fulminate about Quebec's achievements and problems with admirable lucidity, which rather astonished the examiner, who gave him very high marks.I showed my list to this young Westmounter, and he too says the expressions are all used in France.The only expression \u2014 expletive would be the better word \u2014 I have heard, rar@y in Montreal, that pops out in Paris 20 times a day, is \u2018\u2018voila\u201d\u2019 meaning something like \u2018\u2018oh\u201d, or \u2018\u2018well\u201d, or \u201cyou say so.\u201d $77,900,000 Here in London an uncle of mine dropped in to see an old friend, Mr.D., a fellow Canadian, who invited him to dine at his club.\u201cFor a little celebration,\u201d he said without giving the reason.After a sumptuous dinner, champagne and cigars, Mr.D.said he had been in France a year ago, negotiating a large transaction, which had fallen through because he had been unable to speak French; that he had therefore made up his mind to spend one year learning it; that he had now learned it and had just returned from Paris, having resumed Ontario in deaths and outstrip all provinces in property damage on the roads.Our insurance rates cloquently reflect this.We say \u201cunchecked.\u201d because that is the situation.Excessive speed beyond posted limits as well as dawdling, overtaking on blind curves, hills or over solid and double white lines, cutting-in, intemperate driving, tailgating, vchicles lacking lights and adequate brakes: all go virtually unchecked on Quebec's highways.Unchecked are the clients of country hotels and taverns \u2014 and of city night clubs \u2014 to see that inebriates don't leave at wheels of cars, Unchecked are the baby - faced drivers of youth-loaded jalopies, or horrowed family cars.to see if they really do possess valid licenses.Unchecked is the retired gentleman \u2014 he drives \u201creal slow and careful\u201d but drives other road users to impatience and imprudence \u2014 to be sure if he has the eyesight.physical strength and reflexes to handle a modern car.¥ ¥ x HE unadorned truth is that unchecked are even the most flagrant abuses, seen every day and particularly over weekends.The only agency charged with the job is the Provincial Police.The record proves they have failed miserably, tragically, ineptly and culpably.There is nothing more sobering, alerting and conducive to responsible behavior on the open road than the sight of a police motorcycle or cruiser.We've all scen the orderly line of vehicles following tamely behind a police car.If the latter's speed is near the limit, none but the foolhardy will attempt to overtake.Even drivers coming the other way will, upon sighting the telltale red dome light, flashing or not, slow down.A parked cruiser.by the side of the road or even at a roadside service station or restaurant (where they seem most often) has the magical effect of making law- abiding, responsible operators of us all.(Maybe worn-out or dummy police cars should dot the verges of our highways!) * #% *% ( UEBEC is valiantly « building a network of better, safer roads.Manufacturers have been bitten into getting on with safer, surer cars.Educational and other authorities are pressing on with more adequate driving training and testing.Insurance companies are ever more critical of the accident and claim records of their clients.But none of this is any substitute for control, supervision and constant surveillance of traffic on the open road \u2014 where a high proportion of auto tragedies occur.Let's face it: many of the tiniest villages of the Province are better policed than the highways between, which are clearly the responsibility of the Provincials.You Say Government lacks responsibility The editorial which appeared in the Westmount Examiner on July 7, has questioned, \u2018and we might add, in a rather crude fashion) the whole basic position of the Westmount Tenants Association in their search for low- cost housing.For this reason.it gives us our opportunity to state our position and attempt to refute some of the implications that have appeared recently in the Examiner, The issue of compensation for properties expropriated and the issue of the services a group of citizens can expect its government to provide are separate.They are separate in this case, as to specific, legal rights which govern the issues.The law provides compensation for the owners of property and the Westmount Tenants Association has hired a lawyer to explore the rights of tenants in this regard.This struggle for adequate compensation is directed at the Province of Quebec and always has been.Since it is an issue provided for in the law, it has not become an issue within which a struggle for basic human rights can be focused.The question of tlie services and facilities that a democratic governmen( can pro vide is a basic one.It is being raised as a result of the expropriation since people who had enjoyed a certain standard of living are now left in a position of probably having to accept less.We have not questioned the right of the Trans-Canada Highway Commission to expropriate land on Selby Street.What we have questioned is the responsibility of the government to provide to those uprooted the possibility of living as well elsewhere, It has been our understanding through the year that City of Westmount has also questioned this responsibility and al least \u2014 verbally has take it, from flyers distributed to Selby street residents to the undertaking of an Urban Renewal study plan the city of Westmount, conscious of the needs of a group of its citizens, has tentatively accepted this responsibility.It is not a legal responsibility but it is one which reflects the broadening concept of the role of an elected government in proving basic human services.It is a responsibility already accepted by bovern- ments in other parts of the world, Ireland for example.And what is this concept of the provision of basic services by a publically elected and tax supported government?Charity\u201d Hardly.Our understanding of charity is the giving of ones private means directly into the hands of another who has done nothing to earn it, If is hard to understand how the demands of a group of citizens for a certain expenditure of public money to which they have contributed for a life time is charity.When the population of Westmount agrees to spend public money on a swimming pool or school, or good roads, this is considered a good use of public money.We believe that good housing \u2014 a basic But where are they?The accident toll is a grim scoresheet.It is the record of performance of the Provincial Police.It is a bad record.buman right stated in the U.N.declaration of human rights \u2014 is a proper use of tax money.When it is not available privately \u2018as is the case for adequate housing.large enough for 5 children, with proper services at a price a working man can pay) then it is the proper responsibility of a tax supported Government.Because there is not a swimming pool in everyone's back yard, the city has used public money to build one.To not in any way detract from our approval of our public swimming pool, we say that adequated housing is more vital to human growth.Is this concept of the provision of basic services by an elected government new?It is certainly not new in schools.at one time a private domain.Is it new in housing?The Examiner seems to feel it is.They seem to have forgotten the CMHC which has been providing subsidized housing in Canada for years.What about a Canadian tradition for using public money to give the initial start to non-sub- sidized housing \u2014 e.g.cooperative housing which is calculated to pay its own way and eventually pay back the initial investment.That tradition does not exist but unlike Farm\u2019, Ramezay Road, like a number of other streets in that particular district, has a name closely associated with the early days of Montreal.St.Sulpice and other street names of this district similarly echo the history of the first settlement.It is safe lo conclude, judging by the association of the other street names that Ra- mezay commemorates that governor of the Island of Montreal, whose residence.the Chateau de Ramezay, is one of Montreal's most delightful and interesting monuments.Although a portion of the Chateau has been restored and altered, a great part of it is still in its original state, and it is easy to picture the life of the de Ramezay family in the lovely old house.Victor Morin, L.L.D.who once wrote an account of the Ramezay family stated that Claude de Ramezay was the first of his family to settle in Canada.He came to New France with the Marquis de Denonville, the newly-appoint- ed governor in 1685.De Ra- mezay was a licutenant in the Marine troops, and at the same time his friend Philippe de Rigaud, later the Marquis de Vaudreuil, came ouf.Both young men were destined to brilliant futures, and each received promotion rapidly.De Rameczay was
