however.must contemplate the ramifications of any such action.Will it really help bring an end to the fighting or only add fuel to the flames?Two opposing views are at the root of the present Nigerian civil war.One, that of the Nigerian Government.is that some form of a federated state is viable for Nigeria: the other view.that of the rebels.is that federalism is unworkable in Nigeria and that a breakup is at once inevitable and desirable.The Canadian Government does not consider itself an authority on whether or not a federal system of government 1s inherently good for Nigeria.We do subscribe to certain principles.however.As Mr.Sharp put it: \u201cOne of the principles ot international relations is that of non-interterence by one nation in the internal attairs of another.Non U.N.to call for a cease-fire in Nigeria before an internal political settlement is reached would be, in my opinion.counter-productive.Genocide The distasteful word \u2018genocide\u2019\u2019 has been a major cause for the publicity that this civil conflict has been receiving.The use of the word has persisted although no evidence of genocide has been adduced.Two Canadian Members of Parliament, who just returned from the rebel-held area, dispute invited observers\u2019 reports.However.a distinction must be made between genocide and war-time atrocities.The latter are inevitable in any civil war.On this continent.the American Civil War attests to this.Where genocide could occur is within that part of the former eastern region now controlled by the Nigerian forces.precisely where the official observers are carrying out their duties.The most immediate and most complex problem is starvation.The Canadian Government appreciates this problem and, as it has reiterated.will do everything
