all were in the 14-15 age range.Their possession of a key is believed to be leading to clearing up a whole series of apartment- locker and car thefts over the past couple of months.Westmount\u2019s 1939 anti-noise bylaw is about to have an amendment to tie it in with the automotive age and the sports car era.First reading was given to an amendment Monday night which adds a section, relative to the provincial highway code, to the effect that: \u201cNo person shall drive a motor vehicle unless such vehicle is provided with a muffler in good condition and so constructed and maintained as to prevent any excessive noise.\u201d À Westmount constable in future will have to stop and think under which by-law he is going to prosecute an offender.Or, rather, if he figures he can\u2019t get you under one local edict he can get you on another.Last winter's new traffic bylaw says: \u201cNo person shall cause a vehicle or the motor of a vehicle to be operated in a manner likely to disturb the peace, comfort or repose of persons in the vicinity.\u201d New Post Office not quite ready Date of moving of the West- mount Post Office from Greene avenue and de Maisonneuve boulevard west to its new building at St.Catherine street and Olivier avenue was still in the air this week.Local postmen had anticipated the move for this weekend, but last week it became apparent all was not in readiness.\u201cEarly May\u201d now is mentioned by postal officials downtown.6 false alarms rung in week Westmount Fire Brigade had six false alarms over the past week, three from the same box at Selby and Brooke avenues, two from Westmount Square, and the sixth from Selby and Greene avenue.Polluting the air is illegal Alright, law-abiding citizen.Add these to your long list of City of Westmount \u2018\u2018thou shalt nots:\u201d @ Don\u2019t permit smoke of more than 40 percent density to enter the local atmosphere; lies with the teachers.There are ties of parents and teachers through school program participation, Home and School activities and personal links.Yet, we must wonder where the wider public stands.A profession, once beheld on a pedestal, has devolved its image into that of just another segment of organized labor caught up in strife with its employers.There remains a difference, however.That is that the employer is not a large corporation of a branch of private industry.but a government.And government is us all.Tuesday's strike proved nothing which government and citizens didn\u2019t know before.It may have made some of us more aware that teachers and government have not achieved a contract.But we think the classes-stoppage was a wasteful misuse of schooling time.It is unlikely to change government policy.Bury our own dead ?Isn't it about time Westmount finally gained those ultimate explars of good living: public wining and dining.All that remains to be added are facilities for burying our own dead.The last known burial ground was that atop the mountain used by our earlier inhabitants, the Indians.And no one now around seems to recall our ever having our own undertaking parlor.Now here is something wide open to free enterprise, in an area noted for some of the finest funerals in these parts.Just as discerning restaurateurs have moved in, in the wake of sweeping aside the Victorian idea that Westmount should not have dining room liquor licenses.We now have some of the finest eating establishments going without having to step over the border into neighboring Montreal.Why should it be so for our funerals?We thought perhaps we did not have one of those places, replete with slumber rooms, soft lights and organ music, because such was not provided for in the city\u2019s by-laws.Such as, for example, it was discovered last winter zoning did not allow animal hospitals (since corrected) even though there long had been one here.Or, as a few years ago, we out-lawed massage parlors.But, no.It seems that if one wanted to, one could open up a Westmount Funeral Home, or whatever name one should choose, in a narrowly restricted but nonetheless allowable area, on either Victoria or Prince Albert avenue, mid-way between St.Catherine street and de Mai- sonneuve boulevard.As for our own cemetery.land values being what they are, plots in Côte des Neiges and on Mount Royal will probably have to suffice for some time to come as the fashionable last resting places of Westmounters.You Say Sir: According to your reporting of the Westmount School Commissioners\u2019 meeting in last week's issue, it would seem that some of the Westmount parents who send their children to Roslyn School may be unaware that there are.in addition to bilingualism.other equally important matters worthy of concern in education today.Westmount Park School does not have a French immersion program but principal.teachers and parents have been working on Regulation I and it is planned to formally commence implementation in September 1969.West- mount Park School does have its special problems (what school does not?) but again the principal, teachers and parents are concerned and involved and are working together in an atmosphere of cooperation to find solutions.As a parent I am very content to have my children at Westmount Park School and feel we have here the beginnings of a truly co-operative school, in the spirit of Regulation I.(Mrs.) Isabel Meyer 64 Bruce avenue, WESTMOUNT 215.St- Scholastique A meaningless controversy Almost overnight, the sleepy Laurentian town of St.Scholas- tique has been awakened by a highly-inflated political controversy between the federal and Quebec governments.It centres, of course, on the choice of the site for Montreal's new international airport.In an effort to rationalize this controversy, I should like to describe the events leading up to the historic decision of last month.An intensive review was begun by the federal government in late 1966 of the airport requirements of the Montreal region.In July 1968, the federal cabinet decided to build a new international airport and then proceeded to investigage throughly the possible sites.JFinally, on March 27.my colleague, Mr.Hellyer, announced that St.Scholastique had been chosen as the ideal site.The alternative of expanding the existing facilities at Dorval was rejected on the grounds that the necessity of moving families would be socially undesirable and economically prohibitive \u2014 $1 billion was the figure mentioned in the review.Dorval will be superseded by the new international airport in terms of capacity and, of course, importance.Its own capacity of 3 to 5 million passengers a year, however, is expected to be the same in 1985 as the loss of long-range traffic will be compensated for by an increase in short-haul intercity traffic.This anticipated role of Dorval had some considerable bearing on the choice of the site for the new airport.Two factors There were two important and not unrelated factors which influenced the choice of St.Scho- lastique.One included all the technical criteria used in determining the best location for such an airport, the other focused on the economic impacts of the possible sites.The criteria were: air traftic security, no encroachment on urban zones, accessibility for the majority of users, good access roads, good accessibility to Dorval, convenience to housing and industrial development areas, economic promotion of the region of Montreal, and cost-benefit ratio.After analysis of these criteria, the cabinet reduced its choice from 20 suggested possibilities to five and then created a task force to examine these sites from the point of view of their different economic impacts.This task force, chaired by Prof.Benjamin Higgins of the University of Montreal, comprised representatives from the federal government.the Quebec government and the City of Higgins report and in the light of the a - forementioned criteria that St.Scholastique was chosen as the logical site for an international airport.I, therefore, cannot agree with the strong objections raised by the Quebec Government over the site choice.If the regional programs of that government were the only criterion for such a choice.there may have been some merit in choosing a site to the northeast of Montreal or possibly the south-east although the Higgins report favored a site to the north of the St.Lawrence.But to be useful.an airport should be in a position to serve its clientele efficiently.It is estimated.for instance.that in 1985 the great majority of passengers (86%) using the new airport will have as their origin or destination points: the center of Montreal (22%), west of Montreal (50%) and north of Montreal (14%).Passengers wanting to connect with nearby cities (Quebec, Toronto) will need quick and easy access to Dorval.The distance between St.Scholasti- que and Dorval (17 miles) is reasonable.that between Dorval and points eastward is much less so.It is, therefore, misleading for the Quebec government to accuse the federal government of being dictatorial in its choice of the airport site.For while the final decision was naturally made by the federal government.this decision was the result of cogent analysis of all the relevant facts and factors by all
