offers board Academy road for $1 as \u2018The City of Westmount is prepared to sell to the Protestant school authorities the bed of Academy road, from Melville avenue to Park place fronting Westmount Park School.for $1.This was the gist of a letter Monday from Mayor Peter M.McEntyre to the School Commissioners for the Municipality of the City of Westmount.It was the reaction hoped for by the school board in answer to their bid to acquire the right-of- way and convert it into an outdoor play area between the school and the Westmount Park playground.Closing was mooted by the Westmount Municipal Association last spring but subsequently turned down by the city after a traffic survey indicated there appeared to be little danger to youngsters in the area.Subsequently, the school board heard an imaginative series of suggestions from Architect Joseph Baker, which led to a new bid to the city, followed by a city hall meeting of interested parties on Oct.28.Provisions The provisions of Mr.Mc- Entyre\u2019's letter include the closing by the city of both ends of the property by sidewalk continuations so as not to retain the appearance of a street.The school board would be required to maintain a paved surface, \u2018\u2018accessible to and of suf- fident strength to support the heaviest of the citys fire-fight- ing vehicles.\u201d The cost of relocating services and drainage existing under the street, if relocation is necessary, would be borne by the school authorities.The mayor stipulated that the land should remain in perpetuity a park or playground area, but would be ceded back to the city in the event of sale of the school property or other change which might affect ownership of the area.School people would have to undertake all maintenance, including snow Federal assistance for minority-language education When the Royal Commission on Bilingualism and Biculturalism was set up under Mr.Pearson\u2019s government in 1963, there were various reactions from the public at large.Some considered it to be a waste of public funds.Others, that it would solve the French-English problem in Canada.At the time.I was not so rash to voice either sentiment.I did believe.however, that some positive steps would result from the commission's inquiries.To date.my views have certainly not proved to be unfounded.The principal recommendations of the commission's first volume are embodied in the Official Languages Act.in force for some months now.Volume ll Volume II of the B and B Commission was published late last year.It deals with education.People were perhaps surprised and somewhat taken aback that's federal Royal Commission should involve itself with a matter under provincial jurisdiction.However.the commissioners realized that if positive measures were to be adopted to preserve and foster the growth of our two official languages and cultures then these measures should be applied to our educational institutions.That the cost of giving instruction in two languages is greater than doing so in one language was apparent to the commissioners.That some provinces might give The nicest \u201cletter to the editor we have received was this west.priority to educating the urban poor over providing minority- language education was considered not impossible.It was, therefore, in the commissioners\u2019 view.essential from the standpoint of confirming Canada\u2019s bilingual and bicultural character that the federal government should contribute to the cost of educating the mino- rity-language group in its mother tongue.Recently, Mr.Pelletier.the secretary of state.outlined the federal government's proposals with regard to those recommendations of the B and B commission directed toward the federal government.There are 12 recommendations.ranging from aid to minority-language schools to the establishment of teacher training institutions.These recommendations are related to two basic and not unrelated priorities - equality of opportunity for education in the minority.as well as in the majority.language: and the encouragement of second- language learning.It has been suggested by the B and B commission that true equality in language instruction might be achieved by alternating the language of instruction within each school so that each child would receive half of his instruction in each language.I understand that the Quebec government intends.under the provisions of Bill 63.to have English-speaking students take almost half their courses in French within a few years.However.for the time being and certainly in provinces other than Québec.equality of educational opportunity will mean providing instruction in the language of one's choice.if not providing two separate educational systems.Desire Many provinces already make compulsory the studying of their second language at certain.if not all.stages of the educational system.There seems to be an increasing and widespred desire among Canadian students to learn both of the official languages and so to enable these ambitions to be fulfilled.The federal government is proposing to share the capital costs with the provinces of establishing second-language training centres.designed for the training of language teachers.The government is prepared to contribute initially $50 million for the first full year of operations for the proposed program.which could begin in January 1970.Mr.Pelletier could not be more specific about the implementation of the proposals nor about the detailed financing.These matters have to be discussed and worked out with the provinces.As he put it: \u201cTranslation of these principles into practice requires acceptance by the provinces.and beyond that a willingness on their part to take the initiative in putting new programs into effect.The federal government is prepared to do its part.It profoundly hopes that the provinces will wish to do likewise.\u201d And now.our M.P.Q.J.RICHARD HYDE also says.Bill 63 1 am pleased to note that The Examiner considers it desirable that I should send a weekly letter from Québec, and shall be only too happy to comply with this suggestion.I sincerely regret any misunderstanding in the past, and look forward to this added opportunity to communicate with the electors of Westmount.It goes without saying that I shall welcome suggestions as t¢ subjects of general interest froms those of your readers who may wish to write to me direct at the following address: Member for Westmount, Parliament Buildings, Québec City.I will of course reply individually to all such letters, as well as deal with as many of them as possible in this coi- umn.At present most letters which I am receiving have to do with Bills 62 and 63.Bill 62 is the proposed law dealing with school reorganization on the Island of Montreal It is a complex measure proposing to replace the existing 35 Protestant and Catholic School Commissions.by 11 multi- denominational boards.under a single co-ordinating School Council.Bill 62 is, in effect.a working paper and will be the subject of long study and discussion be fore its final version is adopted.I shall deal with Bill 62 in the future.The question receiving the attention of all Québecers at the time of writing is Bill 63.Seldom in the history of the Québec Legislature has there been a measure which has given rise to such a volume of oratory and confused thinking as Bill 63.The most vocal reactions.and the most strenuous objections.appear to come from extremists and individuals who far too often do not seem to have any clear idea of what the proposed law contains.The bill sets out three basic principles: 1- The right of parents to choose the language of instruction for their children: 2- The need for improved teaching of French to children in the English schools in order eventually to provide all students with a good \u2018\u2019 working knowledge\" of French upon leaving high school : 3- The need for the government to set up facilities to induce immigrants to choose the majority language and culture in Québec for their families.by all reasonable measures of persuasion.but without coercion.As a result of strong pressure \u201c2 K a from the Liberal Opposition as a well as from more moderate ele- #* - ments of the Québec population.the Government has also proposed additional amendments to encourage the use of French as the normal working language in Qué bec industry.particularly for those whose mother tongue is French.These four principles have always formed the basis of the language policy of
