vice-chairman for 1970 at their first statutory monthly meeting of the new year.The two-and-a-quarter-hour meeting got off to its usual late start, at 8:16 pm by the West- mount High School clock.Furthermore, it was displaced from its own board room by a private meeting of the executive of the Quebec Federation of Home & School Associations and convened in the teachers\u2019 common room.The Westmount-based QFHSA was hammering out a brief on Bill 62.The full board was present, including newly-elected-by-ac- clamation J.Ian Gow and re elected, also by acclamation, Mrs.Muriel in Westmount, is for the birds.Then, it was the outcry by and in behalf of the residents of Selby street.When the provincial roads people, very prematurely as it turned out, expropriated these folks for the still awaited Trans-Canada Highway through Westmount, the city commendably located alternate homes, here and elsewhere, for them.Label us reactionary, but that was the extent of the civic duty.Instead, in our zeal to do more, we let ourselves in for a pack of trouble.The siren cal of publicly financed housing led to looking at - urban renewal on the grand scale in the southeast corner of the city.The hard-headed excuse was that this might attract an ambitious redevelopment, boost the city\u2019s tax base and perhaps even self-liquidate the cost to the civic purse of it all.To the contrary, we reaped a whole new lot of alarmed, upset and angry residents along St.Antoine street, the weighted if not weighty criticism of social planners, and no serious developer with the resources and the will to sink millions below the tracks.Meanwhile the Québec Housing Corporation, zealous to grab a big chunk of federal funds and a lesser sum from ,a broke Québec government in \u2018our name, has left the City of Westmount with mud on its face.We say, drop it.Shelve the plans until there is a developer, until the Trans- Canada Highway is definitely revived, until Ottawa sorts out its housing policy, until provincial finances come down to reality, until the Urban Community's role in all this is shaped.Let the St.Antoine street landlords make their own improvements, and return to full private initiative the - rest of the urban renewal districts.Above all, forget about public housing.The vast ma- 9 PRIZE am D NADIAN THE WES > eye J | 2 LAND It has become fashionable to discuss with suitable alarm these days the increasingly pressing problem of the befouling of our environment.Westmount participates in the study of air pollution, yet corporately probably is the biggest single contributor to the menace in our im- jority of the existing residents of Westmount should see no reason why the taxes they pay to any jurisdiction \u2014 city, province or Ottawa \u2014 should subsidize housing at up to $40,000 per unit, perhaps more, in Westmount for a new, separate class of specially privileged citizen, even if now definable as under-privileged.Four years of hard, conscientious effort by our mayors, aldermen and city officials may have gone up the flue.But no concern and very little interest has been displayed by citizen-rate- payers not residing or working in posals, certain elements of the financial community are using the old scare tactic again, pre- dicing a mass exodus to the United States if the white paper proposals on personal income and capital gains taxes are adopt- The trumpet of doom struck a high note with the American government's recently enacted tax reform bill.Things were bad before that event \u2014 now they will be disastrous.To quote John Meyer of The Gazette: \u201cNotwithstanding Mr.Benson's confidence in U.S.immigration laws and Vietnam as deterrents, the inducements to leave Canada for the U.S.are dangerously strenghtened, particularly for the middle income man whose tax would be halved.I would agree that a young, single man with no particular attachments may well decide to emigrate to the United States, but not usually for taxation purposes.He will go because he wants to do a little exploring before settling down (if he ever does) to married life.Or he may want to take advantage of better research facilities that prevail in certain American fields.The reason, whatever it might be, is unlikely to be taxes.Unkind It is most unkind of critics to suggest that the government's proposed increases in the personal income tax are in any way HON.C.M.DRURY says.influenced by the effect of the Vietnam war or the present U.S.immigration laws on Canadians.By the time the proposals become law | would hope to see an end to the war in Vietnam and a relaxation of U.S.immigration laws as they affect Canadians.On the other hand, if people now are trying to leave Canada for the U.S.on the basis of the proposals only, then I am afraid these people have either misunderstood the purpose of a white paper or never really had a particularly strong attachment to Canada and its future.It is my firm conviction that Canadians will continue to re main in Canada because they have certain ties \u2014 the land, patriotism, their family \u2014 which would make emigration to the us.very difficult, if not impossible.Furthermore, the U.S.is just not Canada.Ils greater product ivity, with a consequent greater GNP which results in more personal amenities than we Canadians possess are, in almost every Canadian\u2019s opinion, outweighed by racial tensions, urban problems, and environmental pollution, all of which are much more in evidence south of the border than they are in Canada.The Carter commission on the question of to what extent Canadian income taxes affect the ability of Canada to retain able and highly trained Canadians, concluded: \u201cWe are sceptical Tax reform: scare tactics from December to 808, Westmount Park School down 11 from September to 410 and Westmount High School up 3 to 1,115 from December.Total enrolment in Westmount schools was 2,333, up nine from September.Two invalid teachers have now returned to duty.Board pursues health scheme Commissioner Dr.J.M.Elder reported to the local school board Monday night the health committee had visited the South Shore area to investigate further a health development program.He also was writing to the chairman of the South Shore board for specific information.Dr.Elder said that there was a possibility that the nurse who had acted as co-ordinator for the South Shore program may find an opening on the city\u2019s health department staff, from which post she might perform the same duties in Westmount schools.Later, Dr.Elder expressed concern that psychiatric services now available to local schools might be withdrawn under the mistaken impression that the city\u2019s youth mental health program was in operation and made such services unnecessary.Dr.Elder undertook to advise the services concerned that, while some work had been undertaken in individual cases, the local program was not truly launched.Unrest noted over Bill 62 among public \u201cProtestants generally are trying to be constructive about Bill 62 and are leaning toward the necessity for reorganization of education on linguistic lines,\u201d Chairman William T.Wood opined at Monday night's Westmount School Board meeting.He said this as Commissioner A.Reid Tilley reported in his capacity as chairman of the Protestant School Board of Greater Montreal that a committee of four constitutional lawyers is pre paring a paper on the position of Protestants in the Province of Quebec.Also, Mr.Wood felt that the public generally was getting increasingly exercised about the changes about to be made.The Home & School associations and the Westmount Municipal Association are planning a public meeting on the subject on Monday evening, Jan.26.Mr.Tilley reported that the PSBGM has prepared a brief, now being translated, to be presented to a National Assembly committee in Quebec later this month.It was prepared taking into account commentaries by the St.Laurent, Lachine and Westmount local boards.He said it will be presented by advance copy to members of the government committee but would not be made public prior to the hearing.He said the feeling was that the PSBGM and West Island boards should be preserved in restructuring and linguistic rights safeguarded.One hundred youngsters from Roslyn School had entertained residents of the Eventide Home in Montreal West over Christmas, playing recorders.Kindergarten capacity at Raslyn had been reached; there would be a serious problem accommodating any more youngsters who may move into the school area, due to the popularity of the all-French program in that school.Six officers from a Russian ship now in port had visited Westmount Park School, from which students were to pay a return call on the vessel.(See last night's Star, p.1) Parents of Grade 5 and 6 students at the two elementary schools are to be shown sex education films proposed to be seen later by the youngsters.A scheme is being worked out for boys attending Westmount Park School from Weredale House to visit homes of fellow students in the area.The experimental school committee at Westmount High held its first meeting Dec.10, chaired by Principal Noel Hamilton.Among items discussed were staff turnover, subject promotion, greater liaison between the high and elementary schools, and more skill courses.Five members had toured the school.Regarding this committee, Chairman W.T.Wood later commented: \u201cIt would be a pity if the school committee became just another board of censure.I think we have a responsability to the staff of the school to protect them.\u201d The lunch-time theatre at the high school has been a great success.Attendance
