J = Wwe mor w 0aJTO Teametoys a trickle Westmount real estate transactions took a nosedive in January with considerably fewer sales than in December and in January of last year.There were only 12 transactions with three declarations and three transfers for $1 and considerations.The number of bonafide sales, with prices reported, were a scant six.The six totaled $205,500 and represented an old valuation of $157,400 while the new city valuation role values them at $227,000.The sales show a 23.5 percent markup over the old valuation compared with 10.1 percent last month and 44.4 percent in January last year.The sales, however, fell short of the new evaluation by 9.5 percent.Last month the difference was a much larger 16.7 percent.The total old valuation of all of January's transactions came to $416,850 and totaled $625,050 - by the new valuation roll.None large \u201cThere were no large sales during.January with the largest transfer being the transfer of 414 Roslyn avenue for $47,000 from Mrs.Thomas Dalglish to Christ Church Cathedral.The smallest sale was that of 3163-65-67 St.Antoine street for $12,500 from Mrs.Pierre La- freniere to Marcel Paquette.Following are the displays are normal.Making not just your house but all of Westmount your home Vol.XLII, No.7 Alan Leo dies in home fire H.Alan Leo, 79-year-old, long-time resident ef 437 Argyle avenue, just above Sherbrooke street, died it is believed from asphyxiation early this morning in a fire on the upper floor of his home.There had not been a fire fatality in Westmount for just over a year.Westmount firemen reckon the blaze began in bedding in a rear bedroom usually occupied by Mr.Leo.It is believed to have been smouldering for some time before the 8:47 am alarm, rung from a street box by someone who saw smoke coming from the eaves of the house.Mr.Leo\u2019s body was found by firemen soon after they entered the premises to vent the heavy smoke, lying on the floor of a room adioining the bedroom.Flames, which were confined to the upstairs level, had worked their way through the ceil ing into all parts of the roof.However, the fire did not spread to the adjoining attached residence.Mutual aid men and equipment were summoned from Outremont, St.Laurent and Mount Royal.The blaze was controlled in less than half an hour, but local fireman were on the scene for the rest of the morning.Long record brings jail A long record of theft led Tuesday afternoon to Gerald Ga- reau, 47, of Montreal being sent to Bordeaux Jail for three months for a $19 shop-lifting Monday in the Alexis Nihon Plaza Miracle Mart.He was caught red-handed by Steinberg security staff and refused bail when brought into Westmount Municipal Court.He was found guilty next day NEXT WEEK'S By ERIC NEAL National Health Week, Mar.8 to 14.Aldermen agreed that their purpose in doing so was to give moral support to the Health League of Canada, the week's sponsor.Makes list Miss Rosanna Besner, daughter After nearly five years of urban renewal wedding plans, most of it courting the Québec Housing Corporation, the City of Westmount Tuesday night on the eve of the nuptials declined to sign the marriage contract with QHC.Instead, the city plans to pursue urban renewal in a form of bachelorhood, on its own, and will seek to set up housekeeping in a low- income-family housing scheme in which QHC will foot most of the bills in the relationship.Angry members of the family \u2014 citizens who have long been critical of the proposal \u2014 were on hand at the mid-month city council meeting and renewed their demands that the liaison, insofar as urban renewal is concerned, be broken off entirely.They did not object to the housing, however.There were 23 onlookers.In short, they do not want up to five years of further uncertainty about the status of the landlords and tenants of St.Antoine street: Too rigid Defending the city\u2019s honor in its latest decision was Mayor Peter M.McEntyre who, in an hour-and- a-quarter\u2019s give and take following the 18-minutes jormal meeting, declared that without a developer it was not in the best interests of Westmount to be tied down to the rigid timetable QHC's contract demanded.Nonetheless, it was recognized that the city still has an urban renewal program, bearing the approval of the lieutenant-governor in council.The only difference would be, he said, that the city would go it alone if necessary, but hopeful that when conditions were right to proceed other provincial and/or federal funds might be available.An idea of what going it alone might vs.responsibility Ald.Jean Richer told Citi- zen-onlooker Joseph Baker at Tuesday evening's city council meeting, seemingly in jest but seriously for sure, that Mr.Baker spends so much time at city hall that he should put up for a council seat.There is no doubt that the: dedicated, socially-motivated, imaginative architect which Mr.Baker has proven himself to be is a first class candidate.(We just wouldn't want him to displace the tough- minded, business-oriented CNR vice-president who is Mr.Richer.Both are needed.) Of course, the burr under Mr.Richer's saddle at that moment was the manner in which the ever-present Mr.Baker was questioning and challenging the actions and: thinking of council \u2014 knowl edgeably but without the responsibility of office.We probably outstrip Mr.Baker for time spent at city hall, but more as reporter than critic.We can sympathize with both gentlemen, even as we can identify with most who hold municipal responsibility by office or by simply being taxpayers.The one needs the other to make democracy work.However, there are ground rules, most critically in the area between consultation and action.The citizen has the right to be heard; the solon has the responsibility to act, or not act, as the case may e.What Mr.Baker has been demanding recently is more: that, in the matters of urban renewal and housing, the citizens \u2014 presumably including Mr.Baker \u2014 be included in the decision making.Which, of course, wouldn\u2019t work.Mr.Baker must be satisfied to be heard, as he regularly has been.If he wants more, he should run for office.« * Xx The long saga of urban renewal has everyone on the ropes and, from where we sit, it would appear that our mayor and aldermen have acted strangely.The course they have taken in not getting bound up in a straight-jacket contract with Québec Housing Corporation on renewal makes sense.But the two ensuing notices of motion, to go it alone on renewal and to plunge into public housing, should be scaring Westmount taxpayers to death.On the one hand Ald.Craig proposes renewal works of a potential cost to the city alone of $4,313,300.And on the other, Ald.As- pler proposes the intricate machinery of a local housing authority to subsidize the dwelling places of one class of citizen at the expense of another class \u2014 determining which is to be which being only one of the contentious issues bound to ensue.Our view has been and continues to be that the City of Westmount should stay out of both propositions.We can only trust the council knows exactly what it is doing and that, before enacting either enabling by-law, they will lay their overall philosophy and all the relevant facts before the citizens.Until they do, we must share the unease of Mr.Baker; though, unlike that gentleman, we have faith in the competence of mayor and aldermen.Where RCMP, army in postal crisis ?Last week we called the postal situation in these parts intimidation.This week we call it anarchy.Citizens had every right to expect, after two general walkouts of postmen in the last three years, that responsible government authorities would have worked out plans for any future emergency.Particularly for anticipating and preventing another stoppage.The postal truckers\u2019 hit and-run tactics of the past two weeks were predictable and forewarned.They should have been the easiest type of threat to anticipate.Instead, an essential federal Thirty-five Years Ago ' February 15, 1935 Even in 1935, there was an educational furor in Westmount.\u201cA committee of five was appointed at a mass meeting of the parents of pupils of Argyle school .at the Westmount YMCA to approach the Westmount School Board and ascertain exactly the status of the new school building, now nearing completion, and to clear up the many rumors service has been brazenly disrupted and, in this second week, the situation has worsened rather than show any good effect whatsoever of any steps hinted at last week by Mr.Kierans.Where are those trucks he said had been engaged to replace those of the contractor who has broken his contract?Where are the security men to see that the mails go through?Here in Westmount Monday morning, the drivers of four vehicles setting off from the local post office to take carriers mail to their green street relay boxes staged a blatent act of sabotage.simultaneously \u2018breaking down\u201d with two alleged flat tires, an alleged dead battery and some alleged radiator trouble.The carriers serving West- mount, working to the letter of - their contract or \u2018to rule,\u201d each set out with a maximum of 35 pounds of mail, delivered it and quit.(For which, we presume, they collect a day\u2019s pay!) Mr.Kierans deserves a lot of credit for his long-haul aim of modernizing the decrepit postal system \u2014 the world\u2019s best when designed to serve a huge and essentially rural country.But urbanization and its complexities are with us now.Our society, both business and personal, relies more than ever on dependable postal service and Mr.Kierans\u2019 interim tampering with the system left no room for the sort of disruption which Canada\u2019s biggest metropolis has been suffering.Hardly a citizen now has not got an individual or corporate tale of woe or of genuine crisis, all of which must be laid at the door of the self-confident minister responsible, Mr.Kierans.As we noted last week, tampering with the mails is a federal offence.In this round, there has been tampering aplenty done with impunity.Are the vast resources of the federal government impotent?What's wrong with the RCMP riding shotgun on the mail trucks which move with drivers willing to do their duty?What's wrong with army vehicles and drivers taking over from those not working?+ our M.P.Q.J.RICHARD HYDE also says.Montreal's English community has never before been aroused by such a deluge of written and concerning this new institution.\u201cThe new scheme is to change Argyle from a simple primary school into a junior high school.This could be done by placing the pupils of the seventh, eighth and ninth standards in the new Argyle.\u201cChief objection to the scheme was voiced by parents whose children, now in primary grades, were forced to walk long distances to study at Kings, proposals to encourage the fuller development of a bilingual society an for the equalization of financial resources to provide equal opportunity for all of our children.As mentioned above, almost all
