sought.City nips wor With spring officially less than a month away, West- mout will be going into the season of capital works with the smallest program since the depression days of the 1930s.City Manager Noman Dawe told The Examiner this week that only $276,600 is budgetted for capital items in 1970, as part of the drive to hold expenses as tight as possible.Last year there was approximately $900,000 spent in this category.Not only is the city not going on a buying splurge.It is expected that the regular appropriations of various city departments will not allow for much in the way of public works or expansion of services.Normal street maintenance will be carried out, but on the same or even less of a nominal scale as seen last summer.No major work on thoroughfares is planned, he said.There is one area, however.which could take up the slack for city works employees \u2014 but Mr.Dawe emphasized that no decisions have yet been taken.As the result of last week's decision by city council not to enter into a rigid contract at this time with the Quebec Housing Corporation to implement West- mount\u2019s urban renewal scheme \u2014 which continues in law and in existence \u2014 there is a possibility that some of the renewal work planned in that program might be undertaken.The central portion of the scheme, St.Antoine street.is of course off for the present.at least until a major developer appears.However, the renewal program called for a general rehabilitation of many other streets in the zone south of St.Catherine street.Council may decide to implement some of this work this year.Unless it does, there is some very real prospect of layoffs in the months ahead for works employees once the preoccupations of winter's snow are past.Quiet council meeting seen; by-laws awaited A less than exciting March statutory meeting of Westmount City Council is in prospect for Monday evening.It is unlikely that two bylaws, for which notices of motion were given at last week's mid- month meeting, will be ready to be proceeded with.One is to implement the city\u2019s own public housing scheme and the other a revised loan by-law, potentially up to $4,313,300, to enable the city to \u2018\u2018go it alone\u2019 in its urban renewal program.The housing awaits considerable ground work, gathering updated information under Quebec Housing Corporation require ments.The renewal business is basically simple arithmetic \u2014 adding the federal and provincial grants, now foregone, to the city\u2019s share and subtracting the St.Antoine street portion of the project over which the city broke off contract talks with QHC \u2014 but the implications are such that city council may want to study the program further before seeking authority for an enlarged sumunder present economic conditions.Mayor Peter M.McEntyre is expected to render a report on Tuesday's first regular meeting of the Montreal Urban Community council, which had a hefty agenda thrown at it by the powerful executive committee.Many of the suburban mayors, including Mr.McEntyre, are known not to be too happy about the prospect of becoming rubber stamps for the executive, specially when regular Thursday, Feb.26th, 1970 Single police phone would be mistake Adoption of a single police phone number for Montreal Urban Community municipalities may, to some, appear logical.But for a number of the cities and towns surrounding the big central city it could prove one of the unhappier consequences of metropolitan integration.Westmount is a prime example of a prospective loser in the scheme.Here we take great pride and comfort in the total \u2018\u2018public safety\u201d concept of both our police and fire protection.No incident or fear relayed to our public safety department is passed over as unimportant.What's more, the relatively compact size of Westmount, in both area and population, assures our police and fireman having an intimate knowledge of their territory and the people they protect.It would not be too bad if the idea of a single island-wide emergency number was to be merely a switchboard operation \u2014 though even this would interpose another voice and delay, however small.in a Westmount citizen's call getting through to a West: mount officer.However, as we understand it the plan amounts to a total integration of communications.And we think that is for the birds.Not to take away from Montreal's police and fire efficiency.It's just that we know ours \u2014 and some of our neighboring cities \u2014 is a whole lot better.It is the seeming little attentions given our citizens which are particularly appreciated and valuable.If Montreal's norms are to be applied, we shall no longer get the service we now enjoy.In the name of efficiency?No.Empire-building.Mayor McEntyre, as our representative on the Community council, will have many questions to ask concerning barely-consulted plans and actions of the executive com- mittee, the security council and other agencies of the Community as they proliferate.This emergency phone bit deserves his highest priority.Prejudice wanes with affluence Prejudice, it has been asserted, has no preserves.It is found everywhere.Yet we have another.perhaps unpopular, view for this, 1970 Bortherhood Week.The Canadian Council of Christans and Jews, its sponsors.may not agree.Nor may some of our readers.Stated briefly, our minor Examiner Law states: Prejudice tends to decrease with affluence.We realize that this statement may class us by some as a minor, perhaps a major, bigot: \u201cprejudice of money or wealth,\u201d we can hear it said.Lest we retort about prejudice of the underdog, please hear our premise.Westmount is a pretty good example of what we mean.This city has no ghettoes, where persons of one or another particular race or creed concentrate.People \u2018\u2018arrive\u201d in Westmount.making their homes where their means alone dictate.They or their parents may have struggled to get here, and in the process they have shed the dominant markings of their origin.If they retain distinctions to qualify their Canadianism it generally is quiet pride in being Scottish, or Jewish, or French, or whatever.: But it is not something flaunted.fussed over or, contrarywise, hidden and glossed over.Affluence or even just good middle-class comfort sublimates distinctions.There is, besides, no one to \u201cblame\u201d for ones misfortune \u2014 and if you are not blaming the \u2018\u2018Wasps,\u201d \u2018The Jews\u2019 or \u201cThe French\u201d and, instead, living peacefully and happily beside them, you have removed much of your prejudice if it ever existed.\u201cTwas not ever thus here in Westmount.We have just been - elsewhere.Thirty-five Years Ago Feb.22, 1935 There didn\u2019t seem to be much ill feeling between youngsters and policemen in Westmount 35 years ago.\u201cOf all the civic characters in Westmount, there is probably none more popular with the kiddies of the city than William Maxwell, familiarly known as \u201cMac\u201d or \u201cBill.\u201d \u201cA genial character, who takes his duties as they come, he will lend a hand to the youngster whose scarf needs tightening or whose coat needs to be rebuttoned with the same grace and aplomb that come to his aid in untangling the average domestic or civic difficulties that pop up in any municipality.\u201d Twenty-five Years Ago Feb.23, 1945 It seems that teenagers have found their identity in the last 25 years.In 1945, we offered these words of wisdom.\u201cBonita Granville of the movies offers a good cue to girls who wish to skip the so- called awkward age.Bonita suggests simply: be your age: do not try to appear younger or older than you are.A teenager is neither a woman or a child.The notion that she must be one or the other is out of date.\u201d Fifteen Years Ago February 25, 1955 \u2018Rotary Week was declared in the City of Westmount on Monday in a proclamation by Mayor James A De Lalanne.The city proclaimed the week in honor of Rotary\u2019s 50th anniversary.\u201cDeclaring Rotary Week, the mayor said in such anxious times as these it is comforting to know that there exist influencial organizations, such as Rotary International.\u2018The Rotary Club of Westmount has been established for 25 years and its record of service to others is an enviable one.\u201d the mayor said.\u201d Five Years Ago February 26.1965 It was five years ago that recalling with a colleague.who happens to be Roman Catholic.that in her girlhood the YMCA was regarded as out of bounds for her \u2014 though she has fond memories of \u2018the best dances in Westmount\u201d there.And back in the 20s.the great thing for kids hereabouts were the Friday night movies in the church halls of both St.Matthias and St.Andrews \u2014 at both of which our Jewish pal felt unwelcome.For our part.we hadn't been inside a Westmount synagogue until adulthood: it was one of Temple Emanu-El's early Fellowship dinners.of the same series as held last week.Perhaps we should be editorializing about the undeniable prejudice and bigotry which exists, in Westmount and But we prefer to suggest that, rather, we have come a long way along the inter-faith and inter-racial trail.our M.P.Q.J.RICHARD HYDE also says.Québec opening The fifth and obviously the last session of the present Québec Legislature opened on Tuesday with minor changes in procedure but with every indication of an early general election.Premier Bertrand himself de- preparatory work was started on the Westmount Square and Alexis Nihon Plaza complexes.\u201cDemolition of buildings located on the site where the Westmount Centre (now Westmount Square) complex will be built is almost complete.\u201cThis week the wrecking crews started on some buildings fronting on St.Catherine Street while other buildings nearby were still occupied by tenants.\u201d -
