Act to have Bill 62 disallowed.Such an implication is completely unfounded.The board.like other interested parties.will submit a brief to the educational committee of the National Assembly and in fact copies of this were delivered to the governement on Tuesday and have since been made public.If and when Bill 62 is passed the board will then consider its position constitutionally and decide whether cost and other factors would be examined.to the Children's and Queen Elizabeth hospitals but both are unfortunately overcrowded.Dr.Cvejic spends half-days each week in various Westmount schools and with workers of the YMCA.She holds noon meetings with teachers to discuss child- behavior management and special problems.\u201cIf a child is overactive in class I see this as a symptom.\u201d she explained.She has also met with teenagers of Westmount High School to see how they feel about various matters.- Parents afraid in drug \u2018war\u2019, Dr.Elder says It's a war \u2014 students use marijuana to fight their parents.several school commissioners agreed Monday night at the West- mount board's meeting attended by Child Psychiatrist Dr.Helen Cvejic ot Westmounts human development program.\u201cParents are afraid.They often won't acknowledge or admit a drug problem because it may involve criminal charges.\u201d Dr.John Elder.chairman of the board's health committee said.Dr.Cvejic said that parents in elementary schools are active but parents of high school students are not.She would like to have more \u2018feed-back\u2019 from them explaining if thev are aware of the unrest in youth and how they see the problem.She said she has observed there is quite a core of youthful drug users in the community but perhaps no worse than any other.\u201calthough the Alexis Nihon Plaza seems to be a locale - it's like a fair.a hive of activity\u201d.Dr.Cvejic remarked that all sorts of drugs were used including pills with strychnine and detergent.Teachers fell parents need education and parents feel teachers do.\u201cThe problem is there is no outlet for youth and parents who are worried.And we need drop- in clinics for transient youth.\u201d Dr.Cvejic said the health committee is interested in extending the drug information program to elementary schools.Dr.Cvejic and Mrs.Marjorie Bedukian, psychiatric social worker with the human development program, in the estimates activities carried on in pursuit There are two noteworthy aspects of the federal Governments estimates for 1970-71 which I tabled in the Commons last month.One deals with form, the other with substances.In the past a great deal of criticism was directed at federal administrations for failing to provide in the estimates (or \u201cBlue Book) adequate information about the various federal departments expenditure programs and objectives.The Blue Book appeared to be no more than a compilation of figures which perhaps meant something to some officials but was not of great benefit to Parliament which, after all, must appraise and approve the government's spending plans.More often than not.House committees would spend inordinate lengths of time on non-es- sential items; then because of the time factor Parliament would be asked to approve tremendous sums of money in a matter of minutes for what purpose no one was certain.New form In the current estimates (1970-71) the form is radically different from anything that has come before.For the first time expenditure proposals respecting departments and agencies are clearly formulated in terms of programs.The objectives and sub-objectives of each program are stated and the nature of the program further amplified through a description of the of program objectives.For instance.the objective of the Canadian International Development Agency (CIDA) is \u201cto assist in the economic, technical.educational and social development of developing countries.\u201d Its six sub-objectives include promoting the expansion of industrial and agriculture production and alleviating hunger and other hardships.Its various programs (with description) include aid administration, technical assistance and grants to multilateral international assistance programs.What all of this means is that departments are having to define their objectives both for their own benefit and for the purpose of aiding Parliament (and the public) in determining where the federal government's funds are going and for what purposes.Moving now to the substantive side of the estimates (which received considerable attention by the press and electronic media) there are ample figures to demonstrate the government's determination to restrain its own expenditures.I stress \u2018its own expenditures\u201d because of an important distinction that must be made between two types of expenditures, statutory and non-statutory.Statutory expenditures result from firm commitments provided for in existing legislation.The public debt and programs for years.But this is the first time it has been used by a minister of finance.One can only wonder if the minister has any conception of the effect that such kind of talk has upon the sums of money which become available to his department for the administration of Québec.The premier himself, together with the minister of industry.has repeatedly urged the need for a climate of stability and confidence in order to stimulate the economy of Québec.the minister of industry in particular having publicly deplored similar statements by his own colleagues as being responsible -for the lack of new investments in Québec.And what is the latest storm all about?It has to do with the $200,000.000 social developmend tax collected by Ottawa from Québecers during the past year.Of course there is a case in equity to be made out to show that since Québec did not enter the medicare scheme in 1969, the amount of money which Ottawa collected but did not have to spend in Québec should be returned to the Québec taxpayers.Legally.however.there is no case to be made since the federal government has never said that the special tax was collected to cover medicare costs.Incompetent?In order to base its claim in equity the Québec Government would first of all be obliged to admit to its own incompetence in having failed to implement medicare in Québec in 1969 as had been provided in the negotiations and agreements between the two governments.The major weakness, however, in the whole argument which is being made by our provincial authorities.is that having tabled spending estimates for next year of close to $4.000.000.000, the Union National would try to have us believe that a transfer by Ottawa of $200,000,000 would solve all of the financial problems being faced by Québec today.Let them try a more effective and direct approach.and together with all Québecers of goodwill.concentrate on creating that kind of political climate which, will restore the confidence of Canadians as well as Yes.yes.yes \u2014 where's the contract \u2014 fetch me a pen quick \u2014 where do I'sign?.tse Vv ves sea Exit sweet-talking.well-groom- ed, little.old lady.You clean your house from top of bottom, sort and shuffle and tidy like you're moving out the next day.At first you are even afraid to go out without leaving someone in charge to take all the phone calls from all the anxious buyers.But alas.the only call you receive is a weekly call from above-mentioned l.0.l.saying she can't understand it, but she just hasn't had any response to her ads.What ads you ask?And you are advised that there was one in last evening's newspaper.You put on your reading glasses and at-the very bottom of the page you find a minute little ad giving the agent's name and telephone number.Calls stop Eventually the calls stop coming altogether and after a month of silence you call the company yourself only to receive the same sales pitch for 10 minutes from the owner.When he stops to draw breath, you point out that he has already had your house listed exclusively for those months with Miss So-and-So and where is she?Oh.she is out of town and has been for over a month, you discover.Is this the individual attention of the small agency, you wonder?You've wasted 3 months of precious selling time.Let's try the Big Ones now \u2014 after all.with all those signs around they must be doing plenty of business.So with those potentials in mind you call a neighbor who must know; in four years she has gone through as many agents.The first on your list you cancel out \u2014 neighbor had that company exclusive and the agent promptly went off to Greece with his family for three months as soon as he took the listing.The next on your list brought only one person through her house in 6 months.So you feel well warned and you call the Big Beautiful Company geared to handle a gorgeous home such as yours.How pleased you are when you are advised that they are sending their top agent to take your listing! He arrives two hours late and right at meal time, but he is thorough in his inspection and not the least bit concerned with the financial arrangements.Furthermore.you know he has your interests at heart when he says \u201cTake a Photo Multiple Listing - you have a better chance of selling\".But you are more than a little disappointed when he names a selling price well below anything you had ever dreamt of.He assures you.tho\u2019.that with everybody working together (as they do in his agency) there should be no trouble in disposing of your property tout de suite.In fact.the very next day he would like permission for his colleagues to see through the house.How many?Oh.15 or so!
