fire force, felt.This is why the eventual action on the recommendations of the Montreal Urban Community Public Security Commission, which reportedly look to complete island-wide integration of such services, should be the direct concern of every citizen.Particularly every citizen of Westmount, where it is no idle _ boast to say we have the finest public safety organization in all the raunicipalities involved.Some degree of integration makes sense and is inevitable, even though a high degree of effective co-operation is now practiced between the various forces.In relative sizes of the cities and towns, alone, there are too many anomalies.However, Judge Coderre\u2019s reported belief that there should be total integration will come here in Westmount as a shock, particularly to the citizen who has been able to compare the standards and the services of Westmount and of Montreal\u2014the giant of the forces whose traditions or lack of them are bound to influence greatly the character of the island-wide police if made into one.There is one aspect of the recommendations which provides important hope: that the combined MUC force be in six territorial divisions\u2014taking a leaf out of Metropolita Toronto\u2019s experience.This could be a forerunner of what would make sense in the overall reorganization of local government on the island: a form of borough system.With this it is hard to quarrel and is in keeping with some of the deep thinking already done on this subject at Westmount\u2019s own city hall.Meanwhile, the die is being cast with imperfections bound to be felt by Westmounters and the few other communities now blessed with superior police and fire services, which cater to all needs and all kinds of \u201cextras\u201d not enjoyed by all, notably Montrealers.It now will be the task of West- * mount to press for its standards * and not have lower common denominators thrust upon it.And failing success in this, be thinking of ways and means of providing auxiliary services as a local supplement.Editorial Notes Letters-to-the-editor columns in newspapers frequently produce more sound sense than the adjoining editorials, for the simple reason that the represent the thinking of all sorts of people rather than merely of the few ordinary mortals occupying editor\u2019s chairs.We are frankly envious of the number, range and ingenuity of letters carried by The Montreal Star, and only wish Westmounters would make as good use of the \u201cYou Say\u201d column at their disposal in The Examiner to contribute their ideas on community affairs.Three missives in Monday's Star commended themselves to our particular attention: (a) Free public transportation to counter private traffic problems and automotive pollution in cities; (b) the observation that the excellent William Zeckendorf series on the creation of Place Ville-Marie and the reshaping of central Montreal was a revelation, by an American yet, of the mores of our local big-business men and politicians, and (c) the suggestion that postmen\u2019s pay checks be sent to them by mail, posted rotatingly daily\u2014to which we would add that the same should be done with the stipends of the members of the federal treasury board and the cabinet.+ + + No sooner had we written the foregoing item, Mrs.Hoff arrived in the office with our own letter-to-the-editor (see \u201cYou Say,\u201d next page) which also stacks up as an excellent contribution.Not onlydoes she support the petition for safe bicycle lanes of those two keen 10-year-olds, Marc Bowles and Michael Black.But she also makes the well-founded point that more adults might use bicycles instead of cars if they were encouraged to do so\u2014thus reducing to some degree both traffic and automotive with this unhappy citizen.More persons might have made an effort, not only for their own pleasure but in the interest of \u2018\u2018bon entente.\u201d We likened this non- involvement to the rarely- occupied public seats at city hall when city council meets.Mayor McEntyre has repeatedly invited citizens to be there and, following the formal business, to participate in or raise any subject of public concern.But few do: » \" Budgeting,\u201d During the summer months, all cabinet ministers are expected to put in long hours with their departmental officials to prepare and plan for the coming session.I, of course, have been extremely busy with the postal dispute, and, consequently, I have had to let a number of things pass on to other people\u2019s hands.But my colleagues have all had to put their noses to the grindstone in order to prepare their respective departmental spending estimates for Treasury Board.Three budgets The \u2018\u2018expenditure control\u2019 procedure which we follow in the government is really quite simple and orderly.From early July until late September, eac department prepares three budgets for the upcoming fiscal year (April 1, 1971, through The first one, \u201cA,\u201d is the amount required to continue to provide the same services at the same level as the preceding year; the \u201cB\u2019\u2019 budget represents the amount which would be required to\u2018 provide the new or improved services which the department thinks to be of high priority; the third budget, \u201cX,\u201d is the department\u2019s most pessimistic one \u2014 and its smallest \u2014 which reflects what it would cut from either \u2018\u201cA\u2019\u2019 or *\u201cB\u201d if the government found it necessary to restrict or to economize on even desirable programs, in favor of other goals.This choice enables those responsible to weigh the high priority items against the low priority ones.The minister can now concentrate on policies and not on programs, which means he can get away from the technical details which are left to the departmental officials.At the end of September, the Treasury Board formally invites the departments to submit their estimates for review.Here begins a two-month process where treasury Board and the departments examine all the aspects of each budget.Under the government\u2019s new approach \u201cProgramming, Planning and (PPB), the Treasury Board no longer concentrates solely on the individual items in the proposed budget\u2014 such as how many trucks, how much travel expenses, etc.Instead, the onus is now on the programs \u2014 are they worthwhile, are they effective in promoting an overall policy?The focus is being transferred from the smaller issues (administrative input) to the bigger ones (program outputs).When the relative worth of the programs has been established, based on the general government priorities which are decided in cabinet meetings throughout July, then Treasury Board will make the necessary cuts and will streamline each budget, taking into account not only the PPB approach, but also the evaluation reports \u2018of past performances of the programs as well as of the departments teaching: Once upon a time, the animals decided they must do something heroic to meet the problems of \u201ca new world\u201d, so they organized a school.They adopted an activity curriculum consisting of running, climbing, swimming, and flying, and to make it easier to administer, all the animals took all the subjects.The duck was excellent in swimming, better in fact than his instructor, and made passing grades in flying, but, he was very poor in running.Since he was slow in running, he had to stay after school and also drop swimming to practice running.This was kept up until his web feet were badly worn and he was only average in swimming.But average was acceptable in school, so nobody worried about that except the duck.Nervous bunny The rabbit started at the top of the class in running, but he had a nervous breakdown because of so much make-up work in swimming.The squirrel was excellent in climbing until he developed frustration in the flying class where his teacher made him start from the ground-up, instead of.from the tree-top down.He also developed charlie horse from overexertion and then got C in climbing and D in running.The eagle was a problem child and was disciplined severely.In the climbing class he beat all the others to the top of the tree, but insisted on using his own way to get there.Abnormal eel At the end of the year, an abnormal eel that could swim exceedingly well, and also run, climb and fly a little, had the highest average and was valedictorian.The prairie dogs stayed out of school and fought the tax levy because the administration would not
