[" æ \u2018Take ramp\u201d Westmount has officially told Quebec in effect to take its Trans-Canada Highway access ramp and either cancel it or move it elsewhere.Tuesday night's formal resolution moved by Planning and Redevelopment Commissioner, Architect and Alderman Charles Aspler and seconded by Lawyer- Alderman Douglas Robertson, who is a near-resident of the affected area, witnessed one of city council's rare public dissents by ore of its number.Public Service Commissioner Ald.John E.Birks, with some vehemence, declared in advance he would vote against the motion.He saw federal involvement in the highway which, said, must have ramps.\u201cWe wouldn\u2019t get roads anywhere\u2019 if local authorities had the power of vote, he declared.\u201cWe must take the Vol.XLII, Good news! someone who is involved in his craft, who really wants to teach it and who can work in a fairly unstructured environment.\u201d The centre is looking for persons experienced in trades such as leather working, pottery making, weaving and copper The training the craftsmen will give the youths is not intended to be in the form of highly organized or highly structured programs.\u2018\u2018Our most successful programs so far have been highly spontaneous,\u201d said Miss Fraticelli.There has been no change in the programs being run by the youths themselves.The coffee shop, music co-op, modern dance class and karate class continue.The centre is now in need of craft equipment: leather tools, enameling equipment, wax, wool etc.Hon.C.M.Drury says.The Trans-Canada Highway In following the rapid and confusing events surrounding the construction of the section of the Trans-Canada Highway which passes through the lower part of Westmount, I feel that the state of confusion which I am sure many Westmounters are in might be partially alleviated if I explain the responsibility of the federal government in this affair.This government's role dates back to the signing of the \u2018\u2019Trans- Canada Highway Agreement\u201d with the provinces nearly 20 years ago.Under the terms of this contract, the federal government agreed to help finance the construction of the highway to the tune of anywhere between 50 percent and 90 percent of the total cost, depending upon the province.The total federal contribution up until Dec.31, 1970 when the agreement formally lapsed, amounted to some $875 million.However, in view of the fact that certain sections of the highway still have - not reached _.completion, the federal govern- 3 ment is prepared to continue subsidizing its construction in those provinces who so desire.Quebec is one such province, Continued on page 5 Today's World Local police raid in Montreal nips four cases As a result of a raid by West- mount detectives on a MacKay street, Montreal, apartment, a theft of credit cards from a car in Westmount plus two similar cases in St.Laurent and one in Montreal were cleared up last week.Dugal Daniel, 23, was arrested in the Jan.11 raid and yesterday in Court of Sessions downtown he pleaded guilty on all four counts, receiving a month's imprisonment on each.The raid resulted from \u201cinformation\u2019 received by West- mount Police.Drug alert If it was a drug addict who broke into a doctor's car on Tupper street opposite the Reddy \u201cIt seems like a pretty expensive way to solve the problem\u201d.Memorial Hospital last Friday and stole a briefcase, he or she should not fool around with the drugs which were taken: they are powerful heart drugs and could prove fatal.Phoney fuzz Robert Harold Church, 27, of Montreal was sentenced to 15 days in jail in Westmount Municipal Court Tuesday for impersonating a police officer.He was arrested by Westmount Police Friday on a complaint of taxi driver. 2 - should ask to have the area designated for rehabilitation and thus bring protection to the residents from the minister of municipal affairs.That was it, the meeting which began promptly at 8 pm 4.Thursday, January 21, 1971 © We Say Trans-Canada is needed, too TRANS-CANADA highway opponents, in both Westmount and Montreal, have been getting much ink and air.They have plausible arguments against slicing the new route through the urban heart from Turcot interchange to Lafontaine tunnel.Rightly they are concerned with people: loss of homes, effect on adjoining environment, other pressing social needs.But there is another viewpoint, supported by at least as many factors which favor getting on with the artery.These, too, have to do with people.It is popular to condemn the automobile.But what about the motorist?+ + + THE MOTORIST, as citizen, has rights too.He pays heavily through license fees and extraordinarily loaded taxes on gasoline, and he supports a far- reaching segment of the job- making economy\u2014the automobile industry with its countless manufacturing and servicing businesses and trades.Doubtless, many of those persons living in or adjacent to the projected path of the Trans- Canada owe their very livelihoods to the automobile and the truck.At least, a high proportion are themselves private drivers.So, before condemning the highway completely, all should weigh carefully the effect.+ + + FROM where we sit, on St.Catherine street, we observe a twice-daily demonstration of folly.Hundreds of motorists inching east in the morning, west at night, crawling with idling, polluting engines to and from their work.The scene is repeated on Sherbrooke street and The Boulevard and on westbound de Maisonneuve boulevard and St.Antoine street at night.Beyond Westmount\u2019s borders, it is even worse, as users of Cote des Neiges, the Metropolitan and the Bonaventure, for example, can testify.Why?Because there is insufficient road space for the sheer volume of vehicles.It is conventional wisdom to argue that new arteries simply encourage more traffic\u2014partly true.The other, more compelling reason for traffic increase is urban growth.The car and the truck continue to be for the present, the most convenient way to move people and things between their multitudes of respective \u2018\u2018As\u2019\u2019 and \u201cBs\u2019\u2019, which in turn proliferate with growing numbers of people, businesses, industries and homes.+ + + THERE is little argument against seeking alternatives to automobiles in urban centres.The Metro extensions have widespread support and both the Montreal Urban Community and the province are committed to them.Better use could be made of railway lines.Overhead monorails should be considered.But even these are not substitutes for the car and the truck.However convenient and attractive may be alternatives, the private and business vehicle always will be with us and no doubt in growing numbers.Witness London, Paris and other cities with extensive subway systems.The trick is not to go overboard with one form of travel versus another.And what we fear from the Trans- Canada opponents is that they say: don't build it, push Metro instead.The fact is, we need both.And badly.too.+ + + IT IS a great mistake to make Trans-Canada planning the whipping boy for our social ills.Indeed, the provincial roads department has been painted as the culprit, when in fact the problems of housing, other transport forms, the environment and so forth belong more squarely on the shoulders of other departments or government as a whole.We still say the roads department, from Minister Pinard down, is guilty of atrocious public relations and com- -munications within itself and with others, particularly with the City of Westmount.But those of us born and brought up in this province must point with great pride to the giant strides made, in little more than a decade, in bringing Quebec highways out of the horse and buggy days.The ubigitous motorist is, at last, getting something like an even break.The spurs of Expo, and now of St.Scholastique, to highway facilities are to be welcomed and not condemned.A direct autoroute to and through downtown Montreal is to be welcomed and not condemned.Concern over dislocation to the least number of people, their homes and environment is to be welcomed, but the highway itself is not to be condemned.We urgently need Metro extensions, more decent housing, sewage tratment, more jobs\u2014 and the new, long-overdue
