8 & = 9 2 22 Em œ 2, = DRAM TR JANUARY 71015 Since nights are very cold, the \"January thaw\u2019 may not be so pronounced as we normally expect.A sad prospect for many ski slopes, so don\u2019t count on pleasant conditions from midweek onwards.Snow and icestorms in the Prairies are followed by a Chinook\u2019 and that mass of warm air flows across Manitoba toward Ottawa.In the east, the cold spell will continue to Tuesday.then we will have fogs, freezing rains, wet snow and icestorms; drizzle and mild winds for some regions.Temperature range, nights and some days: begining of week, -30 to 30F in the north; southern counties and Laurentians -20F.End of week, north -15 and 30 to 35F., Cantons, -10 and 40F.Car crashes church wall on Boulevard The driver of a 1971 Pontiac Le Mans went to the Montreal General Hospital Monday afternoon with apparently minor head injuries after his car went out of control on The Boulevard, crashing the side of a 1961 Comet station wagon, then colliding head-on into the concrete wall outside Dominion-Douglas United Church.The force of the impact heaved a long section of concrete and its steel reinforcing bars off its concrete posts and also cracked the section.Neither concrete nor car rolled down the steep embankment into the church.Vaita Miles, 22, of Montreal, driver of the westbound Pontiac, was released after treatment.Driver of the eastbound wagon was Victor Richard Gringham, 47.also of Montreal.His vehicle ended up turned around and half on the sidewalk just east of where the wall was breached.Damage to the two vehicles was estimated at $1,000.Cost of repairing the wall had not been determined.Purse taken A employee of the Westmount Gift Store at 1308 Greene avenue was robbed of her wallet containing $24 and personal papers sometime last Thursday.The employee left her purse on a shelf behind the counter while she worked and discovered her loss about 5 pm, Twin-tower complex of apartments axed The twin tower project planned for the city\u2019s parking lot bounded by Dorchester boulevard, Atwater avenue, the proposed extension of Wood avenue and Tupper street will not be built.The developers of the now defunct project, Woodpark Development Corporation and Ithican Development Corporation, allowed their option to purchase the land to run out on Dec.31.City officials said the developers had reported that high taxation, specifically the Montreal Urban Community tax of 40 cents per $100 for buildings valued at over $100,000, had made the project economically unfeasible.Continued on page five Mayors seeking Quebec After 20 hours of discussion of the Montreal Urban Community budget in MUC Council and among the suburban mayors, debate if permitted \u2018\u2018could have gone on for weeks and would achieve nothing.\u201d Mayor Paul Ouimet told Westmount City Council Tuesday evening, in a vigorous report which dominated the statutory January meeting: \u2018\u201c\u2018We felt we could do better if we presented our case before the Quebec Municipal Commission.\u201d He added that \u2018we chose the press release route rather than the debate route to explain ourselves.\u201d The suburbs have until Jan.15, under MUC law, to present their case to the municipal commission to \u2018\u2018establish a financial prejudice\u201d under the MUC udget, which automatically came into force last Friday at midnight despite the votes of 23 suburban mayors against it.Mr.Ouimet\u2019s painstaking review was triggered by his own remark that \u201cIt is said in some milieux that we didn\u2019t explain our reasons for voting against\u2019 the $160,000,000 MUC budget, $85,000,000 of which would be for police costs.(Westmount\u2019s share would be $275,000 for the balance of on and $675,000 for 1972, he said.) apartment by two Westmount policemen just after 2 pm Sunday suffering from second and third degree burns to about 15 percent of her body.Mrs.Irene Higgs, 4400 St.Catherine street west, Apt.501, is in satisfactory condition in the Montreal General Hospital with burns to her left hand, the right side of her face, thighs and abdomen.She was rescued by Csts.Gordon MacDonald and Stephen Roberts.Firemen said Mrs.Higgs was frying bacon on her stove when the hot grease ignited.She attempted to lift the pan off the stove, burning her hand and spilling the grease over her clothes, which also caught fire.She dropped the pot, causing other parts of the kitchen to catch fire and then passed out, falling to the kitchen floor.Smoke from the fire was detected by occupants in the apartment above No.501 and Westmount Police and the building\u2019s superintendent were alerted.Legs seen in smoke When the two police constables were let into the apartment by the superintendent, they were met by clouds of won Seat 6.Next school board meeting takes place on Monday at 8 pm in the board room at Westmount High School.One of the first jobs of the new school commissioners will be to elect a new chairman to throw water on it or attempt to place it under a water tap.After such a fire it is always advisable, said the spokesman, to call the fire department so that firemen can check that the fire is lack of published figures to go on.But there is one which sticks in every suburban craw: $85 million for MUC shared police expense on top of continuing local police costs in every community.The bulk of that $85 million goes to the City of Montreal, drawn from the suburbs.One reason for Montreal's police expense is said to be the recent granting of wage parity with Toronto.But Toronto has 3,500 officers and men whereas the Montreal area combined, with fractionally more population, musters 5,000.The MUC budget, we suspect, includes this and other items placed there by the MUC executive deserving of closer scrutiny and trimming.If Mayor Ouimet is going to preach this gospel of living within our means, and seek whatever MUC economies might come from appeal to the Quebec Municipal Commission, he might institute another look at the local Westmount budget as well.It would not be easy.in a well-run Suburb mayors MUC Council President Jean Drapeau, mayor of Montreal, last week termed the vote of 23 city such as Westmount which provides superior services to its residents which they have come to expect.However, a place to start would be with any new services.An obvious one is public housing.There has been much debate over Hillside Place, but there is room for more: clearly, with the new burdens which will be thrust upon us by MUC there is every reason to reopen the thorny issue of subsidizing former residents who would return here as non-tax payers.Council last month gave out as its first reason for going ahead with Hillside Place a debatable \u201cmoral committment\u201d to ex- Selby street people.The new budgetary considerations, we say, have raised an over-riding, new moral committment to Westmount\u2019s existing tax- payers\u2014to halt any avoidable, or at least delayable, new expense to the city exchequer.Such action, now, would give Mayor Ouimet another strong argument when the city goes before the Municipal Commission, An argument to add to the potent one given him by the decision of the promoters of the twin- tower project at Tupper street, who have cancelled their development in face of the uncertainties and the burdens put in their way regarding MUC taxation.We should be doubly cautious about doing in the public sector what private enterprise hesitates to do.And we certainly should not be beguiled into doing as so-called \u2018social measures\u2019 what commercial entrepreneurs refuse.for reason.not to do.did right thing suburban mayors against the MUC budget as **a negation of government and an incredible Year's Eve when busy grown men were called together on what should have been a festive night to sit for 15 minutes until midnight to witness a $160-million bill to the island's taxpayers adopted without their consent.What was clearly demonstrated was that the MUC was brought into being on ill-conceived and hasty legislation which, for one vital thing, put excessive power in the hands of the executive committee, after the practice of the City of Montreal.What the legislators failed to grasp is that the suburban municipalities, for the most part and including Westmount, base their practice of local government on the principle that the council, as Grant to 4424 THERE will be many happy and relieved people following the news of another handsome grant of federal funds for the 4424 Inc.Youth centre on St.Catherine street.For, undoubtedly, various needs of young people are met there, not least in the clinic.More frequent and fuller reports to the community of the activities and achievements of the centre would serve the centre well.A less ignorant public, satisfied of 4424's worth More disgrace ONE does not have to be a Scrooge to say that the let-down of postal service over the holiday season was disgraceful.The rush of Christmas cards\u2014 and from our observations, even that has been reduced by climbing postal rates\u2014was long since over; even so, in our office there have been days\u2019 delay in delivery of even local mail.This condition has been on top of three days\u2019 close-down of delivery out of six regular days since Christmas, on Dec.27 and 28 and Jan.3.The granting of these extra days off by the post office confirms our view that the government long since has ceased to regard the prompt delivery of mail as an essential service.In our representatives of the citizens, is the real authority.MUC's difficulties are not founded on suburban obstructionism, as has been suggested by Mr.Drapeau, Executive Chairman Lucien Saulnier and some of the Montreal press.The suburbs recognize interdependence and the need for broad areas of metropolitan government\u2014based on consultation, discussion and assent.The various mayors, unlike been developed before the tax was applied.The developers lost their $25,000 deposit on the option.The plans which had been available at city hall for public viewing, called for 751 apartments to be effect from Jan.1, 1972, the suburban municipalities should be assessed only for costs incurred after that date.The news release continues that no consideration has been given by Montreal to sharing from Journalism Club Back in October, when several of Westmount High School\u2019s new interest courses were being choked off in the bud, because of \u201clack of interest,\u201d one particular club managed to ward off the attack and today is surviving, if not flourishing.This is the Journalism Club, a small body of students who, once a month, churn out the school newspaper, \u2018The Good deserving of the title, The Good Word.Civic election cost $15,500 clerk reports Cost to the city of the recent Ward 3 election was approximately $15,500 reported City Clerk Ron Seaman at Tuesday night\u2019s city council meeting in reply to a question from city council.The council was discussing the monthly list of accounts which amounted to $671,577.68.Ald.Douglas Robertson asked why there was a substantial increase and Ald.Leeds Nelson, commissioner of finance, replied that it didn\u2019t matter much when the city paid its accounts providing it stayed within its budget.The bill for the city\u2019s payroll amounted to $279,349.36 while accounts payable amounted to $392,228.32.Mr.Seaman said he had included in the cost of the election the preparation of the electoral list which included employing people for several months to gather the names of the city\u2019s electors and the rental of a computer to organize the names by the new ward divisions.The city also had to employ
