doing \u2018\u2018de jure.\u201d He concurred with other observers that a communications takeover would effectively remove all meaningful control over their own forces from the suburban municipalities, which would be unable to despatch vehicles, direct their activities or receive their reports.Furthermore, he agreed that to take over radio links without first establishing the MUC\u2019s own command structure would be chaotic.Choquette\u2019s assurances welcomed The City\u2019s telegram to Mr.Choquette yesterday welcomed the justice minister\u2019s assurances of \u2018\u2018adequated delay for written and oral submissions from the suburbs on the Daigneault report proposals.\u201d However, the telegram which was signed for Mayor Ouimet, went on to say that city council had learned only Tuesday of the security council\u2019s move for recrystalization of police cars \u2018to confrom with the City of Montreal's two-way radio communications system.\u201cWith the passing of this resolution, the security council will in effect eliminate radio communications between local stations and their peace officers in the street.The City of Westmount police station, for example, will have no direct radio communications with its patrol cars, beat men and other emergency vehicles,\u2019 the telegram went on.\u2018In addition, our three-way communications system, including walkie-talkies, would disappear.\u201d The crime prevention systems in the suburbs would be seriously impaired, it said.\u2018\u2018The security council, by passing its resolution, does not appear to have recognized expert advice which was given in the same spirit as that shown in your recent remarks, i.e., \u2018The purpose of integration is to improve public October 5, 1972 Who controls police ?UNTIL this week, Judge Jacques Coderre commanded respect and, in some ways sympathy, when he maintained quite properly that Bill 281 to integrate island police was the law and as MUC Security Council he was bound to enforce it.The picture changes.As chairman of a public body.his duty becomes just as much a responsibility to the public will as to the magisterial application of law.He is not on the bench.The security council is not his court.He can neither find nor treat citizens in contempt.Yet we believe that this is precisely what he has attempted to do with the revelation this week that he presided over a council meeting which has abruptly moved to take over island police radio communications.This in the face of mounting popular suburban protests over the Daigneault integration proposals\u2014of which Westmount's magnificent turnout of concerned citizens last week was a dramatic and meaningful example.Westmount Public Safety Commissioner Ald.James Thom stated it neatly yesterday.in the kind of legalistic terms which Judge Coderre can understand: *\u2018the security council is attempting to do \u2018de facto\u2019 what it was finding increasing opposition to doing \u2018de jure\u2019.JUSTICE Minister Choquette acknowledgement that something is amiss in police integration is welcome.It is tangible evidence that aroused citizens can be heard by their political representatives.Which is said despite the evidence of Westmounters\u2019 own incredulous eyes and ears last Thursday night that their own provincial member, Hon.Kevin Drummond, betrays no such respect for his electors, to say nothing of a sense of occasion or decorum.M.Chaquette will find, as we have maintained for some time, that the fundamental problem in the issue of police integration is in Bill 281 which must eventually be replaced or amended to remove the powers to deprive and to impose conditions under which people are to live without the voice of those affected.We would like to think when Bill 281 was passed it was with the best of intention to remove police matters from the grasp of local politicians.However, politicians both good and bad represent citizens, whose servants police must be.Even the Montreal press has responded sympathetically, at last, to the correctness of the suburban position in this issue.Under Bill 281, as it stands, the City of Montreal will be in a similar plight, their police control vested in no local elected authority, not even in the MUC council or executive committee.School committees become reality OFFICIAL formation of school committees is a move forward in \u2018\u2018participatory democracy\u2019 for the school system and Westmount parents should make every effort to be in at the start with next week's general meetings in local schools.If they don't get the representation they feel they should have on the resultant committees it will be their own fault.The general meetings are their meetings\u2014not the school administrations\u2019 even though the principals may call them.The law requires them to do so.Off the Island of Montreal school committees have been part of the scene for a considerable time in the extensive and expensive program of regionalization of the province's school system.The committees have been a mixed success since they depend heavily on two not necessarily interdependent factors: The attitude of parents and the attitude of professional educators.Given goodwill on both sides, the committees are valuable sounding boards.But where they are regarded by parents and treated by school staffs as merely another form of coffee-and-doughnuts parent-teacher or home and school conclave, nothing much changes.Westmount is fortunate in that the Home & School Association movement has flourished with an extraordinarily high proportion of education-minded parents in the local population.In addition, we still possess a local school board which, no longer filling its original purpose of representing the school municipality\u2019s taxpayers (the PSBGM hardly does that any more, either) it is rather more parent-oriented and already meets many of the projected purposes of the new school committees.The WHS experimental school committee also has provided some useful experience.The committees should make a valuable contribution to Westmount public education.Having said that, a word of caution should be put before the parents generally and the members to be elected next week particularly: Don\u2019t expect too much.If that sounds cynical, this writer had some short-lived experience of just such an official school committee at one of the early rural regional high schools.With the best will in the world, there is an = entrenched system of layer upon layer of professional educationists, from Quebec down, who are jealous of their prerogatives.They already have preempted most of the decision making of the school boards and even now are in the process of eliminating many of them.The layman having to do with education is not always regarded as competent and, to often, is treated with contempt.\u201cOutside\u201d ideas and suggestions too often get short shrift, if listened to at all.Westmount Park School Principal A.L.Tedford has paraphrased the new regulations neatly by saying in his announcement that \u2018Through such committees, parents can have an effect upon decisions of the school administration.\"\u2019 The operative word is \u201ccan.\u201d The test in the months ahead is to make that \u2018\u2018can\u2019into \u2018\u201c\u2018will.\u201d 297 WHS students petition Drummond Sir: The accompanying letter was sent to Mr.Kevin Drummond, our MNA, accompanied by 297 signatures collected hastily over a period of only two days.I believe that this fact alone speaks for the concern that the young people of West- mount feel about the impending loss of our police force.During the time I was collecting signatures, (Westmount) Dear Sir: We, the undersigned, students and staff of Westmount High School, residing in Westmount, are extremely concerned over the upcoming reduction of Westmount\u2019s police protection and services to almost nil, upon implementation of Director Daigneault\u2019s recommendations concerning police integration on the Island of Montreal.In the past, the law officers of West- mount have been efficient, conrteous and prompt in the execution of their duties.They willingly respond to calls concerning even the samllest, and seemingly trivial matters and, in addition, provide many services, such as inspection of vacant houses and directing traffic at dangerous intersections surrounding schools, that would be eliminated if the force were integrated into the new MUC police force according to the current recommendations.Westmount has a very low incidence of crime, but this is due to the constant patrolling of the city\u2019s streets by West- mount\u2019s fleet of police cars.If West- mount\u2019s force were cut to \u201c2.4 cars, and the station removed from Stanton street to Ville Emard, (an area unfamiliar to many Westmount residents) criminals would have virtually a free hand in our city.The sheer lack of police cars for the size of Westmount would make the regular patrol of all streets, which exists now, impossible.We do not wish to pay exorbitant amounts of money for a token police force which would be incapable of any but the most meagre protection for our homes and property, as well as ourselves.The implementation of Director Daigneault\u2019s plan government activity but no real progress in pollution control over the past four years For example, the Department of En- vironment-touted as the government\u2019s greatest achievement in this field-was created to co-ordinate the fight against pollution.Unfortunately, the minister\u2019s power was not increased from his previous post as a lowly Minister of Fisheries and most of the government's new antipollution legislation was left under the jurisdiction of other departments.the result was a diffusion of power and responsibility which we cannot afford if we are to have clean air, water, and land.It is my belief that the federal government must be the leading force in the fight against pollution, and the BNA Act must be amended to reflect this necessity.The federal government must set national minimum standards for pollution control that will have to be met by industry and municipalities.No longer will corporations be able to play one area of the country off against another, threatening to relocate their plants if local pollution standards are enforced.These national anti-pollution standards will have to be enforced with both strength CHARLES DRURY Liberal Party While many of us may wish for better jobs, others for better housing, and still others for higher pensions, all of us insist on the preservation of our environment.The list of accomplishments of the present administration in the fight against pollution is impressive.Let me review some of the highlights of these accomplishments since 1968.A strong Department of The Environment was created.It brings together existing federal agencies concerned with air, weather, forestry, wild life and fisheries plus a new service concerned specifically with fighting pollution.It was obvious that strong laws were required to stop polluters.The existing legislation was reviewed and new laws introduced.The present package gives the minister of the environment sufficient clout to deal with unco-operative polluters.For instance, under the Canada Water Act, Fisheries Act, Artic Waters Pollution Prevention Act, Northern Inland Waters Act and Clean Air Act, polluters may face fines of $5,000 per day for most offences.In some instances, such as under the Clean Air Act, companies may be fined up to $200,000 per day.In the two-year period ending in May 1972, the Federal Government successfully prosecuted 122 cases of pollution infractions.Much of the responsibility for preventing pollution rests with the provincial and wisdom.There is no doubt in my mind that wilful pollution is a criminal offence, an act which can be compared to murder and rape because at times it involves the progressive murder of human beings and the rape of something very dear to us, our environment.We must therefore deal with wilful polluters as we deal with other criminals, establishing stiff fines and-or imprisonment for those who irresponsibly spoil our envirnment.On the other hand, the public must realize that in many cases pollution has resulted from technological decisions made in an era before concern for our environment blossomed.We must therefore be fair-minded with those firms who might be plunged into bankruptcy if they are forced to clean up their - production process at too great a speed.Finally, our wisdom in handling pollution will be reflected by the willingness with which all Canadians accept the financial burden for cleaning up our environment.The public must be willing to support tax incentives, low- interest loans and special tariff exemptions deteriorating, noise is already unbearable and the air is un- breathable.For two-thirds of Westmount riding, these things are a hard reality.and even the more affluent other third on the mountain slopes are beginning to feel threatened by the seemingly unavoidable problems of modern city living.The federal government has a role to play in helping municipalities and provinces make our cities liveable again.The present federal government has given only token recognition to the urban problems.The NDP wants to see this changed by taking concrete action to improve the urban environment.Traffic congestion threatens our health as well as our sanity.And it's not going to get any better as long as the federal government continues to pour millions of dollars into urban expressways.It has been estimated that, at the present rate of construction, 2,400 more miles of concrete thorough-fares will cover our major cities, mostly Montreal, Toronto and Vancouver, by the year 2,000.This means less space for humans and even more congestion.Air and noise pollution are directly related to the problem of traffic congestion.Air pollution is also caused by daily fallout from nearby factories, which must be controlled.Finally, water pollution is related to the insufficient of litigation.Working in cooperation with industry, Environment Canada has substantially reduced a great number of sources of pollution.In 1972, mercury discharges will amount to less than 1 percent of what they were in 1969.The pulp and paper industry is now subject to regulations concerning their effluents.The oil companies are partners in an oil spill contingency plan.In all these cases, negotiations are continually underway to ensure that no jobs are jeopardized in the process.The problems of pollution do not stop at International boundaries.In some cases, bilateral co-operation is required.In April sewage disposal and recycling system.Though provincial governments are now beginning to deal with these problems, the federal government has been extremely slow and backward.NDP's plan outlined The NDP plans to put a stop to all this insanity by: Conducting research to improve public transportation and to plan cities where the need for private transportation will be decreased: Joining forces with provincial governments to provide cities with more money for the development of mass transit systems, as well as secondary and tertiary sewage disposal systems.Levy stiffer fines on industrial polluters.Take strong legal and financial steps to assure strict exhaust-control systems on automobiles.The question facing us today is whether we shall allow our cities to continue drifting helplessly toward disintegration or whether we are resolved to create the kind of urban environment that is fit for civilized living.The solutions to our problems are within our reach, but we must decide now before it is to late.Canadians must now choose the kind of leaders
