[" @ Counterfeit $5s plague local stores Four more counterfeit $5 bills were found in Westmount Square this week, raising the tally during the past five weeks to eight found in Westmount.Westmount Police are working closely with the RCMP to discover the source of the bills, of which there are now two distinct types.In both cases.the fives are old-series bills, in which the portrait of Queen Elizabeth gives an important clue to the money's authenticity One of the series is notable by the very poor print quality of the Queen's face and hair.The paper is of low quality also.In this series, serial numbers all begin V-X 3357\u2014.Numbers V-X 3357950 and V-X 3357952 have been found in Westmount.the RCMP has recovered numbers V-X 3357951 and V-X 3357596 in other places.Second series In the second series, tell-tale signs are more difficult to come by.Serial numbers do not correspond at all: however.the blue ink used to print the bill does not overlap with the lower right- hand part of the Queen's shoulder.as it should.Also.in the second a\u2019 of the word **Canada\u2019 in the phrase \u2018Bank of Canada,\u201d the normal triangle within the letter looks more like a check-mark, according to police.Serial numbers in this series.known to have been found in Westmount.are S-X 9178425.T-X 3904757.T-X 939-0349.and V-X 5031301.The RCMP have found 21 other phoney bills in the Montreal and Quebec areas.Storekeepers or individuals who find more counterfeit fives should call Westmount Police or the RCMP.Most of the bills found in Westmount so far have turned up in Alexis Nihon Plaza.Westmount Square.and in businesses on Greene avenue.62 bikes go Six bicycles were stolen in Westmount during the past week.reflecting an \u2018\u2018average\u2019\u2019 toll according to accident involving three cars on Sherbrooke street near Mount Stephen avenue yesterday at 2:58 pm when their motorcycle hit the open door of a Westmounter\u2019s car.Stephen Guttman, 22.and 20- year-old Miss Donna Block.both of 90 Somerville avenue.were headed west on Sherbrooke street when, they claimed, Douglas l.auder of 66 Aberdeen avenue opened the left-hand door of his car.The cyclists hit the door, causing the motorcycle to fall on wet pavement which city workers had just washed.Another car, westbound, directly behind the cyclists and driven by 34-year-old George Vlassis of Montreal, tried to stop to avoid the accident and skidded into the eastbound lane of Sherbrooke street, where it bumped into a car driven by Mrs Elizabeth Welsford of 4307 Montrose avenue.Mrs.Welsford had already stopped when she saw the accident.Mr.Guttman and Miss Block were taken to the Queen Elizabeth Hospital by Westmount Police for treatment of injuries sustained in the incident.Mr Guttman fortnight ago by Landscape Architect Klaus Bartholl that the site planning may be in contravention of National Housing Act regulations could likewise put a stop to construction.Indeed, Mr.Bartholl's as yet unanswered allegations could bring on a first-class confrontation between Quebec and Ottawa.++ + THE EXAMINER learned yesterday that a \u2018policy meeting\u2019 is to take place early next week between Central Mortgage & Housing Corporation and Quebec Housing Corporation.Biggest single chunk of money slated for Hillside is federal.Until 1970 it was the responsibility of CMHC to administer such funds and, in that year.an agreement between the two corporations charged QHC with passing on the suitability of projects in the Province of Quebec lt would seem that since then CMHC took QHC's word for it that NHA regulations were being met.Then two things happened.almost coincidentally: CMHC got a tough new president in Ottawa.Mr.William Terron, and a copy of Mr.Bartholl\u2019s study of the Hillside site proposal landed on Mr.Terron\u2019s desk.Another copy landed on the desk of Mr Jacques Berner.president of QHC.+ + + NOW, apart from the headlong push by a majority of Westmount city council to get on with Hillside, heads were swimming at city hall over the speed with which QHC has moved recently On June 19, city council passed the new public housing by-law.In Quebec it was received, approved and an order-in- council was published in the space of eight davs, on June 27.authorizing the city to go ahead In another six days, on July 31.city council authorized the signing of the contract The actual signing was held up another 13 davs.to last Monday night, only because the city had, somehow.not meanwhile taken possession of the land The speed of atl this, most- questioned and most-questionable undertaking.The mayor and city clerk signed the deed for the land ($435,157.25) and then the contract for the construction ($1,071,908) of the Hillside Place public housing.This, we reckon, was an occasion\u2014good or bad, depending on ones point of view.There are some bitter divisions in the community.despite which the city has bulled ahead with the scheme.One would have expected that city council, with its professed convictions, the precedent-setting nature of the project.and the interest of many.would have made more of the event.But.no.The only reference to Hillside in the desultory.15-minute publie council meeting that evening was a resolution authorizing the signing of the deed.These was no discussion.No announcement of the signing.This despite the fact that perhaps the most interested person of all, Mr.Al Fisher.president of the Westmount Tenants Association, and one of his most active heutenants was present in the audience.Instead.members of the press invited to the mayor's office for the usual post: meeting informal discussion, questioning, mterviewing, ete.discovered the notary for Canadian Pacific and the president of Brandon Construction on hand: and there the Beautiful, quiet Hillside Place signings took place.Why was this not announced?Why did it not take place in the open, in the council chamber, in the presence of those interested?Small matter?Of little consequence?Not at all.From beginning to end, the Hillside story has been shrouded in secrecy, privacy, avoidance of openness on the part of a city council which has done a deplorable job of defending its position on this important issue.The lack of ceremony for the final act thus was typical.Editorial Notes OUR eye has been caught,
