Detailed plans for improving Greene avenue were revealed Monday night at the public information meeting in Victoria Hall, including proposals to \u2018widen sidewalks, make traffic one-way, plant trees and encourage pedestrian use of the shopping area.The plans were presented by Jean-Louis Lalonde of West- mount\u2019s architectural and planning commission, who noted the present ugly conditions caused by an overabundance of signs on the street, clashing colors, holes along the street front, narrow sidewalks and the mixture of building heights.These unattractive characteristics are not conducive to the comfortable shopping most merchants on the street hope to encourage, he said.**More dignified\" The changes might include using materials \u2018of a more dignified nature\u201d in widening sidewalks and improving the curbside, he said, setting benches and even outside ashtrays in some areas and planting trees along Greene avenue and de Maisonneuve boulevard in front of the old post office, which will soon become a multi-use building with boutiques and a restaurant inside.~ Dornan named John C.Dornan of the West- mount city clerk's office was authorized by council recently for construction of a two- or three-storey building, to close off what is now a gaping hole in the street line.Ç Short-term parking would be encouraged, mostly in diagonal.parking spaces surrounded by abutments which would allow citizens to cross at intersections and in rhid-block more safely.Light standards could be used to hold the various pedestrian and traffic signs necessary on the street, last week's Examiner, Westmount will try to have the MUCTC bus route taken off Greene, and the traffic directed one-way south between Sherbrooke and St.Catherine streets.Mr.Lalonde said the city but nonetheless strangers to Westmount\u2014are seen in the blue and white MUC patrol cars.Not only are they relative strangers, lacking the usual familiarity with local places and people.The whole demeanor of the police presence seems to have changed.The edge seems to be off the friendly, benevolent but purposeful side of police work as seen by the public here, which Westmounters once insisted upon and which they had come to expect.Citizens did not require the statistics recently published to be able to tell that motor patrolling was off sharply, let alone that foot patrols had become nonexistent.Too often the uniformed man behind the wheel seems more intent upon conversing with his partner than taking in the scene outside his vehicle: people on the sidewalks, passing cars and trucks\u2014.whatever their speed\u2014and the many situations which once were noted and, wherever necessary, acted upon.Indeed, more than the coming of the Montreal Urban Community Police to the Westmount community, the coming of the Montreal Policemen\u2019s Brotherhood is the most evident change.It is personified by the union requirement of two constables in every car\u2014instead, as heretofore, the greater coverage which was provided by two cars for most every incident.For the citizen, and for the Westmount administration which once was able to take great pride in the policing of our city, the two-man union rule probably has been the most retrograde step, with both seen and unseen disadvantages, to stem from the unfortunate legislation \u2018which spread Montreal practices throughout the island.+ + + ANOTHER problem of the monaslithic \u201c police force, noted from the beginning at city hall, has been swept under the rug.It now appears to be coming home to roost.The primary excuse for creating of the MEANWHILE, MUC force was somehow to meet the financial problems- for the City of Montreal arising out of their police strike and its settlement.Successive MUC budgets since have been evidence that the stratagem succeeded insofar as loading the suburbs with the central city\u2019s costs.But even this did not solve a major grievance: the state of the Montreal policemen\u2019s pension scheme.Generous on the surface in the benefits it appeared to bestow on the men, the pension plan was then and still is more promise than plan.It in fact always has been an actuary\u2019s nightmare and a financial manager's despair.It is not a properly-funded scheme and, in fact, the City of Montreal is deeply in debt to the multi-million-dollar fund.Many of the suburbs, on the other hand, have soundly-established pension arrangements, providing the men full security.Westmount is one such city.To be sure, there are other municipalities - which provided little or nothing for their men\u2019s fetirement.However, the problem foreseen by Westmount was the integration of all the various schemes extant on the island.This simply has not been tackled, not even by Director Daigneault in his plan for utilizing the human and material police resources of the community.And it appears to have had only desultory attention in negotiations with the brotherhood.The men are out to change that\u2014at least, the Montreal men as well as those who joined the force from municipalities who \u201cprior to negotiation had inferior or no plans at all.And this could: spell trouble ahead, the very kind of trouble which brought the MUC force into being in the first place.+ + + integration of the force continues.Last week more shuffles of people took place: Director Daigneault continued to implement his plans despite the fact that they have not had official sanction beyond the\u2019 MUC security council.This \u2018While the law clearly requires that there be approval by the municipalities concerned as well as the Quebec Police Commission.- To us this signifies continuing contempt for the local -civil authority\u2014quite in keeping, of course, with the spirit of the MUC Police legislation which itself expresses that same contempt.Which is precisely what recent agreement between the Conference of Suburban Mayors and the provincial government was
