[" Making not just your house but all of Westmount your home Voi.LII, No.20 \u201c15,370 eligible to vote Tuesd Westmount, PQ, H3Z 2Y8, Thursday, May 15, 1980 A MASSIVE turnout at the polls is expected Tuesday from the 15,370 Westmounters eligible to vote in the referendum on sovereignty-association.Polls will be open from 9 am te 7 pm at seven-locations in the city (see map page eight).A total of 38,368 persons are on the voters\u2019 list for all of the provincial riding of Westmount and will vote at 18 locations.Westmount returning officer Jon Bradley also expects a relatively large number of voters will take advantage of advance polling tomorrow and Saturday between 2 and 10 pm.HOLIDAY MONDAY MOST local stores and businesses, including the offices of THE ExAMINER and Publi Hebdo/ Weekly Adservice, will be closed Monday in observance of the Victoria Day holiday.City hall will be closed and there will be no garbage collection either by the city or by private contractors.The West- mount and Atwater Libraries will both be closed.Westmounters planning to celebrate the day with traditional fireworks are reminded that it is illegal in Westmount to set off fireworks, whether in parks or on streets or lanes.The following day, Tuesday, is Referendum Day, and residents are reminded that many offices will close at 3 pm to allow employees time to vote before the polls close at 7 o'clock.INO MAY 15 to 22 Nights are frosty but days quite warm this pleasant week.Seeding and transplanting already advanced south of the river; VERIFIED CIRCULATION Second class mail registration number 1760 4 - Vol.LII, No.20, Thursday, May 15, 1980 We Say Make the bike path work tive.Bicycles are good.They are functional, clean and healthy.If a path can make them more useful, as it clearly can, then a path is a good idea.With the need established, another question is: Can we afford it?We could last year, the signs were bought and there apparently is money left over.Money is not a problem.PAID WE'VE been suffering from a case of déjà vu this week.There's an eerie familiarity about cyclists organizing petitions and talking of making representations at the June meeting of city council.They did all that last year.Cyclists and the city appear back at square one.The city has scrapped its bike path plans and the cyclists have resurrected their pressuring plans.We believe there is a solution to the current impasse and it doesn\u2019t lie with scrapping the bike path.But last year's path wasn't wholly satisfactory either.While we're back at square one, let's examine the basic question: Do we need a bike path?The cyclists, of course, believe so and seem to have some usage numbers to back them up.Council, based on their actions of last year, must also recognize a need, if the question is separated from the safety issue.We believe a bike path is a worthy objec- AND now, the crunch: Can a bike path be safe or be used safely?Last year's was not safey particularly in the danger two-wWaÿ\"bike traffic presented to northbound drivers who did not have the benefit of any signs warning them to look both ways before crossing the one-way street.No one, however, when the path was instituted, claimed it was a safe path.Only that it was the safest the planners could come up with at the time, without having had previous experience.That last year's path was not safe does not mean a safe, or safer, path is not possible.In fact, we're not sure how anyone would actually know if a path is safe or not.Is it safe if there are no accidents for one year, five years, ten?One cannot determine safety absolutely, only relatively.Thus the question to be addressed is not whether any path is safe but whether it is safer than no path at all.When a path is judged in comparison to no path, some clear benefits arise.A path gives a section of the street, unequivocally, to the cyclist.The bicycle is thus given tacit recognition as a vehicle and when both cyclist and driver realize that, the interaction of the two is safer.And that's where we come to education and enforcement.Both cyclists and drivers must be educated to accept the bicycle as a vehicle of the road.But they are different vehicles, having different sizes and travelling at different speeds.Giving each its own part of the street sorts out the confusion those differences cause.National reform IT has taken a long time, but the CBC finally has seen the wisdom of the suggestion made on this page several years ago that its flagship television newscast, The National, is much too late for healthy, early to bed, early to rise Canadians.Come the start of next year, we all can pack in whatever we are doing in the evening an hour earlier.At 10 pm on weeknights we can settle down to hear Mr.Knowlton Nash wrap up the world for the day and get to bed at a decent hour.The publicly-owned broadcast system has a first duty of pulling our diverse nation together in knowledge of one another and of the world in Canadian eyes\u2014before any consideration of what is prime-time entertainment, whether home-grown or imported, and the ratings and advertising value thereof.If this is a stuffy view of the value of the medium, so be it.There are enough alternative channels in most communities for the purveying of TV's more ordinary fare.The CBC is something special and any step which enhances it as a national as- \u2018set is to be applauded.An earlier National not only may get us to bed earlier, unless we are hopeless late movie adicts; Services revealed the matter as he went from table to table during the \u2018'round table\u2019 discussion period.He said he had not informed city council that he was studying the matter.He added that he is looking at the possibility of solar heating for the pool, cutting down on costs and ensuring year-round comfort.In any event, he said, the extra cost of the dome might require charging a fee for use of the pool.During his preliminary speech Ald.Gallery said the HE guest speakers and participate in group discussions with them.The report lists the various tasks undertaken by the association WMA.Para-police role is questioned By ANDY DODGE Citizens are worried about the twin roles of the anticipated para-police and the Montreal Urban Community Police, uncertain at this stage who they should call in the case of an emergency once the para-police number is in operation.They received little help from Public Safety Commissioner Ald.P.André Gervais on Tuesday evening.He said simply that the matter would \u2018\u2018work itself out\u2019 once the force was in operation.What do you tell your children?Mrs.Nancy Hodkinson wanted to know of the alderman and author of the para- police operation.How do you determine who should be called?Ald.Gervais could not provide answers since these types of details still must be worked out, but he said there already had been promises of full cooperation between the two levels of police.Mrs.Hodkinson complained that when she calls the MUC Police, \u2018\u2018you have to go into vivid detail describing where you live.\u201d Ald.Gervais suggested that the Westmount para-police, once in place, will be able to discern the nature of calls to them and would call MUC Police if they consider their help is needed.In his prepared speech to years,\u201d he said.If there is a tax increase after that, it will be hard to blame it on the para-police force, he suggested.Highly trained To other questions, Ald.Ger- vais promised that the para- police officers would be highly trained and well versed in local geography and situations.He said, however, that the city still was uncertain whether or not to include medical training and equipment, considering MUC policemen are trained for this and the Westmount Fire Brigade offers an ambulance service already.\u201cIt seems other areas might be more important,\u201d he suggested.The commissioner said that Westmount had received \u2018\u2018the greatest co-operation possible\u2019 from local MUC Police Director Gabriel Ayotte, but suggested his hands were tied by lack of manpower.\u201cIt simply is not enough to meet our demands,\u2019 Ald.Ger- vais argued.\u201cIf there was one bank holdup in a year (under the old force), surveillance was considered wanting.Why is it necessary to hire police guards and dogs to restore order in our parks?The responsibility for public safety should lie with local government, but local government should have the means to ensure public safety.\u201d Noting that Westmount's crime rate has increased 262 percent in the past 10 years, Ald.Gervais identified public safety as \u2018\u2018the number one issue in Westmount today.\u201d Mayor says parking plan to change Mayor Donald MacCallum admitted Tuesday evening that some of the city's proposals for new overnight parking regulations might have been a bit far- fetched\u2014thus indicating they probably will not be part of the final proposals to be unveiled shortly.The thought of \u2018getting up with a hangover on Saturday morning at 7 am to move your car\u201d and the prospect of having Westmount purchase lots for use by residents are the two matters which might be dropped, though he gave no further indication of council's thinking on the matter.Both the mayor and Public Safety Commissioner Ald.P.André Gervais indicated council is very close to concluding debate on the matter, having received input precipitated by a special
