but the call should not have been passed over as if it hadn been made.: Thus, council invited the astute and at times sharp questioning it got Monday night.Particularly refreshing and informed was Mr Rolland Benard, WMA finance com- ~ mittee chairman.He focussed council\u2019s attention on the possible lack of any meaningful system in city hall for assessing the performance and productivity of staff.In business, specially on the scale of the city corporation, assessment is a _ prime method of controlling cost and promoting pride and efficiency.We might add that this is good.It should have driven home to the mayor, aldermen and city officials that budget making should not be a closed-door exercise but is of legitimate concern to any interested citizen who, after all, pays the taxes which arise from the process.\u201cIn closing, I would like to emphasize that budget estimates are subject to detailed review and approval before their adoption,\u201d Mr Gallery's statement concluded.\u201cThe 1986 budget will be formally presented on Dec 16, 1985.\u201d There does not have to be a \u201cguideline .in the area of 4 percent for expenditures,\u201d whatever specific cost pressures are anticipated.It could, for instance, have been any percentage, up or down, which council decreed.As it is, the public (as well ag the WMA) may be excused for drawing the impression that the process of budgeting is derived more from estimating what increases can be expected in various departments than from what cuts might be made.Not every car, gadget, service, trip, assistant, perquisite, raise, bonus, membership, consultancy, retainer, practice, facility or what-have-you must go on in perpetuity.The mayor might have said in that closing remark, but didn't, that budget estimates still also are subject to reduction or even non-approval.IF you have nothing to say or, rather, something extremely stupid or obvious, say it, but in a \u201cplonking\u201d tone of voice \u2014 i.e.roundly, but hollowly and dogmatically.ton Ia \u2014 Gillie Potter to, LIMO ut, SINCE THERE ARE NO DECENT ISSUES, LM VOTING FOR THE MOST INTERESTING WESTMOUNT Municipal Association president Stuart Robertson was a mite miffed over our editorial note last week commenting on his alleged assertion that our reports of WMA meetings \u201cfrequently editorialized.\u201d Before running that item we had a staff member check to make sure that this is what he intended to say.Unfortunately, by the time we got his response it was too late to alter the piece.His clarification was to the effect that the reporting was accurate and fair but that he frequently found our editorials on the WMA not to his \u2018liking \u2014 a far different matter.Except for when they are designed to praise and support, editorials in this newspaper and many others are intended to rap knuckles and chastise where we deem appropriate \u2014 something not expected to win delight of the subjects.However, it goes with offices which are held in public view, such as in the WMA.(Mr R took particular exception to our attributing to the WMA something uttered by a director in a regular meeting and left unchallenged by his colleagues.) There are some in the association who would prefer to have these meetings closed to public eye and ear \u2014 which for the sake of both municipality and association has been resisted by wiser heads newsletters and all, a travesty and cover for straight red- neckism.It asserts blandly that in Canada language is \u201csimply a matter of communication, not culture.\u201d What Canadian history books free trade debate seems to be opening up on all fronts.Peppered wi misinformation and some bias, it indeed promises to be a hot political potato over the next several years.It is a tough issue for Liberals and Conservatives, each reflecting constituencies that are sometimes in conflict.I fear the debate may degenerate into sloganeering (free trade vs protectionism) and that the facts will never be examined dispassionately.The issues are complex and cannot be covered easily in this column.Nevertheless, I would like to raise sème questions for consideration.Some, like Ontario\u2019s Premier Peterson, argue that more preparatory work should be done before negotiations are commenced with Washington.He and others point to the importance of breaking down provincial barriers to trade before opening up the Canadian market to U.S.competition.Many gung ho free traders see this as a stalling technique relied upon by inefficient Canadian industries who should either modernize and be competitive or go out of business.In some cases that may be so, in dthers not.Breweries an example Our brewers, for example, have been required by provincial legislation to operate breweries in provinces which could be more efficiently served by a large brewing facility.The American competition enjoys that economy of scale which does not exist in Canada.That is not the fault of our breweries.Even a small American brewer like Genesee is larger than any single Canadian facility.To compete, Canadian breweries in many provinces would have to close and other facilities expand.Moreover, Canadian breweries are required to purchase their barley from the Canadian Wheat Board at almost twice the cost prevailing in the United States.Canadian industry in this sector might do well against U.S.competition, but first they must have the tools to do the job.That means breaking down parochial provincial attitudes as well as some federal regulation.It seems to me that this example illustrates the problem of rushing ahead without doing our homework.That is the point Peterson has tried to make.Readers should appreciate that these remarks come from a Liberal who already fiction may become blurred.Solve murders Up to 30 guests at the inn get about 30 hours in which fo solve a series of \u201cmurders.\u201d They are coaxed by actors who pass on clues while portraying other guests.As in all good \u2018\u2018whodunits,\u201d a few of the actors can be expected to end up deceased.The pretense for all of this mystery is a fictional reunion of students of Barnum College, a fictional school in the Eastern Townships and supposedly the alma mater of all the guests assembled.Guests are given a \u2018\u2018sleuthing kit\" upon checking in, which explains the program and gives them some information about their \u2018\u2018alma mater.\u201d In a sense, the show begins as soon as the guests eheck in, since nine of the guests are the actors, or \u201csuspects\u201d in the mystery.Identify suspects \u201cThe first function is to find out who are the suspects,\u201d says Ms Cur- ran of the real guests.\u201cIt will become apparent, since all the actors are bigger than life.\u201d One of the actors, Ms Leonard, finds it challenging to play a role for an entire weekend in what resembles a living game of Clue.\u201cIn a regular play, you go on for two hours and then it\u2019s over,\u201d she says, \u2018but in this, you really have to know your character.\u201d At the same time, real guests at the inn also want to know the characters, in to aid Soviet Jewry By LAUREEN SWEENEY Three Westmount aldermen joined a vigil outside the Soviet con- \u2018sulate in downtown Montreal Tuesday calling for the release of Soviet Jews wanting to emigrate.Aldermen Rhoda Vineberg, who invited colleagues Joan Rothman and Sally Aitken to help her celebrate her 41st birthday along with a group of friends by participating in the solidarity effort, called the event \u201ca meaningful experience.\u201d \u201cLater,\u201d she added, \u201cwe went home and had a birthday party.\u201d The previous day, Monday, had been Ald Aitken\u2019s birthday, when both women were congratulated by Mayor Brian Gallery at a meeting of city council.The solidarity march was held to coincide with the Geneva summit conference between U.S.president Ronald Reagan and Soviet head Mikhail Gorbachev.Concerned \u201cWe wanted to get across the idea that we were concerned about the plight of Soviet Jewry,\u201d Ald Vineberg told THE EXAMINER.\u201cIt was one little attempt by us to show the world we were free.\u201d The three aldermen joined others in wearing black capes bearing the names of \u2018\u2018refuseniks,\u201d those refused permission to leave the USSR, Although they participated in the activities for two hours late Tuesday morning, the event went on all day, according to Ald Vineberg.\u201cPeople were coming and going, singing and dancing and listening to speeches.\u201d Other Westmounters were propai nent in the event, she pointed PE including Rabbi Allan Nadler of tre\u201d Shaar Hashomayim Synagogue and Barbara Stern, chairman of the Canadian Committee for Soviet Jewry, as well as chairman for the Women's Campaign -
