Mayor May Cutler refused the Westmount Finance Action Committee\u2019s demand at Monday night\u2019s city council meeting.She had called them \u201casses and ingrates\u201d for their comments in its recent issue of The Westmount Spendthrift.The request from president Rolland Benard sparked heated confrontation between the two at the opening question period when he insisted on reading a preamble to the question.\u201cI will answer a single question,\u201d the mayor interrupted.\u201cI am asking a question,\u2019 Mr Bernard protested.\u201cWhat is your question?\u201d the mayor asked, furiously banging the gavel as he resumed reading from his paper.The two began shouting and pointing at each other until Mr Benard finally turned around to citizens in the audience and asked: \u201cDo you think I should be allowed to ask my question?\u201d A chorus of \u201cYes\u201d resounded, followed by a booming \u201cNo\u201d at which point Councillor Peter Duffield intervened to reiterate the rules of question period.Then Mr Benard began again at which point the mayor in apparent exasperation turned to Councillor Peter Trent saying, \u201cWhat should I do now?\u201d His reply was inaudible and council members all sat back and listened to Mr Benard tell how his group had been founded at the request of the mayor \u201cto tap into the wealth of finance expertise among Westmount citizens.This is why I'm asking if the mayor is willing to apologize to the 900 members and supporters of the Westmount Finance Action Committee.\u201d \u201cThe answer is NO!\u201d said the mayor.\u201cI didn\u2019t think so\u201d muttered Mr Benard as he left the microphone.Mayor Cutler later explained to the council session she had given the name asses only to those people responsible for approving the news sheet which referred to her as a \u201clame-duck mayor.\u201d It also attacked the proposed library building project as a white elephant and rehashed the old issues of city spending and computer purchase.The mayor had lashed out against the letter in a statement to THE EXAMINER at press time last Wednesday.During the closing question period at Monday's meeting she made adopting a by-law which at least one environmentalist says \u2018could have been stronger.\u201d In a unanimous vote, councillors at Monday's meeting adopted by-law 1082, which requires warning signs be placed at least every 20 metres along any property where pesticides are used.The signs must be at least 20 em (8 inches) square, be installed within one metre (3.3 feet) of the ground, and tell what chemicals were applied and when.They must stay in place for at least two days.A $300 fine awaits anyoneignoring the new by- -law.The by-law comes into force today, when published in this days.Council said they would consider the recommendations for the future.The by-law was put forward by Councillor Rhoda Vineberg, and was adopted unanimously.A by-law controlling or banning the use of pesticides has been brought up for discussion by city council several times over the past few years.The by-law comes two weeks after the Quebec government announced it would no longer challenge the right of municipalities to adopt legislation controlling pesticides.At the meeting, Westmount also authorized buying pesticides for its greenhouse.It authorized director of public works Fred Calouri to buy pesticides for use in the greenhouse, to use \u201conly when required.\u201d The decision follows a favorable review of the pesticide purchasing idea by the operational and environmental services committee of the city.The committee said the city would purchase a \u201climited number\u201d of pesticides, but did not say which ones.The pesticides join a list of chemicals, used as insecticides and fungicides, already in use by greenhouse staff.Possible health risks of the chemicals include skin problems, digestive malfunctions and respiratory problems.The places where the new That's what judges of Westmount\u2019s third annual Maisons Fleuries competition found last week when they visited the front gardens of some 51 private homes, apartments and commercial establishments which participated, \u201cGardens that are good tend to be on streets where there are other good ones,\u201d said Councillor Rhoda Vine- berg, who was one of this year\u2019s nine judges.Two local residents were singled out for their efforts to beautify their properties with flowers when the winners were announced at Monday night's city council meeting.Murray Marmor was awarded a \u201cgarden-lover\u2019s prize\u201d for his bright- ly-colored garden at 31 Willow while Joan McCordick won a \u201cbest cottage garden\u201d award.In all, 29 properties were named for outstanding displays in a variety of categories.Some gardens visited by the judges were massive plantings, some in small containers.Others were perennial plots where different plants bloom at different times go once discharged from hospital.Too few places offer support for their special needs.Montreal churches are banding together to create such a place, permanent apartment living with about 10 volunteer support people for each residence, gleaned from the community.Their only common bond is wanting to help the mentally ill, and being part of a congregation.The first apartment, in Montreal near Verdun, is ready to open.One resident, from a Westmount family, is waiting to move in.But she will not until another woman, still in hospital, isready to provide companionship.She should be discharged by the middle of the month.A third woman is being sought, to round out the group and help share living expenses.The two women are schizophrenics, with no history of violence or suicidal tendencies.\u201cThey are people who are sick, but not so sick they can\u2019t contemplate living alone,\u201d said co-ordinator Olwen Cerigo of all potential residents.\u201cThey have to be on welfare, and diagnosed as unable to work.\u201d The next apartment, being fully sponsored by Westmount\u2019s Temple Emanuel-El Beth Sholom, will be for men.It required three years\u2019 preparatory work, and funding from three churches, to get the first apartment ready.L'Abri en Ville, as the project is called, requires $1,500 per apartment, in case there is a crisis and a resident must go back to hospital, to cover
