Provinces from (ireat Britain, so influenced Ly education, by an early training in what they regard as loyalty to the Crown, as allegiance to the Government under which they were born and bred, that they will not stop to reason, but meet all argument with the one idea they entertained from infancy.Separation is disloyalty. So it would be, for we could not forcibly seve: the connection, light as that is, which binds us to England. We do not believe there are a dozen of men, except aliens, in the Dominion who advocate a forcible sever ance of British connection. If there be such, they are unreasoning fools, fit fo Ledlam. And the objection of those fossi lated excrescences on modern society, who oppose the term ‘‘ disloyalty,” to all argu ment, should Le addressed to them.We think it is puerile to reason against independence, from the opinions of some British statesmen. Those opinions belong to the past.Generally, they were expressed many years ago, long before even Con federation assumed a definite and tangible shape. And no doubt had that scheme, as we have it, been presented to Ministers in England a quarter of a century sooner, some of those Ministers would have though it, especially if it had been accompanied by « threat, impossible to grant, or even to be entertained by the Government. Now, no one in Canada knows what are the opinions of the present British Government on independence or peaceable separation from the mother country. That question has not boen before them ; they have taken no cognizance of it, official or otherwise ; they have given no opinion, because none was asked ; the presumption is they have formed none.So all argument for or against independence, derived, or attempted to be derived from the sentiments of British statesmen, whether in or out of the Cabinet, is simply puerile, idle, and inconclusive. We have all possible respect for those who were horn and oradled in the belief, that any change whatever that would curi il the British Crown of one acre of its territory, must originate im disloyalty. These men are the old signposts of Conservatism. They stand in their old position, pointing to one mode of transit, though that may be superseded by some other more suitable and expeditious route. It will not now do to tell us that this idea of independenee belongs to the Manchester school, or the GoLDwWIN SmiTu school, or any other school. It belongs to the school of Common Sense, and though the lesson is rather a new one, still we must study it, for circumstances are crowding on us so fast, that it is impossible to put till next year or next centnry those questions waiting for an almost immediate answer. We, on this question, have very little to do with the past. The present is pregnant with this question of independence, and other questions in social gov- ernmnnt, which cannot be resolved by history. Our position is new, new to England as well as ourselves. And to the present we must look, fashioning our future by the legislation of to-day.Our po- «ition is an anomaly in Colonial history, for there is no instance where a colony, or a number of dependencies of Great Britain fave enjoyed the same extent of self-government, an extent approaching the very frontier of independence, and which requires a very slight enlargement to place us in that position. What are some of the important and pregnant facts, discussed in almost every house in the Dominion, but carefully, jealously excluded from the federal and local legislatures? We do not apprehend a war with the United States, though, if our memory be correct, that was the theme of the present Finance Minister, and he made out a popular case in favor of Confederation. It is true we know not what a day anay bring forth, nor what unforeseen contingency may make war with the United States, an alternative which Great Britain could not avoid. But, if thè argument of the Finance Minister was good four years ngo, it has force yet; it is not quite obsolete.Indeed, recent circumstances tend rather to give it additional force. But in the event of a war, what would be our destiny? What is there to prevent the United States from pouring into Canada, at a bundred points along our ex- hundred and fifty thousand men, before England could more than take the initiative in the contest ?Would our volunteers, who would certainly fight as well as our neighbors, be able to repel the invaders ?It would be no discredit to them, if one man could not conquer six or seven ; and, as men are irreverent cnough to believe that providence favors the largest battalions and the heaviest artillery, and as we do not look for another Thermopylæ, or that the time will come for us ‘‘ when one man shall chase a thousand,” we believe that our native force, the volunteers, would be simply crushed ly the invaders.A sue- cessful invasion of Great Britain is impossible, and so of America by Great Britain, knowing this, the United States would hasten to occupy Canada, and having her grasp once firmly placed on our neck, not all the power of Great Britain could unloose it.The contest might be short, sharp and decisive, but the fate of Canada would be sealed,—she would be annexed nolens volens, and treated as a conquered territory, if we actively assisted, which undoubtedly we would, Great Britain. In the event of war, the policy of the United States would be the speedy occupation of Canada. That would prevent the invasion of the States from this country. The present Finance Minister scouted at one time the idea of America gaining a foothold here {ill Great Britain was ready for the contest.Ile told us of a line of fortifications, at Quebce, at Montreal, at Kingston, and some other places further west. These, according to his strategy, would detain the invaders, who were to sil down before each fort or fortification, re duce it, if possible, and then proceed to the next.In this way Great Britain would have time to gather up her loins and concentrate her energies and resources on the quarrel. But the fortilications exist now as then, as paper castles. They are now as then unborn realities in the bosom of the future.Airy, flimsy, and unsubstantial as these fortifications were in 1865, when they were formidable on paper, they are as unsubstential still. We doubt if even they have been transferred to Bristql- hoard. Not a sod has been turned, not a stone laid, not a gun mounted. As a political device in 1865, they served their turn, they are now transferred to that tomb where more than the Capulets are buried. In case of invasion there would not be time to have them disinterred, and we doubt if it is ever intended to disturb them.In the event of war between (reat Britain and America, we could not, and we would not remain neutral, though the Globe told us the other day that no war can exist between Canada and the States, except from Imperial causes. In that it argued we should be defended by the whole power of Great Britain. It is certainly very solacing to be informed that we may be dragged into the quarrel, that our blood is to be freely shed, that our homes would be ransacked or burned, and our families turned adrift, starved or something worse, That defence would entail ruin on the country : but the compensation is, that the very country which caused us to be plung ed into this frightful contest, was ready to spill her own blood, and waste her own wealth, as well as ours. While we remain connected with England by our present ties, it is our duty to share her dangers. But if Britain decides to retain the connection, which we believe she would not against our wish, Canada will be her weak, vulnerable point, where a blow may Le successfully struck, where her honor ean be fiercely assailed and insulted at pleasure by the United States, without much dread of invasion in return.CITY.- Tar FETE OBLIGATIONNEER.—They are keeping it up in which pervades the carter's breast at this particular season of the year is the decoration of his horse. It is not an unpleasing feature of the city the manner in which the carters dress up their the struggling and plcbian common dray- man or carter.Standing at one corner to-day we counted fifteen drays carrying stones, bricks, earth and rubbish, the horse drawing cach of which was prettily offers for tipping their cargoes of timber on a sidewalk which people most do frequent, they invariably do so, much to the annoyance, frequently to the personal risk, of pedestrians, To-day we figured up seven distinct cases of wood chopping within a radius of half a mile, each of which was not only a nuisance but a positive danger.Logs strewed the ground, rendering it imperative that passers-by should quit the footpath for the roadway, and even then at the risk of stray chips saluting tender eyes.We sympathise with the great unwashed, but would like to gee those confounded wood cutters sent dirty yards.People seem particularly loth, even in the face of pestilence and epidemics, to fulfil the simple duties of cleaning their yards, emptying cess-pools, and draining off the accumulated filth which chokes up the sewers. The consequence is suits by the dezen, the Recorder generally condemning the defendant in costs, when the work is daly *executed, and in other cases where the pro- prictor or tenant is too obstinate or procrastinating to do what he should, adding a fine.In view of the rapid approach of hot weather, it seems mistaken mercy to pass lightly over offences, so casy to be avoided, but fraught with such important consequences. One great source of trouble is the annual removal of tenants in May.As a rule they depart, and leave behind them as a legacy to their successors, their twelve-months’ accumulation in yard and offices. The incoming occupant naturally objects to put the premises in order on the ground that it isn’t his dirt.Another suit is the result. The habitues of the Recorder's court enjoyed in one of these eases yesterday a fine forensic display, that was alone worth the whole price of admission.Mr.Paterson, 16 St.Louis street, was haled before the tribunal, for having left on his premises one load of earth, ashes, potato-peclings, cabbage-stalks, fish- hones, straw, broken bottles, and bones. It seems that on the first of May Mr.Paterson folded his tent like the arabs, and noiselessly stole away; he left the accumulated refuse and housc offal in two heaps, one of which he caused the carter to remove. The incoming tenant had to remonstrate several times with him, concerning the undesirable legacy, but Mr.Paterson, who seems to be a hard-headed Scotchman, refused to remove it, that they couldn't force him to do it.Ac- ‘cordingly, Mr.Paterson came to judgment, and being desirous of loging his case, cn- gaged a lawyer named, we believe, Norman- deau. This noble man does not often seem to get a case, as he wasted sufficient eloquence, ability, and time on this cart-load of kitchen refuge to suffice for two murders and a petit larceny. He brought up several witnesses, who proved the case for the prosecution, and his cross-examination of the opposing witnesses was exceedingly long and irrelevant. One of his witnesses, the father of Mr.Paterson, the defendant, caused no little excitement in Court by deliberately adjusting his spectacles upon his nose, opening the Bible, and cxamining its contents. The Recorder asked him if he was an Ebrew jew, and he said no.The great doubt of the age has thus been scttled, and the horrible suspicion that it wasn't the Bible, but only Moore's Poems, is laid for ever. But all this great cloud of witnesses, Mr.Normandeau’s talent and perspiring exertions “vash nix.” The Recorder, getting tired of the work, had to take the cxamination of the last witnesses into his own hands, so as to get done this week.He was inclined to give Mr.Paterson a chance to remove the nuisance, but the evil star of the stubborn Scotchman prevailed, and instead of promising to remove the offal, he said he wad lik to uffer a few remarks. This was the last straw, and His Honor drawing the long-withheld sword of justice, let him hawe it; five dollars and costs.Mr.Normandeau antioupced his intention to appeal—doubtless to the Privy Counoil.A SCENE.An extraerdinary
