and, in future, | the delivery wi will be me more.regular._ Friday December 17, 180%.Quebec Fis Finances.The telegraphic \u201creport of Treasurer Rouerrson's financial statement published in our columns on Wednesday was incomplete, omitting the estimates, and making but a brief allusion to his conoluding remarks which have the right ring in them.These remarks will be found at length in other columns, and in this article we will endeavour to give as briefly as \u2018the subject allows, and as clearly as the complicated system which obtains at Quebéc of taking votes for some services for six months, and for others for twelve months, will admit.The estimates are for the 19 months ending with the financial year June 30th, 1871.In the revenue account the first item is the subsidy fiom the Dominion Gevernment which is set down at $1,278,- 691, which is found by deducting from the gross sum due the amount, which the Treasurer supposes t» bo sufficient to meet the interest on Quebec's: share of the surplus debt, lds the amount of $101,000 retained by the Da- minion in January last, and the interest en $1,278,191 of Trust Funds telonging to Quebec in the hands of the former.Now as the total subsidy for two years is $1,918, 505, on which there his been already re ceived $479,436, bearing $1,439,239 receiv- \u2014able during the term ; and as the] pro! ble share of Quebec of the surplus de will be $4,600,000 leaviug $230,000 of yearly interest since Confederation, and the titlo to the interest on the Trust Funds is doulitful, this estimate appears over-san guine.Nor does Mr.RoBERTSON's appesl to the traditional characteristics of his Sootch ancestry as evidence that he is more lisbie to err pn the side of caution, at all shake the strength of these figures and their accompanying probabilities.The next item is Crown Lands in all its branches which is put down at $830,260; the raceipts from this source in the year 1863, were £390,614, and for the five thonths of tho fiscal year 1869, $83,479, or a total for seventeen months of $474.093.Now it may be ia sign of caution to estimate the revenue of 19 months at $356,167 more than for 17 months, but is hardly the kind of it which will lend a financier to successful results.The same exaggeration appears in all the other items of estimated revenue, so as to oreste the impression that the Treasurer being called upon to spend a certain sum ot money, had added to each a sufficient percentage to make his hypothetical revenue sufficient for the purpose.In this or some other equally unreliahlé method he reaches the conclusion that the to revenue for the 19 months ending Jun 30th, 1871, will be $2,597,504.The eeti- mated expenditure for 18 months to June 30th, 1871, the remaining \u2018month of this year from November 30th, being provided for by previous votes, but not included in .the calculation, is $2,218,816, to which must be added, say $123,000 to make the terms of revenue and expenditure correspond, making the total expenditure to the end of June, 1871, $2341, 816, and' leaving an apparent balance of $255,688 to «dd to the cash on hand 30th November last, $508,580, thus forming a total of $764,268 to the good in the Tressury.This is very nice on paper, but\u2014 those terrible buts\u2014there are existing np- propriations for tk service of the above term, and therefore not included in the cstimate of expendifure, amounting to $1,018.601, which, if pended, will show a deficiency \u2018of about à quarter of a million.Mr.Ropxrriox evades this unpleasantness by assuming that of these unexpended appropriations $393,000 will be saved, that is to say, not spent for the purposes for which they were voted, and by this means, and ostimating his revenue for nineteen months, and his expenditure for eightéen\u2019| v months, he arrives ata probable balance in the \u2018Treasury, on \u2018the 30th of Jone, 1871, of $261,667.We believe timé will show thit he has exaggerated his inoome by \u2018nearly $300,000, and has so far under-esti: mated his expenditure as to make his deficit at the end of the term fully half a million.We shall be glad to see it other wise, but, if there is any foros in facts and figares, that is the conclusion.to which he is travelling.Tins Inman steamer Brussels, from Now York «tb inst, arrived at Queenstown ently on the 13th, having made the fastest passage on record.Tos Indies connected with the Protestant Orphans Home, Toronto, Pa 34 vn the 220d inst.to give a Oulioo Ball in ald of the funds \u201ccovered this week in New York ;
