Board.In 1858 it first eatablished a School of Art and Design, where the artisans and our English \u2018'mochanios were taught the them to promote the industrial interests of the country (applausé), \u201cand it \u2018ought te be supported by all classes of the community.During the firat few years of its existence, the French element was strong, and unfortunately the Board were induced to erect an Exhibition Building for the Province at the tire of the arrival of the Prinee of Wales, at great cost, and this has remained A WHITE ELRPHANT, crippling its fipances, so that it was not for yours it could make any progress in the accomplishment of the great idea which oalled it into existence.After several years, a certain young gentleman connected with another section of the community, by an intrigue and sion, by force, of the power.You are sll aware of the troubles which arose out of that; immediately after he ©amé into possession of the .comtrol of the Bonrd.The revenue was spent unnecessarily, in large sums.It culminated in the discreditable attempt made upon the library in force.That trouble over, we were informed that it.was desired everything should.work Poaceably and amioably, and in good faith.he good faith was kept as far as we were concerned, and the echool opened on its third session this.fall with a good attendance.Everything was going on harmoniously.Several meetings were held, at which the Secretary and members were present.All was thought to be right till: last Saturday morning, when it \u2018was discovered that this bill had been introduced into the House of the Legislative Council to give the right to the members of like institutions in the country of voting by proxy.This was of cehsid- erable moment.But one ohjeot was in view : that was to give those parties not wishing to take the trouble of attending am opportunity to vote by proxy, and thus ' TO SWANP THE ENGLISH ELEMENT.This young man -openly professed this te have been the intention.It is neither creditable nor right to fasten the stigma of this attempt upon the majority of the French people of this Province.Immediately upon this discovery, a meeting was oalled and the Secretary was asked for an explanation.He stated he sent the bill down himself, and when asked why, he anawered he was not bound te communieate to the Board what he did in bis capacity of attorney.That was an extraordinary proposition for a Seoretary to make; -I never heard of such a thing before.A gre many organizatiens, literary, scientifie, social, commercial, &o., exist which this will effect, and it is not to be tolerated.The Board immediately resolved to summon a publie meeting, and sent the Vice-President to Quebec.They were under the impression that all was done at the instance of the Government, from the underhand way in which this matter had been brought forward.On Tuesday evening last a telegram was received from Mt.Steven son, stating that a petition had gone down signed by the French delegates, and requesting that a counter-petition should be forwarded that night.The time was very short.In two or three hours a very respectable signed petition was sent down.At that meeting, composed of gentlemen, and good citizens, it was the spontaneous opinion of all that as such a\u2018long time had been taken to arrive at a conolusionin this matter, a very great danger existed ; that the measure would not be withdrawn, and the opinion was freely expressed that a great, broad principle wes at stake, and there was great danger from this surprise Legislation which has been introduced ; that the measure was very dangerous to the interests of the Province generally, and more especially fo the minority of this Province.(Applanse.) Of course it is the tendenty of minorities to be sensitive, but I do not think it is so in the present instance.(Loud cries of Hear, hear! Far from it!) I think the minority is not sufliciently alive to what is going on.(Hear, hear.) Mr.Henry the L that the intrduotion of measures into Parlia- | ment, by whioh important changes may be effeoted witout.sufficient previous notice, is a necessary teobnicnl knowledge to enable\u2019 cabal, came into the Board and took posses- character, concerning the Fabrique of Montres, to enable them tu remove bodies from the old cemetery, and re-inter them in the Cote de Neiges cemetery, and * other pur-.n84s,\u201d\u201d anparenely a very innocent sort-of Bill; but \u201cthe other purposes\u201d were to enable the Fabrique to expropriate the farm of Mr.Tate.A very large \u2018uargin, this \u201c for other purposes.\u201d - \u2018 The Board of Arts and Manufactures is intended for the improvement of all classes \u2014utterly-unsectaria: | Protestant vere equally welcome.It was owned at Quebec that the object of voting by proxy was to give those in the oountry the means.of controlling the Board in Montreal.Why should they have the control ?The Board in Montreal is for the CL INSTRUCT NV OF THE MONTREAL ARTISAN.But the whe :cheme will not bear investigation.I hold that there should not obtain in this country possessing so many different classes with s0 many different interests to be seoured by legislation, the practice of passing any measure which takes no note of those who will be affected by it.I refer to the attempt recently made to pass laws with reference to the school taxes.The School Commissioners, without consulting the people of Montreal, have approached Parliament with the desire that the School-Tax he doubled.Doubtless the motives were lasud- able, but it was only reasonable that the people who are.to pay the tax should know something of the proposal.Again, with regard to the licensing evatem, the bill in respect of which affected the citizens of Montreal through the Corporation, bocause it would diminish \u2018he oity revenue.The principle was the game: application was made for an Act without saying anthing about the \u2018matter to the Corporation, though an attempt was made to take possession of certain fun which would \u2018largely reduce the revenue of | the city and rijse that of the Government in proportion.The Government might want the money, and it was a convenient thing to have full coffers, for they could then much more easily T ; 37 BUY UP REPRESENTATIVES, and in that way strengthen their position.This su prise and strategic legislation should be done away with, and whatever measures were introduced into the Legislature, let notice of them be given so that they might be properly examined.[Ie argued that the publio notice given of bille should be an onest notice, that the public might understand the nature of the proposed-measures.If there was anvthing an Englishman detested, it was underhand work; let everything be fair and above-board, and then they would know with what men and measures they had to deal.(Cheers.) Mr.T.White in seconding the resolution said that too little interest was manifested by the English speaking people of the Province at in the proceedings of the Local Legislature which while possessing great pdwers is practicably irresponsible for WANT OF A HEALTHY PUBLIC OPINION, Refetring to the Bill which had been the the immediate oecasion of this meeting, he denounced it as embodying as outrageous a principle as had ever been submitted to any Legislature.Men suffer who find in a lafge meeting of incorporated company that although gentlemen present may jesire to expnse wrong doing or improper conduct the Chairman will say,\u2018 disonss as you p'ease and vote as von please ; the votes by proxy are in our faver.We 1 don\u2019t care for what you do.\u201d That is the case in many great institutions, and a very strong feeling has been excited that voting by proxy be wholly done away with.But as to this, a deliberative body, the idea of introducing the principle of voting by proxy was most 'outrageous.There is little reason for us to thank the Government of Quebec.(Hear, bear.)
