not the sound of locks and bars, shutting them up at night, as if they were wild beasts in à cage ; and, should they fail in attending to some iron rule, the lash, bread and water, or solitary confinement.Can it be supposed ‘that this kind of treatment will soften the ‘hearts of these poor children?What we do need {is a home, and that we can obtain under the Reformatory and Industrial School Acts.There we may have s farm to teach agriculture and gardening; various trades and handicrafts ; the common 1 t duoation, and the principles of morality and religion.This, with kind superintendent snd tenchers, and the divine blessing, would, after a term of years, restore in most in-.atances, I believe, those who, otherwise, will probably end :heir days in the penitentiary, Thus 'far with reference to delinquents.The Boye’ Home in Mountain street has, since its" opening; a little more than 12 months since, been the meats of doing much | 'zood with quite a number of homeless and friendlesn lads, such as will conform to its roles and management; and now several of these are Jesrning trades, who, in a year or two, will be able to provide themselves by their honest industry.The Home is always open to such as desire to do right, and every encouragement given those who will cheerfully obey the excellent superintebdant.This institution is only sustained by our benevolent citisens who bave most spontaneously subseribed to furnish it with comforts and conveniences equal to any of our public charitable buildings; bnt though the lads give what they can, subseriptions are still needed to pay sundry debts contracted during the year.Here the lads were taught at nights by kind friends who volunteered to de so, also music, in which some of them excel.Theo writer mantiors the “Bays’ Homa' to he drank.and he asserted be I drunk for.three years, he had been fmporori-bel ; Mr.Hall, the Presideat, commended the Nine Hours Movement, but thought it far better for tho men, their families and employers, to adopt the Saturday afternoon system — (applause) —and to have this for tion and t to th 1 Ten hours was not too long for a man to labor the rest of the week—while the Saturday half-holiday would be advantageous both to the employer and the employed.Mr.Hill thought 54 hours should be a week’s work, one suited to all o'asses, while haif-holiday would be of bene- and industry, so that they may ge into the world fitted to take their place in society as worthy sons and daugbters of our noble young country.The Industrial School Act permits the establishment of such an institution, and it is also provided by Taw that children lacking proper guardianship may be taken in hand and placed as inmates for a term of years.There should be nothing of the prissn about such an establishment, and there need not be.Numbers of such institutions are to be found in Britain, and they are doing an immense deal of good'; the children are ex- cosdingly well cared for, warmly and respectably clad, comfortably housed, taugbt a good round education, provided with suitable means of recreation, and.when old enough, instracted in such industrial avoon- tions as their tastes may lead them to select.These institutions are always situated in the country, and generally a number of parishes combine to support them.Occasionally a deputation of prominent citizens will pay = visit to the institution without warning the officials of their intention, and make a thorough inspection, mixing freely with the children with a view to ascertaining if they are hapny or have any grievances to relate.During the summer the children will be taken for an excursion into the forest or meudows near by, or to such sights as the Sydenham Orystal Palace or Hampton Court, and when secing sueh as these disporting themselves in the various games ohildren delight in, we have often thought of what sight have been their lot but for the exoreise of that practioal Christianity whioh bad led to the establishment of such noble institutions.We saw the little ones “clothed and in their right mind,” happy and bopeful, but we might have seon them skulking in fetid ulleys, clad in rage, with the ‘marks of premature ago and'cunning on tkoir baby faces, taught by their unnatural parents in the ways of sin and crime, and growing up strong in the Ishmaelite spirit—their hand against every man, and every man’s hand against them.In other directions efforts are being made in Britain to stem the tids of youthful depravity.Ships have been provided by Government as training schools for such as show an inclination to follow the sex, and most successful results have attended the good work.But with all those, there remains a vast deal to be done in London alone; still the work of reclamation has been well started, aad is growing in power and extent every year.Had it Leen taken up earlier, the difficulties would hays been.commensurately- smaller, and herein it 1s that we would impress upos our citizens the uegon! necessity.of dedling at once with this question, na it presents itself to-day.The suppression of vice and orime, and consequent increase of health and happiness, is a warfare in which the true Christian must be for ever ongagod while on this earth, and a most important part of this warfare, is that which vents the manufacture of recruits for the depraved, eriminal and dangerous classes.Euch is the nature of the * Industrial School for which we plead ; it is intended to storm the enomy in his stronghold.The attempt to reclaim adults is but rarely attended with success; as the twig is bent, so the tree will grow, and therefore is it that we so strongly urge those on whom Providence hns smiled kindly to neglect not sueh an oppur- tunity as this to show themselves worthy atewards of the wealth entrusted to their aare.The Boys’ Homo, Mountain street, is an exeellent institution, and it (°!s A place, but it doea not, as admitted by our corespondent, meet the requirements of the case; it is simply a cheap, clean, comfortable boardinghouse for such boys as are willing to pay n small feo and to conform to certain rules, and ns such fé has done, and is doing, good ser- vise, but it sannot, and was never expected to do the work which wo have pointed out as waiting to be done.In conclusion, we direct attention to our correspondent's lettèr, añd trust its perusal will be followed by action on the part of some of the many amongst us so well able to take sueb 5 work in hsud.¢ Se———— PUBLIC OPINION.“OUR UNMANAGEABLE BOYS AND GIRLS.How Shall We Refornt Them, To the Editor of Tax Stan.Drag Siz,—According to promire I givé » few thoughts on the necessity and import- anée of this momentoans question.Itis much to be deplored that, notwithstanding the various efforts put forth to reclaim many of the above class of our population, that, hitherto, for want of the right mole, we greatly fafl, 1 There are (uits à large namber who kind influences will keep in dheok—no kind persuasion will convince as to the inevitable results of lawlessness and dieobeudience.Several of thoss thus tried sre now spending a term of years in the Reformatery of Bt.Vineeut de Paul.To deal with this clase of cur peeple, sure- show that efforta are not wanting to try and ameliorate the condition of thore willing to be moulded into habita of morality, industry thrift, but more especially to show that a large elsar of these lads need the daily restraint of years in order to br'ng about their reclamation.The ‘acts’ referred to require that a building for the purpose that may be deemed snffisient by the inspector of prisons;
